We divide the executive incentive into explicit compensation and implicit incentive. Data from publicly listed companies in China during 2008-2013 shows that tunneling leads to decline in executive pay-performance sensitivity. In addition, tunneling also leads to significant increases in position-related consumption. On the basis of analyzing the existing studies on innovation in impetus mechanism, new factors influencing sustainable innovation in manufacturing enterprises under globalization are concluded as internal and external ones. The internal motivating factors include the entrepreneur's sustainable innovation spirit, sustainable development goals of the enterprise, the entrepreneur and staff's sustainable innovation driven by interests, the sustainable innovation ability of the enterprises, the sustainable innovation culture of the enterprises, and the institutional structure of the enterprises; while the external ones include the development of science and technology, the market requirements and competition, the government policy, and the social, economic, cultural and ecological environment. These problems include false budget, fiddling on expenditure, and hard to monitor and control. Based on these analyses, the paper also provides corresponding strategy. The analysis in the paper shows that the problems in the budget management of university research funds are from asymmetric information and inconsistent interests between the principals and agents under the principal-agent relationships; and also from the opportunism of project manager in the conditions of limited rationality in the competent authorities and management department. Therefore, aiming at the above three causes, the paper provides the methods to control the opportunism during the management on the budget of research funds in universities.
