The problem is, there are several verses of the Quran that describe non-believers (infidels) as blind people. Such a way makes it as if the Quran marginalizes people with disabilities. Therefore, it is important to understand how the actual existence of the blind in a full context of the Quranic view. This paper uses a semantic approach in analyzing the word al-a‘mā and its various derivatives in the Quran. This study concludes: First, the Quran uses al-a‘mā more in a metaphoric meaning; not the blind of the eye, but the blind of the heart. Second, the Quran gives more appreciation to the people with disabilities and at the same time, it criticizes unbelievers during the Prophet's time.[Alquran selalu diposisikan sebagai sumber utama etika sosial dalam Islam. Masalahnya, ada beberapa ayat Alquran yang menggambarkan orang yang tidak beriman (kafir) sebagai orang buta (difabel netra). Cara demikian membuat seolah-olah Alquran memarginalkan mereka. Oleh karena itu, penting untuk memahami bagaimana sebenarnya eksistensi difabel netra dalam bingkai kesatuan wawasan Alquran. Tulisan ini menggunakan pendekatan semantik dalam menganalisis kata al-a‘mā dan berbagai derivasinya dalam Alquran. Penelitian ini menyimpulkan: Pertama, Alquran lebih banyak menggunakan al-a‘mā bukan secara fisik, tetapi tertutupnya hati. The majority of tourist destinations have not provided accessible facilities for them. Transportation services also do not accommodate the mobility needs of persons with disabilities. This study focused on Ojek Difa in Yogyakarta. Through observation and interviews, qualitative data was obtained to see the recreational needs of persons with disabilities and how the roles of Ojek Difa. The study found that people with disabilities have different ways of defining tourism activities. Ojek Difa offers Difa City Tour to provide services for disabled people who want to take a tour in the city or visit other tourist destinations. The existence of Difa City Tour in the Ojek Difa organization shows the importance of involving service providers from groups of persons with disabilities in the tourism sector, especially in serving disabled tourists.[Berbagai sektor tampak mengabaikan keberadaan difabel, termasuk industri pariwisata. Mayoritas destinasi wisata belum menyediakan fasilitas yang aksesibel bagi difabel. Layanan transportasi juga kurang mengakomodasi kebutuhan mobilitas difabel. Penelitian ini terfokus pada Ojek Difa di Yogyakarta yang memberikan layanan mobilitas bagi para difabel. Melalui observasi dan wawancara, data kualitatif diperoleh untuk melihat kebutuhan wisata para difabel. Penelitian menemukan bahwa para difabel memiliki cara berbeda dalam mendefinisikan kegiatan wisata. Ojek Difa menawarkan Difa City Tour untuk menyediakan layanan bagi para difabel yang ingin melakukan tur dalam kota atau mengunjungi destinasi wisata lainnya. The purpose of this study is to obtain an overview of the accessibility of public toilets in public transportation located in Yogyakarta. The research took the case of Giwangan bus station, Yogyakarta (Tugu) train station, Lempuyangan train station, Wates train station, Maguwoharjo train station, and Adisutjipto airport. This type of research is descriptive evaluative. Data collection is done by using purposive sampling technique and by the method of observation, documentation, and interviews. The results of this study indicate that the accessibility of sanitation services at Adisucipto airport and all train stations is good; while accessibility at the Giwangan terminal is still lacking.[Para difabel sering mengalami hambatan karena tidak terdapatnya fasilitas yang aksesibel bagi mereka di tempat-tempat umum. The most considerable external factor on literary works is the author himself, especially if he/she experiences a physical disorder with psychological implications. Such conditions can certainly give characteristics to the literary work. Al-Ma‘arri, who since his childhood suffered blindness, grew up to be a pessimistic person, always feeling isolated. This sadness led to deep contemplation of life, expressed in the poem \"al-Marsiyyah\" (Lamentations). This study aims to answer the question of what is the effect of al-Ma‘arri's disability on his thoughts contained in the poem? This study uses the expressive theory of literature that views literature as an expression of the inner world of the author. From this it can be seen that the disability carried by al-Ma‘arri has made him a pessimistic person, influencing his thoughts and views on life. This research found some philosophical ideas of al-Ma‘arri, such as the concepts of life and death, joy and sorrow, and the treatment of the universe.