Ovcharenko","doi":"10.33405/2078-7480/2019/1/68/172499","DOIUrl":"https://doi.org/10.33405/2078-7480/2019/1/68/172499","url":null,"abstract":"The presented method provides the possibility of quantitative assessments and forecasts, current and expected capabilities and efficiency of solving tasks by NGU military units in regions of responsibility in accordance with the type of military units, conditions and NGU tasks in peacetime, and also allows you to perform the marked assessments in a special period in the interests of justification of decisions making. The National Guard of Ukraine (NGU) is a military formation with law enforcement functions. In peacetime, NGU performs two groups of basic functions: -  protection of public order, nuclear installations of nuclear power plants and other important state facilities and cargo, diplomatic and other representative offices of foreign states in Ukraine; -  participation in events and operations - for the protection of the state border, the destruction of illegal armed criminals and groups, the restoration of law and order, the elimination of consequences of emergency situations, as well as participation in international peacekeeping operations. In a special period, the third group of functions is added to the listed functions — the conduct of military (combat) actions and territorial defense in cooperation with the Armed Forces of Ukraine. The entire range of functions in the NGU structure is entrusted to linear military units of five types: 1) the protection of important state objects, special cargo; 2) protection of diplomatic missions, consular offices of foreign states, representative offices of international organizations in Ukraine; 3) protection of public order; 4) operational appointment; 5) special purpose subunits (detachments). The main limitations that must be taken into account during research are formulated: legality, proportionality, short duration, preservation of life and health, attentiveness and caution, protection of rights and freedoms. It is shown that a number of assumptions were taken into account during the construction of the methodology for determining the rational course of action of the National Guard of Ukraine to stop group illegal actions of convicts in penal institutions. The essence and main stages of the methodology for determining the rational method of action of the National Guard of Ukraine to stop group illegal actions of convicts in penal institutions are given. The methodology for determining the rational method of action of the National Guard of Ukraine to stop group illegal actions of convicts in penal institutions involves the implementation of five main stages. It is illustrated that the analytical basis of the methodology proposed in the article for determining the rational method of actions of the National Guard of Ukraine to stop group illegal actions of convicts in penal institutions is a discrete-continuous stochastic model of the actions of the National Guard of Ukraine to stop group illegal actions of convicts in penal institutions. This discrete-continuous stochastic model is implemented programmatically on the basis of a standard subroutine for the numerical integration of Kolmogorov-Chapman differential equations written in the ASNA 2000 software environment. F�A is defined as a method of studying system-type objects (products, services, processes, etc.) complex in terms of construction and connections with the internal and external environment with the aim of ensuring the compliance of the functions of their structural elements with the general purpose of the objects, as well as the cost of resources for implementation these functions. The rear support management system of the military unit as an F�A object is represented as a set of organizationally and functionally separated structural units of the rear and includes the following components (subdivisions): rear management, food service, material service, fuel and lubricant service, housing and operation service and veterinary service (if available). To carry out the F�A of the rear support management system, a single list of functions has been defined for all its divisions: setting goals and objectives, planning, organization, motivation, accounting, control and analysis. Formulated tasks of the F�A of the rear support management system: based on the assessment of the results of the activities of the units of the rear support management system by its units and their functions, the costs of ensuring the activities of the units and the performance of functions, the effectiveness of management activities by units and functions is determined by comparing their contribution to the overall result of the rear operations and costs for their maintenance and implementation, a comparative analysis of efficiency is carried out in order to determine reserves for its improvement and develop measures for their implementation. The proposed scheme for solving the formulated problem, which includes six blocks: calculation of utility indicators by subdivisions and functions of the management system; cost calculation by divisions and functions of the management system; calculation of efficiency indicators by divisions and functions of the management system; analysis of performance indicators by divisions and functions of the management system; determination of reserves for increasing the efficiency of the management system; substantiation of measures to implement reserves, implementation, control, regulation. It is emphasized that the theoretical and practical significance of the science of criminalistics science and its element as a mechanism for committing crimes in general, and on objects of critical