The definition of the approach is given and the process of its development over the past two and a half centuries is described in detail. The following scientific methods were used in the course of the study: diachronization (periodization), retrospective analysis, reconstruction of historical events, actualization and historical-typological, as well as axiological methodological approach, which allows to identify the value content of the subject under study. These scientific tools were implemented in the course of characterizing the views of leading Russian thinkers of the XVIII-XIX centuries (V. V. Krestinin, A. I. Herzen, N. A. Dobrolyubov, N. G. Chernyshevsky, N. H. Wessel, K. D. Ushinsky, D. D. Semenov, etc.) and twentieth-century scientists and educators (B. V. Vsesvyatsky, G. N. Volkov, A. I. Kondakov, etc.) on this issue. The article provides material on the activities of various organizations (provincial statistical committees, scientific archival commissions, etc.) and individuals — local historians, teachers and patrons of different eras (N. M. Meyer, P. K. Meyer, A. I. Veshtomov, T. T. Rapinov, V. I. Fedyaev, etc.), who contributed to the implementation of the regional-environmental approach in educational practice with their theoretical and practical deeds. The conclusion is made about the socio-political significance and scientific and pedagogical relevance of a consistent, scientifically formulated study of the regional-environmental approach in the theory and history of pedagogy. The development of pedagogical excellence depends on a teacher's ability to self-analyze and selfevaluate his/her activity. The authors consider reflexion as a tool that helps teachers reflect upon their pedagogical reality and determine the future directions of professional development. Practice shows that not all teachers are able and willing to study the state and results of their work and, therefore, need help and support in matters of selfdiagnosis and professional development. For this reason a course for teachers in urban and rural schools in Perm region is being offered at the Center for Continuing Professional Development of Educators, under the additional education program «Designing a Teacher's Individual Educational Path in the Informational and Educational Space of the Region». The basis of this course is self-analysis of pedagogical activity and identification of priority areas for professional development of teachers. The article describes the methodology of evaluating professional competencies «Teacher Self-Assessment» developed by the teachers of the Department of Professional Mastery of this center. The authors of the article explain the procedure for conducting the methodology, which consists of several stages — self-analysis of aspects of professional activity, choosing a resource for change and choosing a priority direction for changes in their professional growth. An analysis of the results of the degree of satisfaction with the organization of the educational process and general aspects of pedagogical activity of teachers from urban and rural schools of Solikamsk urban district, carried out by this methodology, is presented. In a rural (non-urban) school, innovative activity has specific features due to a number of special circumstances, including: the involvement of the educational institution in the rural society and the school's influence on the socio-cultural educational situation of the territory; the special density and closeness of business and interpersonal relations between schoolchildren and teachers, teachers and families/parents, the school and its social environment.The sources of innovation can be the problems and resources of a rural educational organization. Unlike an urban one, a rural school has a slightly different range of problems and a different set of resources for development. In determining the target guidelines, the nature, content, methods and forms of innovative activity of rural school, according to the authors of the article, one should rely on positive features, on the potentials inherent in the originality of this type of educational institutions. Are characterised development potentials inherent in one of the Karelian schools — Pryazhinskaya secondary school of the Republic of Karelia. The choice of the topic/problem of systemic innovation activity of the institution is substantiated. The idea, logic and content of the innovative work of the teaching staff of the school are revealed in the sequence of programs: «Formation of a viable student personality in rural society» (2007 2012), «School of personal growth» (2012 2018), «Basic department» (2018 — present). What skills of the XXI century should he have? The same as a city graduate or excellent, different? At first glance, the answer is simple: since there is an educational standard (now FGOS-3_2022), the educational results should be similar. But this is the simplest answer and not quite reflecting the objective reality. The village school has its own mission, purpose, creed (symbol of faith), which is characteristic only for it. Rural territory is only a small homeland for rural schoolchildren, and only a rural graduate, as a true citizen and patriot of his homeland, is able, with all the difficulties available today, to return to his native settlement and fulfill his mission to revive rural territory and increase the prestige of life in the countryside. In the current conditions, it is difficult to imagine that graduates of urban schools are capable of such a vital «feat». Therefore, it is especially important to form professional orientations in rural schoolchildren related to future life activities for the benefit of the village. This explains the importance of including an appropriate component in the methodological system of a rural school teacher. But what is the content of this component, how can it be implemented technologically? Тhe purpose of the article is to find answers to these questions, and the content is the result of reflection. Research methods are the study of literature, modeling of the methodical system of a rural school teacher with a career-oriented component, modeling of the means of teaching such a system – integrated tasks of agricultural subjects. The novelty of the article lies in the presentation of a model of the methodical system of a rural school teacher with a career guidance component in the format of integrated tasks of agricultural subjects and the description of the model of the training session as a means of implementing the methodological system. The work was carried out in accordance with the order of the Department of Education of the Yaroslavl region dated from 15.06.2020 № 158/01 03 «On approval of the Regulations on the regional system for monitoring the effectiveness of heads of educational organizations of the Yaroslavl region and regional indicators for evaluating the effectiveness of heads of educational organizations». The purpose of the study is based on the analysis of data on the formation of professional competencies of a manager and the quality of managerial activity, to justify the need to develop new, update existing additional professional programs for managerial workers; the introduction of innovative tools, techniques and technologies in their implementation, the use of individual professional development trajectories; the introduction of additional measures to increase the motivation of managerial workers to professional development; encourage the exchange of experience and best management practices. Special sources are considered and analyzed, the definition of the effectiveness of the head is given, the empirical experience of diagnosing the effectiveness of the head is proposed based on data on the results of the organization's activities and the creation of conditions for the implementation of educational programs. The developed model includes a system of indicators for assessing the degree of formation of professional competencies of educational organizations heads in the region. As a result of the study, the problems and difficulties associated with improving the quality of management in the studied schools are identified. The results presented in the article were discussed at a meeting of the Coordinating Council for Working with Schools with Low Learning Outcomes and brought to the attention of the heads of the analyzed schools.
