Makhortykh","doi":"10.31857/s086919080017592-8","DOIUrl":"https://doi.org/10.31857/s086919080017592-8","url":null,"abstract":"Central Anatolia is one of the regions of Western Asia, where the most significant concentration of archaeological materials connected with the Eurasian nomads of the early Scythian time is recorded. The flat plains of Central Anatolia had good pastures and served as a space where different cultures communicated with each other since ancient times. In the 7th–6th centuries BC this territory was located between Western Anatolia with Lydia and the eastern Greek centers and Eastern Anatolia, which was the zone of interest of the Urartu and Assyria. Small local \"principalities\" were localized here. These principalities were  probably controlled by well-armed and mobile nomads, who used this territory as a base for raids on neighboring as well as more  distant regions. An important and most numerous category of nomad inventory coming from the region is constituted by bronze socketed arrowheads found in burials in the province of Amasya, Imirler, Gordion and on the local settlements (Boğazköy, Kaman-Kalehöyük, Kerkenez Dağ). The article introduces their typology and provides analogies coming from the Eurasian monuments of the 7th–6th centuries BC. The study of early nomadic complexes from Anatolia shows theirsyncretic nature, which is influenced by artifacts of the Cimmerian, Scythian, and Сentral Asian origin as well as the local Near Eastern items. It highlights the complex ethnic composition of the nomadic groups located here in the 7th–6th centuries BC that does not allow attributing all these materials to a single group, for example, the Cimmerians.","PeriodicalId":159294,"journal":{"name":"Vostok. The disciplinary rules for lay followers (both Digambara and Śvetāmbara branches of Jainism) are fixed in the texts of the śrāvakācāra genre compiled by ascetics. This reflects the hierarchical distribution of “roles” within the Jain community. Ascetics represent the most advanced part of the community on the spiritual Path of Liberation, while lay people have only just entered this path. The author focuses on the fact that in Jainism monasticism is considered as a spiritually higher stage, and not just a different (but equally significant) way of salvation. Only monks of certain ranks have the right to preach publicly, interpret the Scriptures, and instruct the laity. Householders can only do this in the absence of monks. At the same time, ascetics are almost completely dependent on the laity for their everyday life, since householders are obliged to provide them with everything necessary for life. The introduction of an intermediate, quasi-monastic way of life in the form of the bhaṭṭārakas (Digambra) and śrīpūjya (Śvetāmbra) in the middle ages allowed the Jain community to survive and even have a direct impact on the political and economic situation in various regions of India. The author emphasizes that written in all-India paradigm of the life regulations (artha, kāma, dharma and mokṣa), Jain system of domestic rituals, coupled with the practice of vows and limitations focused on training of householders to move towards self-improvement and eventually achieve the main religious goal – realization the nature of one’s own soul.","PeriodicalId":159294,"journal":{"name":"Vostok. Bartenev","doi":"10.31857/s086919080015910-8","DOIUrl":"https://doi.org/10.31857/s086919080015910-8","url":null,"abstract":"This paper reconstructs the history of the Deauville Partnership with Arab Countries in Transition – a unique multilateral format established at the 2011 G8 Summit in Deauville, France to help the countries affected by the Arab Awakening navigate through the transition. It identifies the Partnership’s particularities, main objectives, pillars and key phases. The conclusion is drawn that this format stood out because of a regional actors’ participation, a deeper engagement of multilateral institutions and all members’ willingness to cooperate with new partners. The Partnership’s umbrella format allowed to unite stand-alone projects, to increase their legitimacy and cumulative effect. This logic manifested itself clearly under the US and the UK chairmanships (2012–2013) when the members’ interest in the Partnership and expectations were the highest, ensuring a visible progress in all dimensions supported by the Middle East and North Africa Transition Fund under the World Bank trusteeship. However, a dramatic deterioration of the global and regional geopolitical environment in 2014 hindered the intensification of efforts, and the German impulse to reinvigorate the format in 2015 did not last for long. The initial enthusiasm of partners waned, which resulted in a discrete reformatting of the Partnership in 2019, despite the new wave of protests in the Arab world. The Partnership has nonetheless had a positive effect: the Arab countries enjoyed interacting with key donors and multilateral institutions on a regular basis, while the external actors have accumulated a valuable experience of coordinating response to macro-regional challenges. Hypothetically, this experience might still be relevant today but the establishment of a novel and inclusive format with such a clear emphasis on democratic transition in the Arab World is beyond possible.","PeriodicalId":159294,"journal":{"name":"Vostok. Considering that Chinese leadership has proclaimed the goal of \"rejuvenation\" of the Chinese nation, modern assessments of China's historical past allow us to take a fresh look at the prospects for China's internal development as well as Chinese foreign policy in Asia. In this regard the era of the Qing Dynasty is of particular interest. During that period Chinese territory expanded  approximately to its modern borders, and the relations with the neighbors underwent a transition from the tributary system to the modern Westphalian type of international relations.