Friedman","doi":"10.1080/02589349908705082","DOIUrl":"https://doi.org/10.1080/02589349908705082","url":null,"abstract":"Abstract This article suggests that voting behaviour during the 1999 South African election refutes the claim (derived from rational choice theory, but common among South African elites) that voters base their decisions on whether or not to cast a ballot on mainly instrumental criteria. Rather, the election revealed a high degree of enthusiasm for democratic participation as an intrinsic value. It argues that there has been a significant shift since 1994 in the ways in which women's organisations have articulated women's electoral interests. While women's organisations and women within political parties have been outwardly in agreement about the need for increasing women's representation, there are differences in their policy positions with respect to strategies for advancing equality. Within women's forums, these differences have been openly and sometimes acrimoniously debated. The article suggests that there is a dual electoral politics: an external level at which the coherence of women as a group is emphasised, and an internal level at which differences between women are recognised and debated. It argues that civil society is not a gender‐neutral concept, but is founded on the separation between public and private as two distinct arenas in society. Women's movements in South Africa have constantly challenged these boundaries. The article also explores the emergence of a gender consciousness within South African women's movements. The authors argue that while gender consciousness should not be equated with feminist consciousness, the development of feminism is an element in the success of women's movements’ challenges to unequal relations of gender. Finally, the article addresses the changing relations between women's organisations and the state as a result of the creation of the national machinery for women. As Russia had never before experienced democracy and very little, if any, market economy that dual occurrence amounts to nothing less than a revolution. The fact that Russia never experienced democracy b efore does not by itself mean its current efforts to achieve it are doomed to failure. What it means is that it will not be easy to attain an enduring stable democracy without simultaneously achieving a meaningful level of economic success. The fate of democracy in Russia is closely linked to economic progress in the country. Looming large were issues such as the struggle between the African National Congress and Inkatha Freedom Party, the clash between traditional and democratic forms of authority, and the enduring relevance of race in South African politics. The article explores these themes through an examination of the administration of the election, the social character of party support and the organisational capacity of political parties and their respective campaign themes. The picture that emerges is on the one hand discouraging: intolerance levels were high and free political activity proscribed in many areas, voting patterns were crystallised along stark racial and urban‐rural lines, and political parties were poorly institutionalised at all levels. Hampton","doi":"10.1080/02589349808705054","DOIUrl":"https://doi.org/10.1080/02589349808705054","url":null,"abstract":"Abstract This article argues that since 1994, but especially since 1996, the IFP has progressively moved away from the Zulu nationalist rhetoric and confrontational tactics of the transition period which we term the ‘militant Zulu nationalist’ strategy. The reasons for this are not to be found in changed political objectives, for instance the IFP remains committed to provincial autonomy, but rather in changed political and institutional conditions. First, with the completion of the KwaZulu‐Natal constitution‐making processin 1996, the issues of the transition which divided the IFP from the ANC, namely the form of state and process towards it, have been settled. Second, new political developments such as the ‘defection’ of the Zulu King, and new institutional conditions such as a stake in democracy and the return of law and order, have made the strategy of ‘militant Zulu nationalism’ redundant, even counter‐productive. It draws on the findings, first, of a 1997 quantitative survey of the discipline, and, second, on a 1997–98 qualitative survey of political studies departments in South African universities. It compares the findings with previous assessments of the discipline. The current assessment notes significant changes in the composition of the political studies student body and in curriculum content. A reorientation in the discipline by the late 1990s was the prelude for transformation into career‐oriented curricula, which incorporate vibrant foci on outreach, community, relevance and development.
