The sequence of transition from one direction to another characterizing the life cycle of technological development is considered. A graphical model of such a cycle, including six stages, is presented. It is determined that the change of each stage of development of the value of one of the three indicators (material efficiency, capital productivity or coefficient of technological level of production) begins to change in the opposite direction. A practical method of calculating the time moment showing the completion of each individual stage is developed. It is shown how the transition from one stage to another affects the change in the cost of production of enterprises. The optimal time of change of production technology or its improvement is determined. On the characteristics of the flow significantly affects the behavior of drivers. Dangerous behavior while driving is a complicated psychological phenomenon from the point of identification and requires the development of a mechanism of its detection, as it was limited by Russian law in 2016. Modern information and communication technologies allow us to collect data of a vehicle motion in traffic based on a client-server system of GPS tracks. A method of processing of the GPS track is presented to separate it into sections with uniform traffic conditions. It is shown that in Russia, in contrast to developed foreign countries, direct public financing is not enough, and the existing system of tax benefits does not have a significant impact on the activation of innovation. The system of public-private partnership proposed by a number of scientists does not imply the use of new sources of financing for innovation. To enhance the innovative activity of industrial enterprises, it is proposed to use the mechanism of \"quasi-self-financing\", the basis of which is the effect of innovative tax leverage. Part of the tax increase can be accumulated in special innovation funds to finance the innovation of other innovation-active enterprises. This requires the systematization of information on the mechanism of management of innovative sphere, as a strategic factor for the achievement of identified problems. Forecasting of innovation and investment activity and attractiveness of production and non-production sectors of the region should be based solely on the results of scientifically based diagnosis, analysis, evaluation of its competitive profile in all sectors of the regional economy.
