However, nearly all empirical study stands on the impact of individual network attribute on innovative performance. We propose a different, holistic framework, which posits that innovation performance doesn't depend on individual network attribute, but on specific configurations of such attributes. This study conducts a qualitative comparative analysis of innovation network attributes based on the data from 156 small medium enterprises (SMEs)in Beijing Hi-Tech Industrial Development Area, China. Result indicates that individual network attributes have complex trade-off effects and that 4 specific combinations of attributes act as sufficient conditions for innovative performance. Leveraging effective load distribution and traffic scheduling algorithm to reasonably allocate the request data between every processing nods to achieve optimal processing capacity of the system is one of the effective ways to improve the utilization of network resources. The unique self-directed learning and reconfiguration capabilities of cognitive network [1] enable the load balancing to become more effective. Based on research of the existing traffic scheduling algorithm, this paper improves the weighted least connections scheduling algorithm, and designs the Adaptive Scheduling Algorithm Based on Minimum Traffic (ASAMT). ASAMT conducts the real-time minimum load scheduling to the node service requests and configures the available idle resources in advance to ensure the service QoS requirements. Being adopted for simulation of the traffic scheduling algorithm, OPNET is applied to the cloud computing architecture. In order to solve the key problem, this paper analyzes the management cost, puts forward the methods of station express opportunity cost and the Originating station should make accelerated depreciation to fixed capital. The keynote of this paper is the research of embryonic stage in the internet public opinion. Firstly, this paper divides the psychological type of netizens in embryonic stage into three categories and eight kinds of specific psychology. Then this paper explains the internet public opinion's development trend of Malaysia Airlines loss of communication event in its embryonic stage from a psychological point of view. Here, in the case with constraint of carbon cap and both firms and consumers have low carbon preference, we study the firm production decision problems in a supply chain consists of three firms The latest-firm-dominant situation is discussed by using Stackelberg game and we obtain the optimal output and emission reductions by the converse solution method. It shows that the optimal reduction decision of a firm is to make its marginal emission reduction cost slightly larger than purchase the corresponding emission rights from the carbon transaction market. The emission reduction of one side in a supply chain will motivate the others in the supply chain. With the enhancement of consumer low-carbon preference, the sales price will rise and lead to profits rise of the whole supply chain, but not all firms are profits benefit. The developmental level of Chinese rural services relating 30 provinces has been evaluated based on principal component analysis method (PCA). The results of evaluation research indicated that the developmental level of rural services among these 30 provinces exhibited obvious and tremendous differences, especially regional differences. The eastern region ranked foremost, followed the middle region, the northeast region and the western region respectively, which is generally correspond to the horizontal gradient pattern of these four economical regions.
