The problem of talent is now becoming more and more relevant. This is primarily due to the need of society to develop creative personalities. The uncertainty of the modern environment requires not only a high level of human activity, but also his skills and ability to behave in a non-standard way. It is obvious that the early identification, teaching and education of gifted students is one of the key challenges in improving the education system. However, insufficient psychological teachers’ preparation/readiness to work with children, who behave and think in a non-standard way, leads to inadequate assessment of their personal characteristics and all activities. \u0000In January-March 2021, a qualitative study was conducted, in which 10 teachers of general education schools participated. Data obtained through semi-structured interviews were analysed using the content analysis method. \u0000It has been found that the majority of teachers are able to describe gifted students, trust their competence to identify them. It has been revealed that certain differences exist between the schools analysed. Some schools systematically and qualitatively educate the gifted, while others lack common agreements on the education of the gifted, there is no system, support for teachers and students. Due to the different conditions, not all gifted students receive appropriate support, and the ongoing programmes accept a limited number of students, which creates a problem of access to the quality education of the gifted. Such situation may have arisen due to the lack of a clear state strategy for the education of gifted students, and educational guidelines for schools and teachers. It is obvious that in order to improve the quality of gifted students’ education, it is necessary to update educational documents, that regulate gifted students’ education and create a unified Lithuanian students’ education system based on positive examples of schools and many years of experience. \u0000Keywords: education system, gifted students, semi-structured interviews, qualitative research

More than 60 scientists from 18 countries participated in the symposium. Comparing with the symposium which took place in 2019, the geographical distribution of the participants is wide and diverse. Ukrainian, Serbian, Moldavian, Malaysian, Latvian, Slovak etc. researchers participated in the symposium. Another important feature of the symposium is that it was held remotely/online due to the ongoing Covid-19 pandemic.\u0000One of this international symposium ideas is – to show that Baltic region countries also actively participate in natural science and technology education research, especially in STEAM context. The second idea is that Baltic countries as well as other small regions of the world need corresponding close communication and cooperation. During this symposium, these two essential ideas were developed and supported. \u0000The symposium was organised by scientific methodological centre “Scientia Educologica”, the associated member of Lithuanian Scientific Society. The scholarly literature distinguishes four principles of neurodidactics: linking of new information with the already possessed one; revision; positive emotions; information assimilation employing several senses is important for development of school learners’ linguistic abilities. Taking into account significantly lower learning outcomes of Lithuanian as the state language, which were observed among national minority learners, and responding to the unified primary education curriculum of Lithuanian language for schools with Lithuanian as the language of instruction and for national minority schools, which entered into force in 2016, attempts are made to search for well-targeted and neuroscience-based ways of language education. Therefore, the goal of the research is to theoretically substantiate and empirically investigate the development of primary learners’ linguistic abilities applying neurodidactic principles. The phenomenographic research strategy was used to attain the research goal employing the semi-structured interview with Lithuanian teachers from national minority schools. The empirical data was analysed applying the content analysis. \u0000 The obtained results allow stating that during the lessons only two senses (i.e., sight and hearing) are mainly considered aiming at development of linguistic abilities. While revising the material learnt in the classroom, all the linguistic abilities are developed but revising this material at home the focus is laid only on one of the abilities. The school context influences the heads’ working day and their time distribution; therefore, it is relevant to conduct research to evaluate the contextual factors determining the opportunities and limitations of heads’ working time planning. The aim of the research is to investigate the distribution of working time of pre-school institutions’ heads for performance of different functions and to reveal the opportunities and limitations of working time planning. The study was conducted in 2018-2019. During the first stage of the study, one head of the pre-school institution from each of three European countries (Lithuania, France, Italy) was surveyed. The results of the survey have shown certain similarities in heads’ activities due to the specificity of the head’s work, starting with the formation of strategic aims, parents’ and social partners’ involvement in the institution’s activities and finishing with the assessment of the quality of the institution’s activity. Given that heads of different countries work in quite different contexts and under different working conditions, it is not appropriate to draw summarising conclusions, but the obtained data can be used in developing the methodology of analogous research. During the second stage, the topics of planning the working time of the heads of pre-school educational institutions were analysed. The heads of Siauliai pre-school educational institutions, involved in the study, have revealed that they spend most of their time working with the documents of the institution, solving personnel and financial issues. In other words, the activity prevailing in the work of the heads of Lithuanian pre-school institutions is administrative-bureaucratic processes, while the heads themselves are inclined to use part of that time for supervision and improvement of the educational process and for their own professional development. Although one of the head’s functions is proper and timely planning of activities, and thus, of their own working time, in practice obstacles to time planning, related to management of human and material resources and multi-tasking, when several activities differing in content and scope are performed simultaneously, are encountered. The research also theorized that policy, ethics, and quality are triad entities of an ideal educational institution. Hence, the relations between policy, ethics, and quality of graduate teachers were ascertained. The mixed-method design (qualitative and quantitative approaches) was employed. Participants were 606 lecturers of colleges of education and universities in Nigeria. For data collection, questionnaire and focus group discussions were employed. The questionnaire was validated by three experts, while its reliability (α = .889) was determined using Cronbach’s alpha method. Quantitative data were analysed with mean, standard deviation, and bivariate correlation. To analyse the qualitative data, thematic analysis was employed. Results revealed that teacher education policy and ethical practices in Nigeria were unsatisfactory, as perceived by the lecturers. The foreseeable consequences of the totalitarian imposition of scientometric approaches leading to segregation in the scientific field and, as a consequence, its destruction, as happened with the science of the USSR, are given. Scientometry or bibliometry, which has recently been regarded as the apex achievement of the human mind, is represented as cytatometry or, more accurately, surname (special metometry). It is substantiated why such an approach has the opposite effect: a quantitative indicator obscures the absence of what is the essence of science. The question is, to what extent is the review of literary sources of scientific importance beyond performing the ethical ritual of honoring predecessors? What will change the scientific results if the respect for glorious ancestors is otherwise exercised? The article describes the definition of science as a sphere of human activity in a broader sense than it tries to impart to policy science (science as a force in new weapons), publishers (science as a factor of influence), or entrepreneurs (science as a new income). Science is presented as the embodiment of the cognitive needs and capabilities of all mankind, which is always an individual acquisition of the individual, including in the case of combining individual efforts in any of the groups of people united for a common purpose. The part of the population involved in the predominantly knowledge-intensive mode of production and maintenance of human viability will naturally grow. Within the bounds of lawlessness outlined in the title of the article, attention is drawn to the question of who is crossing the boundary between the known and the unknown. The overcoming person makes this sense of their own activity, which is commonly called scientific. But overcoming this boundary does not necessarily translate into the propaganda of what has come to light - the design of text that has been defined as scientific. Therefore, the review of the absurdities seen and recorded by Jonathan Swift in the 18th century is proposed to continue counting the names of 21st-century scholars called scientometry or bibliometry, which has nothing to do with evaluating science as a process and the consequence of bridging the line between knowledge and ignorance. Large-scale attempts to reduce all scientific knowledge to numbers gave rise to the conclusion in the article that mathematical calculations as a way of assessing science can be very accurate in detail, but wrong in general. It is argued that the assessment of science is the same science that can exist only in the form of research. The assessment of the value of science results to society belongs to all members of society, not just to members of a limited circle of scientists who, for the most part, happen to be the evaluators.
