Natural questions arise: what conditions should be created, how should they be organized from the point of view of personal potential development, how to select from the whole variety exactly those that, on the one hand, correspond to the mission of the school, on the other, are significant for all subjects of relations and at the same time are aimed at the development of the entire organization as a whole? A comprehensive examination of the educational environment helps to answer these questions and competently design a personality-developing educational environment. Schools and kindergartens of the Yaroslavl region participating in the regional project «Implementation of a comprehensive program for the development of personal potential» carry out such an examination as part of the preparation and organization of a personality-developing educational environment in their institutions. Rural educational organizations are also included in this process. The participants work in the ideology of V. A. Yasvin environmental approach and include in the examination of the educational environment, first of all, the diagnostic tools proposed by this scientist. Gorodovikov», in the process of implementing the project « Scientific and pedagogical support of the teacher of a rural school in the system of continuous higher education». The goal of the project is to implement organizational, managerial, control and diagnostic conditions for the development of the continuous pedagogical education system to provide the population with affordable high-quality education involving the use of innovative, primarily digital network technologies, and the creation of a career guidance system. Project objectives: 1. Development of organizational and pedagogical infrastructure, information base and mobility of the continuous education system in the Republic of Kalmykia. 2. Preparing students in rural schools for a conscious choice of a profession, for obtaining pedagogical specialities. 3. Increasing the volume of the university's participation in the implementation of large-scale and socially significant federal and regional research and educational projects, significant scientific and applied problems. The project aims at increasing the social status and prestige of teacher labor, updating the content and structure of higher pedagogical education through the use of networked educational models; conducting targeted recruitment, creating conditions for rural youth to receive higher pedagogical education; providing the population of the Republic of Kalmykia with affordable high-quality modern education, involving the use of innovative, primarily digital, network technologies; an increase in the average USE score of students enrolled in undergraduate programs in the direction of «Pedagogical Education» is at least 70. At the stage of the development of rural schools and rural teachers (XIX – early XX centuries), the prerequisites for the continuous education of a rural teacher are found in such forms of advanced training as teachers' congresses and courses for folk (zemstvo, rural) teachers. The illustration of the possibility of reviving traditions and harmonizing the ideas of educators with the development trends of modern rural school and its teacher is the Summer Pedagogical School for leaders and teachers of rural educational organizations of the Republic of Karelia. The reliance on traditions in improving the qualifications of rural teachers is manifested in the concept, content, structure and forms of implementation of the program of additional pedagogical education, carried out in this format. The article substantiates the viability and prospects of the following ideas of teachers' congresses and courses: 1. The actual content of the additional education of a rural teacher, adequate to modern trends in the development of education and at the same time verified (coordinated) with the specifics of rural school, professional activity and lifestyle of a teacher in the in the village. 2. The interdependence and interconnection of theory and practice, the practical orientation of additional pedagogical education and its focus on the translation of learning outcomes into the life of rural school, into the professional activities of a rural teacher. 3. Democratic creative atmosphere, «friendly interface» of the Summer Pedagogical School of rural teachers. 4. Integration of resources of subjects of joint educational activities – organizers and participants of the Summer Pedagogical School. The work was carried out within the framework of the regional innovation project «Development of mechanisms for targeted support of students living in rural areas in obtaining affordable additional education» (order of the Department of Education of the Yaroslavl Region No. 135/2/01 04 of 10.04.2019). The purpose of the study was based on the identified features associated with the use of free time by rural children, their employment with additional education, motivation and social order for additional educational services and the peculiarities of the influence of individual factors on additional education, to determine and test mechanisms for targeted support of rural children in obtaining affordable additional education. Research methods was study and generalization of the mass experience of additional education of rural children, a survey of schoolchildren, parents, teachers, focus groups, experimental work, expert assessment. Based on the socio-cultural approach and taking into account the peculiarities of the organization of this sphere of education in rural areas, the article presents the following mechanisms of targeted support for rural children: search for social partners based on a social order, «mobile teacher», «mobile children's group (child)», involvement of socially-oriented commercial organizations providing educational services, interaction with vocational education institutions, remote form of additional education for children. Rural schools are usually small, so the application of any of the proposed mechanisms can be targeted, taking into account the opinions and capabilities of students and their parents. The availability of additional education for children and youth is one of the important factors in ensuring the social integrity and stability of the development of each region and the country as a whole. Accessibility of additional education is characterized, first of all, by the scale of participation of children and youth in additional education programs. This article examines the features of rural children's participation in additional education: coverage in general, at school and outside of school by various forms of educational programs. The article provides an analysis of various parameters of the involvement of children living in rural areas in additional education. According to the data of the study, the involvement of children in rural areas in classes on additional general education programs implemented in anetwork form is less than in urban areas. The geography of the study is quite extensive: more than forty-five thousand students from fifty-one subjects of the Russian Federation took part in the survey. The article also analyzes the results of a survey of schoolchildren’s parents on the subject of satisfaction with the educational services received when mastering additional general development programs of all directions in educational organizations. The article describes the assessment of the participation of rural schoolchildren in additional education in the context of various directions, forms of participation, age and gender of children. Changes in the possibilities of obtaining additional education for children in rural areas within the framework of federal projects are discussed. The article reveals the main characteristics and technologies of the socio-cultural approach to education. Technologies that allow not only to diagnose typical situations in which educational institutions in rural areas are located, but also to develop and implement the most appropriate variable strategies of educational activities and models of their development. The methodological foundations, content, tools and mechanisms of the socio-cultural approach to the development of education in rural areas are considered in more detail. The basic humanitarian technologies that make up the tools of the sociocultural approach to education in rural areas and settlements are revealed. Themechanisms of using education as a tool for solving the life problems of local communities are considered on the example of various types of socio-cultural educational projects. The socio-cultural approach has led to the interpenetration and development of different types and types of education, strengthening its influence on the socio-economic and cultural development of communities. The article describes in detail the experience and results of the implementation of the program of socio-cultural modernization of education in the Republic of Sakha (Yakutia).
