The authors considered approaches to the definition of the essence of the concept of \"knowledge economy\". Also, we have substantiated the understanding of the quality of education as the basis for reforming the education system in Russia and determined the main problematic zones of the education development in Russian Federation and Dagestan Republic. The authors of the article propose a mechanism for the formation of a unified system of education quality management in a specific region the Republic of Dagestan, linking the regional and municipal levels of education management and educational organizations. The authors also developed a process model for managing the quality of education in the Republic of Dagestan, which provides practical recommendations for the development of the education sector in the Republic of Dagestan. The innovative way of economic development is now becoming an alternative to Russia. And this is doubly important for the agricultural sector. Because the profitability of production here, as a rule, is much lower than in other industries, costs pay off many times slower, and the intensity of labour and energy often do not stand up to any criticism. It is a small business (in the face of farming) that should become, according to the authors, the trigger for the development of innovative processes in the field, which will allow in the future to receive multiplicative and synergistic effects from the competent and rational investment of assets. In this context, a group of scientists analysed existing experiences of best practices at the Kaluga region's regional agricultural enterprises: companies \"Molokograd\" and LLC \"Green linesKaluga\" are determined the vectors future trends in agriculture. The aim of the study is to determine the main problems in the creation of SEZ in Africa and to analyze possible directions for the effective development of these structures in the region. As research methods, the authors chose a general scientific methodology based on the works of scientists specializing in the problems of socio-economic development and investment attractiveness of Africa, particularly: T. Farole, W. Angko, J. Akinci, J. Quake, and L. Thompson. The authors also used the data of reports of international organizations devoted to the analysis of the functioning of the SEZs in Africa. In the course of the study, we obtained results demonstrating the presence of sufficient potential for the successful development of existing zones or for the creation of at least one SEZ in almost every African state in the near future, which will allow countries to develop and provide stable sources of income for the local population involved in the SEZ. This predetermines the restructuring of education in general and each of its aspects, especially in the training of future specialists aimed at the successful completion of educational activities, the manifestation of professional and creative persistence in solving difficult problems and realizing their potential. Basing on the analysis of scientific sources, we can formulate the purpose of our study, which is to acknowledge the features of the motivational complex of Russian students in comparison with foreign ones studying in universities in our country. Basing on the results, we came to the conclusion that there are still differences in the characteristics of the motivational complex of the selected groups. Russian students are more focused on acquiring professional competencies that will ensure their future success and self-realization in their chosen profession. For foreign students from the near abroad, the most significant is pragmatic motivation with a focus on personal prestige in their ethnic group. The formed optimal motivational complex ensures the individual's achievement of success in the course of constant competition with himself, in the desire to achieve new, higher results in comparison with his previous ones. The purpose of this article is bringing the specifics of forming professional identity by students to the current discourse of researchers of the issues of engineering training. We have researched the level of topic relevance of the engineering graduate competences declared to be mastered at Turgenev Orel State University. 69 managers and experts of 12 most competitive motor vehicle service enterprises of the Orel region (Russia) were the experimental respondents. The results revealed that the key stakeholders mainly acknowledge the topical relevance of university graduate competencies, which forms a basis of their professional identity connected to their major. The article offers a set of scientific and pedagogical provisions encouraging the college training process to focus on forming the professional identity of their students. The authors have proven the reasonability of using the project-based learning model to form a professional identity. They have also developed the layout of the training models set to form a didactic core of project-based classes focused on forming a professional identity of students. Based on the terminological analysis results, the cluster's main characteristics that underlie the definition of its essence are identified. These include the association (group) of interconnected enterprises; concentration by geographical or industry characteristics; competition; ensuring high competitiveness of products; synergy effect; cooperation; introduction of new technologies. To clarify the cluster's essence, the paper systematises scientists' views on its role in the region's economy. The author considered the effect of clusters at 3 levels: the enterprise (increasing competitiveness, sharing experience, increasing the level of specialisation, increasing turnover and product quality, etc.); state authorities (increasing budget revenues, reducing unemployment benefits, etc.); the economy of the region (reducing unemployment, improving the standard of living of the population, increasing the industrial, innovative, investment, and scientific potential of the region).
