Initially, a special role in their generation and ongoing improvement was played by the ability of domestic economic actors, including the state itself, to be able to create products with higher added value in order to achieve goals within the framework of the formulated strategies on the basis of their own resource base. The study revealed that over the years, practice has shown that a unique position in the system of international economic relations can be achieved by those countries that form their own competitive advantage through the use of foreign resource base, while maintaining domestic resource factors of production. Scientific and technical innovation is one of the most promising areas of cooperation between China and Russia in the modern era, it determines the future development of the two countries and affects the improvement of the living standards of the two peoples. Special attention is paid to the necessity for deepening this interaction, as well as to the significance and prospects for development of the Chinese-Russian scientific and technological innovative cooperation. The research and innovative path of China and Russia is supported by the governments and scientific and technical circles of the two countries. There has been active engagement between National Natural Science Foundation of China and the Russian Foundation for Basic Research in various fields. The author’s view on possible ways and directions of development in the scientific and technical cooperation between the two countries is presented in the text. China and Russia have defined the direction of future scientific and technological cooperation already applied it in practice. They have outlined a wide range of prospects for future collaboration. In order to strengthen the integrity, political and social stability, the state always strives to offer society the idea of its national purpose developing it at the scientific level and in everyday life, which determines the meaning of its existence. The latter can take the form of a national idea. The importance of understanding the national idea is emphasized in the text. Without it people will stay uninspired by the meaning of their existence, that lacks their own history, while living meaningless life and being unaware of their long-term goals for the future. National and territorial expansion supported by familiarization with the idea of common destiny can be found in the world history of many states. Russia and China are no exception. The main bearer of moral standards, in particular, goodness, good for all people, attended by the implementation of Community of common destiny model of mankind, will always be the human person with his unique character. The paper proceeds to the description of quite competitive global markets for educational services, where the service providers have found ways to retain each potential client through practicing individual approach, when it is necessary to attract and engage prospective students to the bachelor’s, master’s and postgraduate programs. We have revealed factors contributing to mobilization of Chinese citizens and their commitment to win. The causes and factors that have contributed to the weakening of the United States in the fight against the epidemic are identified. The outbreak is a powerful impetus for China and its leadership, which declared the epidemic a «holy nation-wide war.» The Chinese leadership has learned its lessons and is taking necessary measures to eradicate the weak links and deficiencies identified during the epidemic. China, as a responsible power, will cope with this and further strengthen the state government system and the unity of Chinese society. China promotes a system of joint international prevention and control and supports the effective role of international organizations. Evidence of all this can be seen in financial assistance and warm support that countries provide to China. All this demonstrates the interdependence of all countries and increases the need to create a «community of common destiny».\u0000Dr. Trump administration’s policy leads to a deeply dividing nation, and many Americans are frustrated with its domestic and foreign policies. Considering US actions in the fight against coronavirus, the author hopes that the country will collaborate with China and other nations to strengthen cooperation not only in the fight against the virus, but also in other areas. We show that the short-term minimum subsidies received by the terminal operator companies (TOCs) of the new railways depend on the market conditions in the existing port sector. Specifically, the subsidies are affected by the external shipping demand, the shipping freight rate, and the number of TOCs at the existing port. The level of subsidy and the shippers’ sensitivity to time and price play a significant role when determining the social benefit from the BRI. Furthermore, the region can further benefit from the construction or improvement of the railways when the rail TOC could compete with the existing port TOCs. The welfare gain arises from the improvement in service quality (decrease in delay costs), reduction in road transport costs, and decrease in shipping price resulting from competition. Although not an Arctic nation, China seeks to obtain the maximum benefit from the exploitation of potential natural resources and Arctic transport routes on the planet. To achieve these goals, China is trying to actively cooperate with the Russian Federation, which has the world's largest Arctic shelf and controls the Northern sea route (NSR), which is the shortest sea transport artery from Asia to Europe. An example of the collaboration between the two countries in the Arctic is the Yamal LNG liquefied gas project, the willingness of Chinese investors to invest in the construction of a new deep-water port in Arkhangelsk and the Belkomur railway. Nowadays, political metaphor has become one of the most lapidary, active and effective ways to express political outlooks and political influence. Complex political concepts, which are difficult to understand by everybody in the twinkling of an eye, can be easily understood after a cognitive bridge of the metaphor investigation, which helps people to see the light and understand this or that nation, the cultural inheritance, the ideology and the mode of thinking being formed at a certain historical stage of the country. In general, the article examines military metaphors, substantiates the generality of the metaphor and analyses its metaphoric unicity. Military metaphors are often used in political discourses of the both countries, which comes out as a result of comparing politics with wars. Miller.\u0000The relations of the two states in the designated period of time were quite complex and intense. Conditions for the development of normal political and economic ties, exchange of cultural and historical experience as such did not exist. The Chinese side traditionally considered its neighbors «uneducated barbarians» and did not seek to find good neighborly points of support. The Russian state did not have sufficient forces to fully integrate the eastern frontiers and implement active policies of integrating the south-eastern territories into its sphere of influence, still tried to expand into Transbaikalia, the Amur region and further on in the Far East. By founding new fortresses, barracks, and border posts in the 17th century Russia created the most important strategic base to move to the east, which China attempted to prevent in the strongest possible terms.\u0000This confrontation turned into a local-regional conflict with subsequent military confrontation and the emergence of a top-priority problem in the form of the Amur issue with mutual territorial claims. The head of the academic detachment GF Miller studied the nuances and tried to solve the regional problem theoretically. The researcher carefully examined a huge number of different sources and wrote a number of works. The conclusions he presented, however, were perceived by contemporaries ambiguously and in most cases did not find practical implementation. Nevertheless, G.F.
