For example, governments that consume less as a proportion of gross domestic product and that grant more political and civil rights grow faster than those that do not, after controlling for some other relevant variables. The present article, which analyzes data from 71 poor countries, confirms Scully's findings. But its abiding message is that despite welcome new data sets and analyses, statistical studies of the effects of government on economic performance are severely constrained. Measurement is a problem; model specification is a problem; and we simply have no data or model to incorporate the many important and interacting ways that government influences economic performance. This “marketplace” mentality often brought it into conflict with the environmental movement. This research article examines the new awareness of the South African business elite toward selected environmental issues and compares this to the attitudes of the rest of the South African elite. Although the environment was largely overshadowed by the constitutional negotiations it will continue to remain the crucial issue of this decade as the degradation of the environment is an indication of both poverty and wealth. Environmental questions fall within the sphere of the influence and power which important decision‐makers exercise. Ethnicity as such is not necessarily bad and may meet human needs for recognition in an increasingly impersonal global society. However, the desire for separate and exclusive nationhood for ethnic groups such as we are seeing in Yugoslavia is divisive and damaging. The paper asks whether religion plays an important role in maximizing or minimizing ethnic exclusiveness. It notes that in fact religious and ethnic conflict are closely linked in many places. Durkheim's views that religion provides sacred ontological legitimation for the identity of a particular society seem to be true, at a small and ethnic level rather than at a larger multi‐ethnic level. We may therefore expect that religion will play a role in ethnic exclusivism in South Africa too. Wyk","doi":"10.1080/02589349408705009","DOIUrl":"https://doi.org/10.1080/02589349408705009","url":null,"abstract":"ABSTRACT This study is an investigation into the compatibility of Japanese perceived economic interests in South Africa with their public stance against apartheid during the height of international sanctions against South Africa (1985–1991). The hypothesis is that economic interests will always supersede all other issues in Japanese foreign policy. By utilizing events data supplemented by trade statistics and interviews with decisionmakers, we found that although Japanese anti‐apartheid rhetoric was intense and sanctions were implemented against South Africa, Japan nonetheless emerged as South Africa's leading trading partner in 1987. The brief span of this investigation and the subsequent implementation of democracy in South Africa dictates retesting of the hypothesis. This situation became increasingly unacceptable to the black communities in the country. The National Party government was forced into negotiations at local level in 1993 by deadlocks developing in various communities between activist civic associations in especially the black communities and the discredited ethnically based local authorities in those communities. Over a period of ten months, a bilateral negotiated settlement about future local government was hammered out between them, and the principles on which this settlement was based, were formulated in three historic documents: The Local Government Transition Act, 1993; the 1994 Agreement on Services; and chapter 10 of the Interim Constitution, 1993. The most unmistakable hallmark of the substitution of constitutional sovereignty for parliamentary sovereignty (which was negotiated at Kempton Park) has been the introduction of a justiciable bill of rights. The author shows how the concept and practice of constitutional sovereignty are invoked to entrench rights via the bills of rights. He then proceeds to explain how tensions between ‘minimalist’ and ‘optimalist’ (as well as libertarian’ and ‘liberationist') negotiators gave rise to a Chapter on Fundamental Rights which can hardly be described as a full bill of rights. Second and third generation rights in particular enjoy but limited (and some of them no) constitutional recognition and/or protection.
