The project installs a third 15 MVA transformer with associated switchgear, bus ducts, protection and transfer control system. The paper will briefly outline the conceptual plan and engineering for the project. The primary focus of the paper will be to detail the effort in modification of the existing power system configuration, developing a startup and commissioning plan, factory acceptance testing, and the actual startup and commissioning. The management directive was to complete a “flawless” startup and commissioning of the substation within a compressed refinery turnaround window. A flawless startup was important to management because a functional failure in a main electrical substation was unacceptable. The business cost of such a failure could easily exceed the capital cost of the substation. It was deemed as cost effective by management and engineering personnel to insure that the design, construction and testing of the substation was as thorough as possible. The design was completed by one team and reviewed by the fresh eyes of a completely independent team. The paper will review important tests performed during the startup and commissioning, along with the benefits and usefulness it provided. The complicated system was checked by the vendor, checked again by the startup team, and then completely checked for functionality at the end user's facility. The testing included the normal functional and secondary injection testing, but additionally used primary injection to test relays and CTs and test certain relay functions. The paper will conclude with a discussion of the lessons learned during the testing.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"21 1","pages":"1-10"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"87516759","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A recent ruling by the ABS and renewed enforcement will require the use of dry-type transformers in areas not exposed to the marine environment. The pertinent publications and rulings will be reviewed as well as standards. This change will affect studies and specification for all future projects seeking ABS classification. Dry-type transformers are almost always required for installation, operations, and maintenance in marine applications. Higher quality dry-type transformers are available which can withstand severe testing and operational environments. Improved characteristics such as self-extinguishing and complete elimination of liquids necessitate a review of IEEE maintenance requirements. Regulatory requirements, reduced fluid handling, and simplicity of operations make dry-type transformers the typical choice for floating hull applications.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"53 1","pages":"1-8"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80688004","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Communication is playing a larger role in the electric power conversation, yet there remains a mystique surrounding the low-level details pertaining to how these communications networks operate, which often results in confusion and misinformation being taken as fact. The operational and performance data disseminated to end users are often ambiguous, seemingly focusing on arbitrary figures and numbers that lack proper context and background needed for an engineer to make informed decisions regarding the use of such technology. This paper uses a greenfield offshore platform project as the impetus for investigating the technical details of modern communications networks and their potential impact on power system operations, while navigating some largely misunderstood concepts. The paper discusses the technical foundation of network communication, from the network switch to the intelligent electronic device. This paper addresses issues of latency, redundancy, and failover and how these factors play into modern communications protocols and engineering access traffic. This paper is meant to be used as a guide and reference for engineers looking to understand the concepts surrounding modern communication, while addressing the challenges and complexities common to the use of modern communications networks in the electric power industry.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"18 1","pages":"1-8"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80617070","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The paper will summarize current standards and will introduce the new IEEE 1717, “Standard for Testing Circuit Integrity Cables Using a Hydrocarbon Pool Fire Test Protocol” currently under development at IEEE Insulated Conductor Committee (ICC). The scope of IEEE 1717 is to provide cable and/or system requirements and methods for performing circuit integrity cable testing on energized low voltage power, control, and instrumentation cables at temperatures and heat fluxes simulating a Hydrocarbon Pool Fire (HPF). The paper will explain the reasons for choosing the UL 1709 furnace test with the electrical set up from UL 2196 as the basis for IEEE 1717. The paper will cover the recent draft of API 2218 “Fireproofing Practices in Petroleum and Petrochemical Processing Plants” and related fire tests that are mentioned in the standard such as: UL 1709, ASTM 1529 and UL 2196. In addition, API 14 FZ “Recommended Practice for Design, Installation, and Maintenance of Electrical Systems for Fixed and Floating Offshore Petroleum Facilities for Unclassified and Class I, Zone 0, Zone 1 and Zone 2 Locations” will be reviewed. The summary will cover the fire protection requirements in areas that may be subjected to a HPF. Due to the large scope of many capital projects, it is not unusual for motors to sit in storage for up to two years before being placed into service. Further, it is common practice for a facility to have spare motors for critical processes that often sit unused for significant periods of time. Appropriate care of motors not in operation is crucial to their successful commissioning and longevity. The proper care and maintenance of stored motors is a topic that is little understood by many in the industry. This paper addresses the best practices for long term electric motor storage.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"25 1","pages":"1-7"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"78691836","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With large essential motors, it is impractical or not economical to provide an uninterruptible power source. Therefore, the next option to reduce the effects of transient interrupted service is to automatically sense the disturbance and initiate a sequenced restart of the essential motors based on process requirements, motor acceleration characteristics, and power system capabilities. A customized logic algorithm that has been programmed into microprocessor-based motor protection relays, eliminating additional undervoltage, control, timing relays, and wiring associated with traditional schemes, is described in this paper. The algorithm has been simulated during factory and site acceptance tests. This approach offers many user-configurable features that could be used in virtually any microprocessor-based relay protecting a medium-voltage induction motor. Also, the plant essential motors are prioritized into different categories, defining the order in which some essential motors are staggered and restarted together.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"65 1","pages":"1-9"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"90292852","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

There are numerous publications available on the subject of arc and spark at various locations within rotating electric machines. Various techniques have been used to minimize corona discharge activity in high voltage stator windings. To understand the impact of discharge activity in a hazardous environment, few manufacturers have tested or provided such data. To ensure safe operation of machines in these environments, it is necessary to determine and understand the levels of partial discharge (PD) and corona discharge activities. PD and corona discharge activities are phenomena related to the applied voltage. There are many other design and environmental related factors that can cause variation in the level of discharge activity. It is believed that if the PD or corona discharge activity exceeds certain limits, it may ignite a specific explosive gas or vapor of gas as defined in the IEC Std. 60079-15. To assess the safe operation of insulation systems of 6.6 kV to 13.8 kV, the steady state ignition tests, called Incendivity testing was performed on stator windings in gas groups B, C, and D as specified in IEC Std. 60079-15. The contributing factors and mitigation of discharge activity will also be discussed in this paper.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"12 1","pages":"1-6"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"79462956","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This is a continued effort from our previous study that focused mainly on the differences in dielectric performance of insulation systems between 60 Hz and high-frequency only. By adding additional thermal and mechanical stresses, this new set-up proved to be a more effective tool to evaluate stator insulation systems in service, especially under adjustable speed drive conditions where voltage spikes of fast rise time and high magnitude generated by some of these drives have put much greater stress on the insulation. Tests were performed on multiple insulation systems under both 60 Hz and high frequency conditions. Information gathered by this project enables us to better understand the different impacts service conditions have had on the insulation system. It also helps us verify the insulation integrity and improve the overall insulation performance and their service lives.","PeriodicalId":67291,"journal":{"name":"中国石油和化工(企业版)","volume":"38 1","pages":"1-7"},"PeriodicalIF":0.0,"publicationDate":"2011-11-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"85026811","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
