During a preliminary study, it was found that defects and losses occurred within several of the company's production processes. The aim of this research study was to analyze, classify and identify the losses incurred in terms of costs during the case study company's production process, using the Material Flow Cost Accounting Technique (MFCA). Based on the analysis of materials flows and energy usage, MFCA can help a company improve both its financial and environmental performance. MFCA focuses on both the product costs and the materials loss costs. The ultimate purpose of this research was to identify opportunities for reducing materials usage and losses, improve the efficiency of materials and energy usage, and reduce adverse environmental impacts. In the regulation of Mandatory Carbon Emissions Capacity, cap-and-trade and Carbon Emission Tax, this paper discusses the production-pricing decision and Nash equilibrium of enterprises that are not well-matched in strength in the dynamic game of perfect information, which prove two enterprises, under different policies, can come up with the optimum strategies and get corresponding expected profits, And Obtain the relations for Dynamic competitive strategies between market leader and followers, comparing the decisions under different Low-carbon Emission policies to analyze the environmental benefit and economical benefit. The results of this study manifests: Low-carbon Emission policy affects all the optimum strategies and expected profits of duopoly enterprises. Results show that GDP, per capita GDP and the development of higher education level have single threshold. R&D spending has double threshold as well as R&D density. Human capital stock exists triple threshold. Absorptive capacity over a certain threshold, the effect of OFDI technology innovation will be improved significantly in some parts of China. A small number of eastern coastal areas can effectively absorb the OFDI technological innovation effect. Therefore, conducting a research in the approval process of the major infrastructure is quite necessary. This paper is aimed at finding the shortages in the approval process of the major infrastructure in China. Comparative case studies of Australia and China were adopted in this research and documentary analysis was employed as the supplementary to facilitate the analysis. Recommendations are provided for achieving greater uniformity and efficiency in approval process for major infrastructure.