infrastructure in particular, should be defined as the doctrine of the organization of a systematic investigation of a crime, effective detection, collection and research of evidence in accordance with the norms of criminal procedure law and on the prevention of crimes by applying for these purposes special methods and means developed on the basis of natural, technical and other special sciences and studying the mechanism of crimes at the object of critical infrastructure and the formation of evidence. The author defines that the mechanism of committing a crime at a critical infrastructure facility should be understood as the process of committing a crime, including its method and all actions of the criminal, accompanied by the formation of material and non-material traces, which can be used for the disclosure and investigation of the crime. It was concluded that the concept of criminalistics characteristics of a crime committed at a critical infrastructure facility is a derivative result of the perceived need to develop a criminalistics theory of a crime committed at a critical infrastructure facility. Studying the mechanism of a crime committed at a critical infrastructure facility is also of great practical importance for the investigation of the event that took place, as it allows us to understand the relationship between the methods of committing crimes and the methods of their disclosure. The author substantiates that the activity of the National Guard of Ukraine in terms of ensuring the rights and freedoms of a person and a citizen, in particular in the way of repelling armed aggression of Russia against the independence and territorial integrity of Ukraine, is fundamental, but the scope of powers and, accordingly, the tasks defined by the legislation of Ukraine, which are formed on fulfillment of the strategic goal requires improvement and additions. It is noted that the powers of the National Guard of Ukraine, formulated in the Law of Ukraine \"On the National Guard of Ukraine\", are first of all supplemented by industry legislation, and the conditions for repelling armed aggression and countering occupation forces formulate a new legal dimension of the relevant context, supplementing the range of normative and legal instruments regulating the activities of the National Guard of Ukraine, as well as decisions of the National Security and Defense Council of Ukraine. At the same time, the function of ensuring state security, being institutionally attributed to the competence of the Security Service of Ukraine, is fragmentarily reflected and clearly indicated in the legislation regulating the activities of the National Guard of Ukraine, and the structure and content of the activities of individual units of the National Guard of Ukraine direct the vector of state activity through the prism of the activities of this military formation with law enforcement functions in the single direction of ensuring the security of the state and the rights and freedoms of its citizens. There sults of the basictraining course for the spy of the National Guard of Ukraine are given. Special units of the Armed Forces play an important role in the implementation of the Joint Forces operation in eastern Ukraine. During the performance of specific tasks, special forces units not only conducted reconnaissance (special measures) at important enemy targets, but also provided for the deployment of units of the Armed Forces to fire. The experience of recent armed conflicts shows that the most effective fire defeat of the enemy is possible with the maximum integration of means and forces of detection (intelligence). The tool for such integration, as well as for increasing the combat capabilities of special forces (Special Operations Forces), is the involvement in the NATO Operational Force and Capabilities Concept (hereinafter referred to as the Concept). The concept of NATOꞌs operational forces and capabilities is, in essence, a clear set of requirements for the unit involved in the assessment and sets a clear goal for the unit's command. With each assessment, the unit is faced with more and more requirements, for which the unit must be qualitatively transformed in accordance with NATO guidelines and act in accordance with their protocols. Protocols are a unified procedure and are the same for all types of troops. In modern conditions, the uninterrupted provision of public utilities plays a significant role in increasing the combat readiness of the troops, allows catering for the cultural and daily living needs of military personnel, and it is of great importance for protecting their health and maintaining a high moral and psychological condition. Reliable and qualitative provision of public utilities for the needs of personnel and maintenance of military units in appropriate condition is the primary task of the housing maintenance service of a unit. In order to enable the authorities of the housing maintenance services to make a well-founded and justified claim for the necessary funds to be included in the budget with the objective to ensure uninterrupted, complete, reliable and qualitative provision of public utilities for the needs of personnel and maintenance of military units in appropriate condition, it is necessary to have a scientific and methodological apparatus that will allow to make the correct and well grounded decision, confirmed by calculations and economic justifications. The final result of the calculation of the annual demand of a particular public utility is influenced by a large number of various factors that must be taken into account when conducting appropriate calculations of the consumption demand, planning and providing with public utilities.
