{"title":"A Critical Review of Balanced Diplomacy as a Leadership of Administrative Leader","authors":"Jeong-Beom Woo","doi":"10.11648/J.IJSE.20190301.11","DOIUrl":"https://doi.org/10.11648/J.IJSE.20190301.11","url":null,"abstract":"This paper aims to propose a constructive direction for diplomatic policy through a critical review of the Moon Jae-in adminstration’s ‘balanced diplomacy’. In order to accomplish this, major leadership theory was used as the methodology to analyze the current government’s diplomatic power in the areas of the North Korean nuclear issue, ROK-U.S. ROK-China relations, and ASEAN diplomacy. The current government must consider the North Korean nuclear issue from two perspectives. North Korea, that possesses nuclear weapons, is not in a position to maintain a stable institutional relationship with South Korea. Moreover, the utmost priority of policy towards North Korea is the Korean people. There must not be any ‘cracks’ within Korean society regarding methods of dealing with the North Korean nuclear issue. Secondly, the ROK-U.S. relations must work towards institutionally securing a nuclear umbrella. This must be fulfilled by ensuring practical security through documenting an ‘automatic intervention’ clause in the ROK-U.S. Mutual Defense Agreement. Thirdly, South Korea can show its presence to China in the ROK-China relations only when it is in a strong alliance with the U.S. Fourthly, diplomatic expansion into Southeast Asia can actually be a cause for losing diplomatic balance in Northeast Asia due to it being an escape from the reality of U.S.-China relations. In conclusion, the Moon government’s diplomatic leadership can be categorized as a ‘Transformational leadership’ that acquires political support by casting a vision for government administration and creating motivation. Thermal Power Plants are the main electricity generating stations that are functioning based on the principle of thermal energy conversion into mechanical and finally into electrical energy. The noted conversion is accomplished by the condensation type of thermodynamic cycle that is called “Rankin” cycle. There are in use Co - generation heat and power plants too, which are functioning based on “Bryton” thermodynamic combined cycle. These plants are assigned for simultaneous generation and distribution of thermal and electrical energy. For this reason, they are more efficient. However, all mentioned cycles and conforming to them power plants serving for generation and distribution of large quantity of electricity from energy generating centralized stations to large number of consumers, which are located in significantly long distance from generating stations. The analysis of existing practice of use of mentioned types of electricity generating powerful centralized stations because of large losses of energy are not enough efficient and cost effective. For instance, the COP of electricity generating station, working by well-known Rankin cycle, makes only 30%, because about 70% of produced thermal energy should be lost to the surrounding environment for providing required conditions of electricity production. It is obvious that such big energy loses extremely pollute the environment, provoke global climate change and forces Governments adopting more forceful approaches to reduce carbon and other harmful gases rejections, increase efficiency of energy generation and improve environmental situation. For this reason, after having studied the potential possibilities of reduction of harmful gases rejections and increase of energy efficiency of electricity generation conventional mods the authors of this article became convinced in impossibility of assigned task and have decided to suggest novel and higher efficiency technology for electric energy generation. Rapid development has brought new changes to the automotive industry, and the increasingly serious traffic safety problem has accelerated the development of autonomous technology. Through investigation, it is found that autonomous cars are developing rapidly. The development of autonomous cars has greatly improved the efficiency and safety of transportation systems. For the entire automobile development industry, autonomous cars will undoubtedly become the first direction of automobile development. In this paper, the composition of unmanned vehicles is described by explaining the development status of unmanned vehicles at home and abroad. This paper also briefly analyzes the key technologies of autonomous vehicles: environment-aware technology, navigation and positioning technology, path planning technology, decision-making control technology, and further compares the current problems and development prospects of autonomous technology, and through the investigation of materials The study further prospects the development direction of unmanned vehicles. In order to use less test times to meet production requirements and solve the welding nugget problem of multilayered panel lap, the optimizing welding parameter for 3 layer of low carbon steel plate with thickness of 0.8 mm + 1.4 mm + 1.8 mm was found in this paper. Mentioned problems become even greater because of systematical rise in prices of fossil fuels. The solving of the problem gets harder because of absence of appropriate technology for accomplishing heat generation and its supply without consuming of fossil fuel. The mentioned disadvantages force to develop new generation of heat production and consumption technologies that operate without usage of fossil fuel and simultaneously accomplishes ventilation and domestic hot water supply of houses. For this reason, the authors of this study have decided to develop a new type of heating, ventilation and domestic hot water supplying integrated system, which does not consume at all fossil fuels. The integrated system realized on example of a residential house with 432 m3 of volume. The study proves energy high efficiency and cost effectiveness of suggested system, as it allows to save 2660 m3 of fossil fuel per season. Analyzing logical structure of paper-based dictionary thesauruses has given a chance to formalize its structure and creating rules for converting to e-version of dictionary-thesaurus syllables by using predicates language. In order to predict the travel time between bus stations accurately, a support vector machine (SVM) algorithm is proposed based on the measured travel time between bus stations. Through a large number of GPS data in different periods of time for a reasonable classification summary bin selected the appropriate kernel function to verify. The algorithm is verified by the actual operation data of No. 6 bus in Qingdao Economic and technological Development Zone. Build the 3D system simulation model of AGV and write the control algorithm through Flexsim. At the same time, call the SQL database data to complete the real-time simulation and analyze the running status in real time. Mainly studied the data communication interaction between the AGV wireless communication module and Flexsim, using the AGV of the college laboratory to conduct field tests. Various objective and subjective factors are analyzed which affect driver's visibility during their driving, the visibility evaluation system is built which impacts the virtual traffic legibility, and a virtual traffic scene is built with the use of software 3ds Max. The drivers are invited to do some driving simulation experiments, fill out questionnaires, and then with the help of spss16.0 software for the experimental data analysis, and do some visual changes based on the results of the questionnaire related. The experiment is repeated twice to get the best visual scene; and finally an legibility evaluation model is established based on the improved integrated transport scene. Some comprehensive evaluations are made about three sets of virtual traffic visibility scene which provides a reference basis for the future establishment of a virtual traffic scene. According to the validation on the experimental data of questionnaire and model, the analysis on influencing factors about the virtual traffic scene legibility is resulted: roads and marking, signage, landscaping, pedestrian and bicycle, maps and textures, scale, age, etc., all of which set a greater impact on legibility. The modified experiences on perspective, textures, lighting and shading effects, as well as related models' color, the legibility is improved significantly, but the effect of the interaction between the various factors cannot be ignored. Compared to the original value, the secondary questionnaire is more satisfied.
