It discusses the activities of the NATO Centres of Excellence, substantiates the concepts, essence, and content of stabilization actions by the security forces of Ukraine. The NATO Advanced Civil-Military Interaction Training Center for Enhancing Qualifications in Law Enforcement Stabilization Actions serves as an international coordination and knowledge hub for the community of interests in the field of stabilization actions with law enforcement characteristics. Currently, the organization consists of the following structures specialized in the described activities: Carabinieri Corps of Italy, Czech Military Police, French Gendarmerie, Greek Army, Polish Military Gendarmerie, Romanian Gendarmerie, Spanish Civil Guard, Royal Netherlands Marechaussee, and Turkish Gendarmerie. The center examines the concept of stabilization actions with law enforcement characteristics applied by NATO member countries in unstable regions (states) in all types of conflicts, ranging from peacetime to high-intensity conflicts. The spectrum of conflicts encompasses four main types of campaigns in which stabilization actions are conducted. Typically, these actions occur both during the initial stages and throughout armed conflicts (combat operations), as well as after their conclusion. The article introduces the definition of law enforcement stabilization actions, which has not been previously reflected in the normative-legal framework of the security sector components of Ukraine. The phenomenon of \"hybrid warfare\" is considered as a scientific problem, and the development of the theory of hybrid warfare and military-theoretical approaches to its essence are discussed. The necessity to enhance Ukraine's national security system was substantiated, taking into account the specificities of the State Border Guard Service of Ukraine. Various approaches to defining hybrid warfare were examined, elucidating the essence and common features of hybrid warfare, while analyzing the problematic issues of protecting national interests at the state border. The unfounded nature of the implementation of \"hybrid aggression\" by the Russian Federation against Ukraine is emphasized, and an analysis of the characteristics of \"hybrid warfare\" is provided. It is concluded that \"hybrid warfare\" is a new instrument of aggression by neo-imperial totalitarian states aimed at sovereign states that oppose Russian hegemony in the post-Soviet territories. The necessity of improving the system for ensuring the national security of Ukraine, taking into account the specifics of the State Border Guard Service of Ukraine, is justified. The article defines that in order to successfully solve service and combat tasks, it is necessary to make maximum use of the capabilities of the armored vehicle recovery system and to evaluate the effectiveness of its recovery. Special indicators are used to assess the state of the repair system for the restoration of armored vehicles, which are a numerical representation of measured values or their ratios. The existing methods of forecasting and quantitative assessment of the effectiveness of systems for the restoration of armored vehicles of units and units of the National Guard of Ukraine, disclosed in the materials of the article, require further improvement due to the development of a new scientific and methodological apparatus. The article examines the methodology for evaluating the effectiveness of the system of restoring armored vehicles of units and units of the National Guard of Ukraine in terms of the probability of meeting maintenance and repair needs and the length of time that damaged equipment remains in a malfunctioning state. It is proposed to use the generalized coefficient of the recovery system as an indicator of the effectiveness of the recovery system of armored vehicles. The methodology for assessing the effectiveness of the system for the restoration of armored vehicles should, on the one hand, ensure the necessary production capacity in wartime in a limited time with minimal additional costs, on the other hand, so that the costs of its maintenance in peacetime are minimal, but sufficient for current repair needs in the day-to-day activities of parts and subdivisions of National Guard of Ukraine. The disadvantage of the given methodology in relation to the comprehensive assessment of the effectiveness of the system of restoring armored vehicles is the lack of indicators of components of technical intelligence and evacuation of damaged samples of military equipment. The main goal of training any military unit is constant combat readiness to perform assigned tasks. In accordance with the State Defense Forces Training Doctrine, training is divided into: combat training and personnel training. Combat training (individual and collective training of military personnel) is carried out in military units, and personnel training is carried out in military educational institutions. For high-quality training, the personnel of combat subunits of military units and cadets of military educational institutions must be constantly present during classes. At the same time, the military personnel should not be distracted by other activities, especially such as being on duty and doing household work. Certain activities must be carried out by training support units. For this purpose, we made an analysis of the activities of military units, military educational institutions and developed an approach to staffing of the training support units of the State Defense Forces. In accordance with the developed approach, training support units should be in each military unit and military educational institutions. These units should consist of at least two structural elements that will provide: ? round-the-clock securing the military units (educational institutions) facilities; ? carrying out the permit regime; ? perform household and other work that is carried out in military units (educational institutions) for the purpose of their functioning.
