Moreover, producer sovereignty oriented surgeries and absence of social security system enhance patients’ vulnerability in India. Thus, the aggrieved patients approach consumer courts against deficiency in the services of physicians. Our study shows that these courts had received 57.61 per cent of the patients’ grievances that were related to surgery. The grievances reveal that the erroneous surgeries inflict harm on patients. As a result, patients’ incur healthcare costs and sufferings due to permanent disability, apart from premature deaths. Courts were able to decide only nine per cent, 23 per cent and 30 per cent of the total disposed of cases in favour of consumers at the National Commission, the State Commission of Andhra Pradesh and the District Forum of Nellore, Andhra Pradesh, respectively. This is due to causational link problem. Our analysis further posits that the law’s delay and costs on vexatious claims raise concerns about efficiency of the courts. India has been struggling with them. Although measures have been taken to deal with their growing rate, no effective measure has been identified till now. The Parliament has enacted the Recovery of Debt Due to Banks and Financial Institutions Act, 1993 and the Securitization and Reconstruction of Financial Assets and Enforcement of Securities Interest Act, 2002 to deal with debt recovery. The Enforcement of Security Interest and Recovery Debt Laws and Miscellaneous Provisions (Amendment) Act, 2016 had made changes in the acts of 1993 and 2002 and other integrated acts. This Amendment Act was an effort to tackle the existing regulatory gap. This paper suggests the development of an exchange market for an effective resolution of such assets. It uses “loss of dependents” approach and only pays economic damages, ignoring hedonic damages. Therefore, the amount arrived at is inadequate, failing to achieve the objective of welfare legislation and does not generate optimum level of deterrence. Adverse consequences of which are unaccounted externalities and increase in the number of fatal accidents due to suboptimal level of precaution. This paper makes a case study of the construction sector in India to understand these two problems. The alternative which can be adopted is Value of a Statistical Approach which originates from hedonic approach. It measures the value of life in terms of utility derived from life. This method will internalise the social cost and produce an optimum level of deterrence. In most cases, it is recovered either from the government or the perpetrator of the disaster. In many countries, money is allotted for disaster response intervention in the Government. In India, the Central and State Governments have been pro-active in awarding compensation which is mostly ex-gratia. In most man-made disasters, reliance is placed on the Courts to determine the quantum of damages. The decision of granting compensation and monetary assistance is swayed by the ad-hoc nature of the State machinery supplemented by a wide range of parameters determined by Courts on a case by case basis. The paper throws light on the impact of this uncertainty of post-disaster response and compensation on the lives of the victims. To address this, it presents case studies of the victims of the Puttingal Temple Fire in the Kollam district in Kerala in 2016. The case studies are employed to identify the challenges faced by affected individuals and families faced while dealing with monetary assistance extended after the incident by the State and Central governments. They cover monetary and medical assistance to the victims. The input is expected to emphasize the need for moving away from an ad-hoc approach to a more right-based approach. While literature has explored the connection between reducing gender inequality and achieving growth and equitable development, more empirical analysis is needed to determine whether gender budgeting really curbs gender inequality. This study follows the methodology of Stotsky and Zaman (2016) to investigate across Asia-Pacific countries the impact of gender budgeting on promoting gender equality, and also increasing fiscal spending on health and education. It classifies Asia- Pacific countries as ‘gender budgeting’ or ‘non-gender budgeting’ according to whether they have formalized gender budgeting initiatives in laws and/or budget call circulars. To measure the effect of gender budgeting on reducing inequality, we measure the correlation between gender budgeting and the Gender Development Index (GDI) and Gender Inequality Index (GII) scores in each country. The data for gender inequality variables are mainly drawn from the IMF Database on gender indicators and the World Development Indicators database over 1990-2013. Result shows that gender budgeting has significant effect on increasing GDI and small but significant potential to reduce GII. These results strengthen the rationale for employing gender budgeting to promote inclusive development. To understand the dynamic movement in both the measures of inflation, first core inflation is calculated using the traditional exclusion measure (excluding food and energy), and statistical measure using the trimmed mean approach by considering monthly Combined Consumer Price Index (CPI) y-o-y cross-sectors headline distribution of data from January 2012 and December 2018. Next, a comparative study is attempted to know the reaction of both core and headline inflation measures to different demand and supply shocks by the Structural Vector Autoregressive Techniques. Based on empirical analysis, it is proved that 20 per cent trimming of the extremely volatile components from the headline inflation can be considered as a better proxy for core inflation series. Core inflation series by trimming 20 per cent has the better predictive ability for the underlying trend in the overall inflation. In addition, empirical findings further show that core inflation is more responsive to demand shocks, suggesting that core inflation is mostly affected by real economic activity whereas the fluctuation in headline inflation, on the other hand, is more explainable by supply side factors in India. It is much more volatile. Thus, considering headline inflation in the decision making process of the monetary policy in the determination of policy rates can contribute to biasness and hence affect the long term objective of inflation targeting. Taking note of the crises in different countries heading for a debt trap, it is necessary to look at the right combination of fiscal parameters and growth to achieve sustainability and stable development. Fiscal prudence involves exercise of good judgment, common sense and even caution in the conduct of fiscal policies, especially on the expenditure front. This paper deals with finding: (a) debt-GDP threshold which will support to find out at what threshold level there is nonlinear relationship between debt and GDP, (b) sustainability indicators which gives the overall depiction of the fiscal side which guides for fiscal prudence policies, and (c) Markov regime switching model which explains the relationship of debt and growth. For this purpose, unit level NSSO data of 69 th round, collected exclusively to get an idea of this, has been used. On the extracted unit data, Multinomial Logistic Regression Model has been applied. Different sets of socio-economic and governance indicators are chosen as the predictors. Based on the available questions, the type of latrine has been divided into three categories-latrine exclusively use for household. Second one clubs different types of latrines to form as fixed point latrines. The third one is categorised as no latrine. In running MLR, no latrine is considered as reference category. All the predictors, starting from religion, region, location, caste and economic conditions have positive and significant impact on owning a latrine. Hence, an analysis of public expenditure on health by states assumes significance. Simply increasing the expenditure on health may not significantly improve the health outputs and outcomes if it is not effective. This paper examines the relative efficiency of the states in handling the health expenditure and health inputs to increase the coverage of health service. Applying an output oriented DEA model to a sample of states, it examines health expenditure efficiency in India in terms of health service coverage. Out of 29 states which are considered for analysis, 20 (70 per cent) are found to be technically efficient with a technical efficiency score of 100 per cent. The overall scale efficiency average is 0.935 and the standard deviation is 0.131. The findings suggest that not all states are successful in managing the health inputs to achieve optimal output. It is necessary for the inefficient states to benchmark with peers and learn from them. This paper provides evidence of the health expenditure efficiency of the states.
