{"title":"Chinese Mining Companies in Peru: Is There a Single Cause of Problems?","authors":"N. The activity of Chinese investors in the mining industry on a global scale has increased significantly during the last years. Moreover, the activity of Chinese mining investors in the developing countries has some special characteristics such as large-scale projects and protests of local communities during their implementation. This article discusses the activities of Chinese mining companies in Peru, in which both of these conditions were present. The author analyzes the activities of “Shougang”, “Chinalco” and “MMG Ltd” in Peru. The hypothesis is as follows. If there is a special Chinese way of investing, the problems of listed investors (which lead to conflict with local communities) should have a single reason that is unique for all Chinese enterprises. In these conditions, investors should keep the distance between themselves and Peruvian authorities and the local citizens. As a result of the study, the conclusion is made that such reason cannot be identified at this stage. The causes of problems for each of the considered enterprises are unique, but not common for all of them. The origins of these problems are the economic situation, the bureaucratic problems of the Peruvian authorities, as well as the general trends in the relations between transnational mining companies and the Peruvians. At the same time, Chinese companies try to take into account the experience of their predecessors. The state of the environment, as never before, becomes decisive at the most important stage of implementation of the macroeconomic policy of the state - determination of its strategic development goals. The period of industrialization has left a legacy of air pollution, land degradation, desertification and deforestation on the planet, both for knowledge-intensive, post-industrialized developed countries and for developing ones that continue to rely on raw materials. Ignoring them could block any alternatives of further economic development of national economies and increase their human capital. \u0000China is a striking example of a country, whose leaders at the end of the last century began to pay serious attention to environmental issues, first of all, to combating desertification and the subsequent implementation of forestation programs in the country. Thanks to its sound environmental policy, China has succeeded in increasing the proportion of its forest cover from 8,6 % in 1949 to 23,04 % by 2020.\u0000The purpose of the article is to provide a retrospective analysis of the complex activities in various provinces and regions of China aimed at transforming the country into a green space. The region has everything to attract Chinese investments: geographic proximity, accumulated experience of cooperation, differences in economic development and factors of complementarity. All these facts have an impact on the economic ties of the Russian Far East and the PRC. In theory, the Far East should become the main beneficiary of the strategic partnership between Moscow and Beijing. Currently, the four southern regions of the Russian Far East demonstrate different models of China’s economic activity, depending on the historical background and the level of economic development.\u0000The bulk of Chinese investment in the Russian economy comes from intergovernmental cooperation, especially in the energy sector and large infrastructure projects, while there are few private investors from China. Therefore, Chinese investors face the problem of transforming their activities and looking for new business opportunities.\u0000This paper systematizes the main projects of Russian-Chinese investment cooperation carried out through intergovernmental agreements, as well as investigates the dynamics of direct investment from China. Despite the positive trend, it was revealed that the total amount of accumulated investments is decreasing with debt instruments being the main share of it. In the northern regions of the Far East, the activity of Chinese investors is practically excluded. The authors present the typology of this toolkit and its opportunities in modeling the country’s media image addressed to the sociocode of a national culture.\u0000The relevance of the study is due to the significant role of modern media in shaping the image of a specific territory in mass consciousness, which directly determines the character of economic, political and social relations in society.\u0000The purpose of the article is to identify and characterize possible cognitive-linguistic mechanisms for modeling a productive media image of a country based on mental representations of society, originating in culture and guaranteeing the effective use of the corresponding constructs of mental operations, value preferences and behavior patterns of information flows consumer.\u0000Based on linguo-culturological analysis, conditions and frames of modeling, the image of Russia is considered in the content of the Chinese mass media. The empirical base of the study was made up of more than 200 texts of the Chinese media of various formats. The media discourse represents both common nuclear concepts and archetypes of the national view of the world in Russia and China (collectivism, patriotism, home, family, power, nature), and the ambiguous stereotypes of Chinese citizens about Russians and Russia that have been developed over the time. The reader’s attention is focused on the ratio of positive and negative aspects of the impact of labor migrants from China on the development of capitalist production in the region and the labor market formation. Implementing the “Go Out” policy the Chinese government achieves the complex objectives of development of the national socio-economic system that is especially important in the process of its current transformation. As a major player in the capital market, China enters into complex relationships with global capital market megatrends, being influenced by them on the one hand and taking part in their formation on the other. This paper reveals the main long-term global trends in the movement of foreign direct investment such as stagnation of global investment, deglobalization and regionalization of world capital markets, restructuring of international production and global value chains and also increased investment in sustainable development goals. The study assesses the extent to which local trends of outward direct investment in the PRC are influenced by these global processes. The paper also analyzes the response of the PRC government to modern challenges provoked by the global pandemic and concludes that OFDI trends in modern conditions are sustainable.
