According to the authors, there are the following scientific methods-approaches: historical, logical, qualitative, quantitative, natural, model, systemic, conceptual, individual and collective work, complex, program-target, sequential and parallel work; methods-techniques: analysis and synthesis, comparison and analogy, generalization, abstraction, induction and deduction, intuition, prediction of modeling of combat options, forecasting of options, planning, research of combat, briefing, assessment of the situation on the elements of design service and combat operations of the guard and its elements, deception of the enemy, concealment of the plan of service and combat operations of the guard, operational and tactical analysis, qualitative and quantitative justification and military experiment. When formalizing the methods of work of the commander and staff of the military unit of the National Guard of Ukraine, it is advisable to distinguish the following forms: depiction of methods of work in the state space (work schedule); depiction of methods of work by reducing tasks to subtasks (algorithm or program of logical-analytical activity); comprehensive depiction of methods of work (network schedule or mathematical network model to support decision-making or design of combat operations of the guard); depiction of methods of work of combat operations of the commander and staff in the form of theorems, artificial intelligence. New methods of work of combat operations of the guard (first of all, operational level) in the operations of the security and defense sector of the state, can be put into practice after their scientific and theoretical justification. Such a substantiation is currently the subject of a separate research work with the participation of the authors of this article. In the future, these methods may form the basis of a system of basic methods of work of the commander and staff of the military unit during the preparation and conduct of combat operations of the National Guard of Ukraine. In the conditions of various types of armed provocations by Russia on the state border, attempts to penetrate the Ukrainian territory by subversive and intelligence groups, border units, state border guard units, and border infrastructure also become the object of such provocations. Therefore, the task of developing recommendations to the head of the border unit regarding the organization of his actions in the conditions of the cessation of armed provocation on the state border is relevant and contains the practical significance of the topic chosen for study. On the basis of the analysis of scientific literature, normative legal acts, and the experience of performing official and combat tasks by border units, develop recommendations to the head of the border unit regarding the organization of his actions in the conditions of the cessation of armed provocation on the state border. Scientific analysis of the research problem; generalization and systematization of theoretical information and practical actions of border units regarding the cessation of armed provocations; comparison, classification, induction and deduction. It has been established that the content of the work of the head of the border unit in countering armed provocations will depend on: the nature of the enemyꞌs actions, the characteristics of the border unit, the availability of forces and means, and other factors. It includes: determining the measures that must be taken immediately to prepare the unit for action as soon as possible; assessment of the situation; decision-making; definition of tasks for the elements of the order of battle; organization of interaction, comprehensive support and management. Each item of the content of the work of the head of the border division is disclosed. Also, based on the experience of tactical role-playing games, a version of the combat order of the head of the border unit was proposed and its content was revealed. A feature of the developed recommendations to the head of the border unit regarding the organization of his actions in the conditions of stopping armed provocation at the state border is their practical focus. They are intended for the heads of the lowest levels of state border protection, who are direct executors of the tasks of the border department for the protection and protection of the state border. Based on the analysis of crisis situations on the state border, the purpose and objects of armed provocations, as well as the tactics of the enemyꞌs actions during their implementation, are summarized. The content of the work of the head of the border unit regarding the organization of his actions in the conditions of the cessation of armed provocation on the state border has been specified and revealed. Bondarenko","doi":"10.33405/2078-7480/2023/2/85/282531","DOIUrl":"https://doi.org/10.33405/2078-7480/2023/2/85/282531","url":null,"abstract":"The most important reserve for increasing the effectiveness of the military management activities of the commander and headquarters of the unit in the preparation of combined arms combat is to provide the command and control body with more complete, reliable and operational information about the situation and conditions of hostilities and, on this basis, conduct high-quality and quick analysis to form a plan of action, get ahead of the enemy and achieving surprise. A promising way to improve the process of military decision-making by command and control units is the introduction of a decision support system. The decision support system is the central component of the automated command and control system that adequately reflects the real conditions, means of armed struggle and takes into account the laws of their functioning and mutual relations between them. The article deals with the issues of creating and introducing into the educational process an automated training command post for command and control of troops and subunits. On the basis of the simulation class of the academy, a project of an automated TCP control unit (subdivision) was developed, which makes it possible to automatically reproduce the process of making a military decision by G/S-structural units of the headquarters of a military formation according to NATO standards in an automated mode using a PC-based workstation. It is proposed to build a local network using a mixed type topology: \"ring\" and \"passive star\". Such a network structure simplifies the procedure for increasing the number of workstations and facilitates the maintenance and operation of the TCP. The composition of the tactical control unit includes a server, workstations of officers of the structural divisions of the headquarters, multi-channel communication consoles and an interactive whiteboard. The minimum requirements for the proposed network architecture are substantiated. It is shown that a geographic information system is a necessary component of the automated workplace, which implements a full set of functions for working with geodata necessary for a military command and control body. This was done on the basis of the Arc View GIS software package version 3.3. The list of capabilities of the proposed hardware-software complex of the TCP allows us to assert that this complex meets the requirements of at least a class C2 automated control system. It has been determined that the issue of replenishment of full-time units of the National Guard of Ukraine with officers is currently a pressing issue. New challenges naturally lead to a rational solution. It was noted that a key stage in the process of modernization and renewal of the National Guard of Ukraine is the formation of a modern system of military education on the basis of the National Academy of the National Guard of Ukraine. The purpose of the article is to find modern approaches to the innovative development of non-formal education at the National Academy of the National Guard of Ukraine based on a study of the state of military education reform in Ukraine based on the experience of NATO member countries. It has been proven that well-founded changes in the military education system will allow to control and adjust the training process at the tactical and operational levels, taking into account the experience of performing combat (special) tasks by the National Guard of Ukraine during the repulsion of armed aggression. In addition, the implementation of an optimal combination of formal and informal education systems will ensure the necessary balance of timeliness of training and optimality of time for it, will contribute to the unification in the global network of NATO training and the achievement of significantly higher indicators of professional training of officers compared to the past. It is proposed to start new structural divisions in the National Academy of the National Guard of Ukraine, which will meet high standards in the field of quality assurance of higher education, as well as the requirements of European and Euro-Atlantic integration of education of the security and defense sector of Ukraine. Such is the Center for retraining and professional development, which will include the department of professional training, the department of language training, the division (subdivision) of instructors, the cyclical commission for training drivers, as well as the management of the course of acquirers. In addition, it is appropriate to create a simulation modeling center consisting of two scientific research departments and a technical support department, which is designed to support all training, training and scientific activities using modern simulation modeling systems. Under such circumstances, the values of servicemen emphasized the function of determining the role of servicemen in society, which contributed to the transition to the level of semantic regulation of the professional activity of servicemen. Translating military values into meaning opens the way to extremely large resources to maintain the professional activity of servicemen. The study showed that the values of the National Guard of Ukraine are an extremely important element in the formation of both individual style of professional activity and group interaction, which, being focused on achieving socially important results, can overcome individual shortcomings, both at the level of individual functioning and at the level of group functioning (based on openness). It is determined that the values ensure the cohesion of the military team and the reliability of its functioning as a whole and its key actors (military leaders), given the specifics of their role in the team (activation, enforcement of orders for sergeants and non-commissioned officers; military staff for officers; responsibility for the consequences of military decisions for senior officers). The unity of values ensures the formation of trust between subordinates and military leaders.
