Issues related to the updating of curricula and educational programmes, teacher training and professional development, an earlier start of compulsory education and other important issues related to education are being addressed. Particular attention is being paid to the improvement of the administrative sector of education – the submission and criteria of terms of office and performance evaluation reports of the heads of educational institutions (except for higher education institutions), the formation of the Reserve of School Heads. The most important provisions of the educational documents that have an impact on the assessment of the situation in the general education school sector have also been newly adopted and the lack of heads of educational institutions has become apparent. Although the Reserve of School Heads established by the government should provisionally eliminate this problem, there have been no significant changes in recent years. A questionnaire survey of the heads of educational institutions was conducted. The study involved 11 heads of educational institutions from Vilnius, Šiauliai, Panevėžys counties, who work in general education schools and pre-school education institutions and have different managerial experience in terms of duration. The qualitative content analysis of the data suggests that some of the heads of educational institutions who participated in the study are not satisfied with their salaries, high responsibilities, work for an idea, frequent transformations in education policy. Successful parental pedagogical education is one of the main educational conditions for achieving higher quality pre-school education. The aim of the research is to analyse the possibilities for improving the situation of parental pedagogical education in pre - school education institutions. The qualitative research was carried out. The applied research methods include the analysis of scientific, pedagogical, psychological literature, documents, meta-analysis (to reveal the theoretical context), semi-structured oral interview (to collect empirical research data) and content analysis (to analyse empirical data). The results of the empirical research revealed that traditional forms of individual communication are the most recognized and the most widely used by pre-school teachers as the forms of improving the situation of pedagogical parental education. The emphasis is placed on virtual communication with parents, providing information, and providing feedback through virtual means. The following possibilities for improving the situation of parental pedagogical education are highlighted: the involvement of parents in practical activities in the institution, appropriate invitation used by the teacher, demonstration of attention to parents by expressing gratitude for participation, clarification of expectations through surveys. Teachers’ personal qualities and pedagogical skills are especially important. The conditions that improve the situation of parental pedagogical education have been singled out: the development of positive relations with parents on the initiative of the institution, the search for more innovative forms of parental pedagogical education. The project “Optimization of the Network of Higher Education Institutions and Improvement of the Quality of Studies by Connecting Šiauliai University to Vilnius University” has been prepared and launched. The project activities aim to help lecturers acquire new pedagogical, subject, methodological, psychological knowledge, abilities and skills that are necessary for the qualitative training of future pedagogues. One of the opportunities is internship in Lithuanian and foreign education institutions. Internships for high school lecturers are essential for the development of qualification, competencies and personal development, especially for those who do not have real pedagogical practice in education institutions. Actual school situations, practical examples and various problem cases enrich the content of the subject much more than theoretical preparation alone. The internship is beneficial not only for the lecturer participating in it as an opportunity to improve qualification, to expand competencies, but also for the hosting school – the lecturer has a direct opportunity to share the results of their researches and research-based insights on certain aspects of the educational process, cooperation with parents, to give recommendations on the improvement of the educational process, the inclusion of parents in school activities. The European Chemistry Thematic Network (ECTN), the European University Association (EUA) and the European Commission are committed to sustainable improvement of the quality of university chemistry education to cope with these challenges. In this position paper, we advocate the creation of the Eurolecturer Academy (ELA), an innovative, European state of the art higher education learning platform serving academics in their continuous professional development of teaching competences and thereby supporting academics to educate students to be successful in the changing world. Within this newly established educational entity, there will be two levels of membership, Associated membership and Full membership. The ELA will not only facilitate continuous professional development of university teaching staff but will at the same time create a structure to support recognition of teaching competences of lecturers within the European dimension in teaching and learning. The certification will profit from the new 5th European Qualification Framework for micro-credentials, providing a much needed “academic currency” for the purpose of recognition of academic credentials. The ELA micro-credentials will be issued by certifying the learning outcomes of short-term learning experiences in the field of teaching and learning in higher education. The peculiarities of the development of a child aged 7-11, the significance of independence and relationship with parents in the learning process are reviewed, and the impact of parents' involvement in distance and contact learning on children is discussed. Five primary school teachers-experts participated in the study. Teachers define experiential learning as the application of knowledge in practice, thus creating stronger links between knowledge and skills. Experiential education is especially recommended by primary school teachers in grades 3-4, and particularly for teaching the world cognition, as students already have sufficient experience working in pairs and groups, are able to work collaboratively, and world cognition offers very diverse and interesting, complex contexts for activities. Teachers notice that preparing for experiential learning activities, it is very important for the teacher himself to have a good knowledge of the topic discussed, to have analysed the curriculum, textbooks, in order to open as many activities as possible. This is actualized both by the research conducted by researchers and by the Lithuanian strategic educational documents, which emphasize that anyone who ignites their ideas, is committed to change and leads others can be a leader in the organization.\u0000As a result, leadership is no longer confined to school managers. The expression of leadership becomes no less important for every participant in the educational process: teachers, parents, children and other members of the school community.\u0000Today, the school that prepares its students for the future and the entire education system can no longer function according to traditional organizational governance models that recognize one-person management and leadership. Transforming the education system to meet the demands of an ever-changing society on its future members requires not only political will but also education leaders committed to change.\u0000Promoting the leadership of pre-school teachers should be one of the strategic goals of the institution and the pursuit of educational goals and change at both the institutional and national levels. School communities are facing learning difficulties under the rapidly evolving global conditions. Considering the tendencies in changing learning processes, it is essential to reflect upon and provide a basis for the contours of the modelling of a virtual learning environment. While in search of new learning conceptualization strategies, it is very important to properly understand the inclusive and activating context of open learning space, as well as to properly assess the content elements and anticipate the possible features of expression. The process of modelling of the virtual learning environment is analysed through reflexive approaches. The contemporary school is now moving onto the logic of organizing learning services, revealing new trends of expression: skills, information, knowledge, networking relations between learners and the creation of learning values. Virtual learning environment is positioned as an inevitable vision. This vision aims for the learner to be in the centre of learning, while learning itself would be understood as a social process, where learners create a confidence-based culture, design a course of personalized learning for themselves, apply different methods and styles of learning in regard to the objective of the learning object. Therefore, in modern society, the pursuit of knowledge should become a priority and a way of life for every young person. These reasons encourage the analysis and evaluation of the factors that determine the quality of education, because the context of today's Lithuanian and European dimensions of education determines the necessity of ensuring the importance of the quality of education from an early age. This situation presupposes a problematic question of the research: what factors determine the quality of primary education. That the analysis requires quality assurance issues at the primary level of education becomes clear from the analysis of scientific, methodological literature and educational documents, as issues of quality of education at this level are insufficiently researched and emphasized. More attention is paid to the analysis of quality education in the pre-school sector and basic school. On the other hand, it is a very important and timely issue, because primary education is the first stage of formal education, which has important goals and objectives related to the child's educational opportunities, challenges and further development perspectives. In order to collect the research data, a questionnaire survey was conducted, in which 110 primary education teachers working in the country's educational institutions participated. A questionnaire was prepared, in which the essential information blocks related to the quality of education of primary school students were singled out: planning and organization of the educational process, creation of the educational environment, the teacher's personality and his professionalism. During the research, the factors that determine the quality of education of primary school students were analyzed theoretically and empirically.