\u0000There exist various interpretations of Chinese foreign policy’s traditions. Those interpretations are largely determined by the attitude to China's current behavior at the international stage. While the Chinese rulers have adopted the concept of traditional Chinese world order that is of Western origin, many Western researchers nowadays question this concept and tend to describe pre-revolutionary China as one of many expansionist empires in Eurasia. That point of view is subject to sharp criticism from Chinese authors. The portrayal of Qing China as one of the empires can entail serious consequences for international relations as well as the territorial integrity of the PRC.\u0000In order to achieve their goals in domestic and foreign policy, Chinese leaders strive to build a historical narrative in such a way that it combines the elements of various historical periods which are most profitable in the current circumstances, including the history of Silk Road.","PeriodicalId":159294,"journal":{"name":"Vostok. This activity is a part of the PRC's policy to strengthen its international discourse power. Despite the fact that there are many studies of China's propaganda politics, discourse power remains outside the focus of researchers both in Russian and English-speaking communities. The term has varying interpretations and translations in non-Chinese academic literature. In this regard, the article examines the meaning of this term and answers questions – how, why, and for what purpose does the PRC implement its discourse power.\u0000The article analyzes research literature and documents in Russian, English, and Chinese languages regarding the discourse power, the origin, and the development of the term in Chinese discourse, and using it as a political task. The article studies the main departments and organizations responsible for the formation of the discourse power, as well as tools and mechanisms for its implementation. The author identifies “soft” and “hard” variants of China's discourse power, explains the difference in their goals and methods via giving examples from the PRC's foreign policy.\u0000The author concludes that the need for discourse power, which combines various methods of China's policy, is due to the acute internal political struggle, and the country's new ambitions in the international arena. The development of discourse power as a political phenomenon is fueled by the ideas of opposition to the “West”. The term was borrowed by Russians from the Golden Horde. However, later its meaning was transformed.\u0000The first records of this word on the Russian territory date back to XV century, in most cases as a generic by-name (e.g., bakshey’s son). Still it is supposed to have appeared not earlier then XIV century. Apparently, initially this was a title for Prince’s Chancellery clerks, who spoke the Uyghur language and were responsible for all contacts with the Golden Horde. As a result of the fact that the Grand Princes of Moscow gradually consolidated political power, appanage princes were “driven out” from the foreign policy area. Baksheys took the role of high-status bond slaves for the past appanage princes. They also fulfilled confidential and special duties till the middle of XVI century. Herewith, they represented the upper stratum of servants and were expressly above the armed bond slaves. In the event of death of their master they gained freedom and could join other great feudal lords.\u0000At the end of XV century there appeared another category of “baksheys”. They were lead qualification specialists, who spoke several Oriental languages. They may also have had a good knowledge of oriental diplomatic intricacies. They were never delegated together with ambassages and served the Moscovian Prince. Their specific status was emphasized through significant financial gain sums as payments for the service. Baksheys’ annual wages were higher than those of most monarchic court members.\u0000Everything changed after the Time of Trouble events at the beginning of XVII century. The category of baksheys as Ambassadorial prikaz employees vanished. It is only as this time, when the conventional distinction between interpreters and translators in the foreign policy office is recorded. Lebedev","doi":"10.31857/s086919080014745-6","DOIUrl":"https://doi.org/10.31857/s086919080014745-6","url":null,"abstract":"The paper presents preliminary results and discusses future perspectives on archaeological research in the area to the north of the Great Amun temple at Jebel Barkal (Napata) in connection to the most recent excavations of elite Meroitic structure B 1700. The field season of 2020 at B 1700 continued to bring to light a new monumental foundation platform of the cellular type constructed for a building which function and meaning remain a subject for debate. The now available data suggest that B 1700 followed the classic Meroitic square plan with rooms arranged around a central columned space, utility chambers on the ground floor, and official areas on the upper floor(s). Paper discusses general features of the exposed plan of B 1700, the process of its construction, recorded archaeological matrix, and finds. Special mention is made of the brick masonry, earlier occupation phase, later activities at the site, and the great pottery dump which was extensively used in the fill of the foundation platform. The author argues that elite building B 1700 was probably constructed at the time of king Natakamani (1 century AD) – one of the most known Kushite rulers of the Classic Meroitic period – and did not continue functioning for more than, probably, one century. The study of B 1700 and its surrounding area has a considerable significance for reconstructing the history of the development of the temple and royal zone to the north of the temenos of the Great Amun temple at Jebel Barkal as well as provide new data on the actual nature of Napata as an economic and political center of Meroitic Kush.  ","PeriodicalId":159294,"journal":{"name":"Vostok. Novikova","doi":"10.31857/s086919080015709-6","DOIUrl":"https://doi.org/10.31857/s086919080015709-6","url":null,"abstract":"The present publication is a translation of Nishikawa Joken’s (1648 – 1724) treatise Nihon Suido Ko:(“Thoughts on Waters and Lands of Japan”), with commentaries and a preface. The treatise was composed approximately in 1700 and published in Kyoto in the beginning of the 18th century. Nishikawa based his work on traditional East-Asian system of knowledge as well as on the European geographical data. This eclectic combination produced an original work, which one can hardly attribute as a reproduction of Western science, neither as Japanese traditional thought. The aim of the author was to describe the position of Japan within the world and to explain why this position was unique and advantageous. Although attempts to reconsider Japan’s inferior to China position were not uncommon during the Tokugawa age, Nishikawa’s originality lies in his way of argumentation. He uses the rhetoric of geographic determinism. It is due to a specific location and consequently the advantageous interaction of elements and branches that Japan is the home for luminous deities. The good nature and the devotedness to the right rituals of the Japanese people are also the product of the beneficial geomantic characteristics. The other topics the author considers are the attempt to confound the bias that Japan is small in size, the underneath meaning and the etymology of different names of Japan, the general structure of the world. Nihon Suido Ko: is a valuable source on the early development of Japanese national self-identification as well as on the history of Japanese geographic thought.","PeriodicalId":159294,"journal":{"name":"Vostok. The President of Kazakhstan responded to her death with a telegram of condolences. Kazakh journalists called her a female batyr, whom Kazakhs should bow deeply to. Her own books and her perfectly adjusted, commented and supplied with notes and indexes publications of sources on the history of Kazakhs, appeared to become in a great demand at the time when the former Soviet Kazakhstan has been transforming itself into an independent state. What is most impressive, in none of her oeuvres did she deviate from the principle of verifying her conclusions with a critically tested empirical evidence.\u0000In the focus of her interest were also the history of Russians and Germans in Kazakhstan and the monuments of Buddhism dating back to the Dzungarian expansion in the Kazakh steppe. She became one of the initiators of a comprehensive study on the remnants of the Buddhist monastery Ablai-Hit and one of the authors for a corresponding collective monograph. Yet, the masterpiece of her scholarly career is two-volume edition of the letters of the Kazakh ruling elite in the period from year 1675 to year 1821. She came up with the very idea of a unique collection that absorbed 811 messages, of which four-fifths were never published; wrote biographies of the authors of the letters and several research articles for the supplement; prepared the introduction and comments; edited 1,800 pages, and, found generous sponsors and sophisticated publishers.","PeriodicalId":159294,"journal":{"name":"Vostok. It consists mainly of new arrivals (the so-called “Chimbay collection” at the place of origin of most of the manuscripts, from the city of Chimbay, formerly Shakhtemir, now in the Republic of Karakalpakstan). According to the information of the Institute's employees, Uzak Rakhmatullayev (born in 1920 in the territory of the modern Chimbay district of Karakalpakstan) collected more than 300 manuscripts and printed publications in Arabic, Persian and Turkic languages and subsequently transferred the collection to the Institute. We started its scientific description.  A preliminary list of manuscripts, lithographs, and old-printed books was compiled, and they were distributed by language, chronology and subject. Among these manuscripts are works on Muslim dogmatics, Korans, poetic works (poems by Ajiniyaz, Berdakh, Suleyman Bakyrghani, Ahmad Yasavi, various destans, etc.), treatises on the grammar of the Arabic language (“Tarkib al-Awamil”), historical works, samples of calligraphy on separate folios, etc., in Arabic, Persian and Turkic languages (Chagatai, Tatar, Karakalpak). Together, they represent the area of reading of a Muslim of that era (19-first half of the 20th century) and are one of the illustrations of the close literary and cultural ties between the Aral Sea region (then the Khanate of Khiva), the Volga region, and the Ottoman Empire (where a number of manuscripts were copied).","PeriodicalId":159294,"journal":{"name":"Vostok.