[Karya sastra tidak bisa lepas dari faktor yang melingkupi, baik itu faktor internal maupun eksternal. Faktor eksternal yang paling besar pengaruhnya terhadap karya sastra adalah faktor pengarang, terlebih bila pengarang mengalami gangguan fisik yang berimplikasi pada psikologisnya. Kondisi seperti ini bisa dipastikan memberikan karakteristik pada karya sastra itu. Al-Ma‘arri yang sejak masa kanak-kanak mengalami kebutaan, tumbuh menjadi pribadi yang pesimistis dan merasa terkucil. Pesimismenya melahirkan perenungan yang dalam terhadap kehidupan dan dituangkan dalam bentuk puisi “al-Marsiyyah” (Ratapan). Penelitian ini bertujuan menjawab pertanyaan: bagaimanakah pengaruh disabilitas al-Ma‘arri terhadap pemikirannya yang tertuang dalam puisi “al-Marsiyyah”? Penelitian ini menggunakan teori ekspresif sastra yang memandang karya sastra sebagai ekspresi batin pengarang. This research is focused on knowing the implementation of public services and how to optimize public services for persons with disabilities in Yogyakarta stations and Lempuyangan stations. This research is a normative-empirical study that combines the results of legal research with reality in the field. Field data was collected through observation and interview methods. The study found that accommodating the rights of persons with disabilities to public services at railway stations has several problems: lack of procedural mechanisms related to the implementation of human rights, institutions of persons with disabilities, and the existence of social-political factors of public policymakers who are not aware of the accommodation of human rights for disabled people.[Isu diskriminasi terhadap penyandang disabilitas di bidang pelayanan publik, khususnya dalam pelayanan jasa transportasi, masih sering terdengar. Penelitian ini difokuskan untuk mengetahui penyelenggaraan pelayanan publik dan cara mengoptimalkan pelayanan publik terhadap penyandang disabilitas di stasiun Yogyakarta dan stasiun Lempuyangan. Penelitian ini adalah penelitian normatif-empiris yang memadukan hasil-hasil penelitian hukum dengan kenyataan di lapangan. Data lapangan dikumpulkan dengan metode obersvasi dan wawancara. With a mixed-method between normative legal research and empirical law, the research found that: 1) Regional Regulation No. 8 of 2013 concerning Disability and Empowerment of the Disabled in Wonogiri shows concern and attention to the fulfilment of disability rights along with social security; 2) The politics of disability law is the response of all factions in the DPRD who approve and support the fulfilment of the rights of persons with disabilities through accommodation in regional regulations; 3) Regional Regulations have been implemented largely in stages. Such as the implementation of inclusive education, health services, disability political participation, accessibility for people with disabilities in public facilities and infrastructure.[Penelitian ini menjawab pertanyaan bagaimana politik perlindungan dan pemenuhan hak penyandang disabilitas dalam kasus Peraturan Daerah Disabilitas di Kabupaten Wonogiri. Dengan metode campuran antara penelitian hukum normatif dan hukum empiris, penelitian menemukan bahwa: 1) Peraturan Daerah No. 8 Tahun 2013 tentang Kesetaraan dan Pemberdayaan Difabel di Wonogiri menunjukkan kepedulian dan perhatian terhadap pemenuhan hak-hak disabilitas beserta jaminan sosialnya; 2) Politik hukum disabilitas merupakan respon semua fraksi di DPRD yang menyetujui serta mendukung terpenuhinya hak-hak difabel melalui akomodasi peraturan daerah; 3) Peraturan Daerah ini telah diimplementasikan sebagian besar secara bertahap. This research is a qualitative descriptive study where the subjects were two class teachers and four grade VII autistic students at SLB Mitra Ananda. Data is collected through observation, interviews, and documentation. The results showed that the implementation of Indonesian language learning at the Ananda Colomadu Partner Autism SLB used the ABA and Individual Learning Program (PPI) methods tailored to the students' abilities. The 2013 curriculum is difficult to implement because the limited Indonesian language learning materials did not meet the child's conditions. Various efforts have been made by the teacher to overcome these obstacles: using PPI, creating independent learning media, and learning the latest methods that are applicable to learn Indonesian for autistic children.[Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan dan hambatan pembelajaran Bahasa Indonesia untuk anak autis di SLB Autis Mitra Ananda Colomadu. Penelitian ini merupakan penelitian deskriptif kualitatif. Subjek penelitiannya adalah dua guru kelas dan empat siswa autis kelas VII di SLB Autis Mitra Ananda. Data dikumpulkan melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan pembelajaran Bahasa Indonesia di SLB Autis Mitra Ananda Colomadu menggunakan metode ABA dan Program Pembelajaran Individual (PPI) yang disesuaikan dengan kemampuan siswa. Kurikulum 2013 tidak dapat diterapkan sepenuhnya karena materi pelajaran Bahasa Indonesia yang tidak sesuai dengan kondisi anak dan media pembelajaran yang terbatas. Microfinance programs provide access to financial services to people with disabilities in the form of savings and credit. People with disabilities need financial services to improve their economic and social levels. However, in general, existing microfinance has not fully reached the disabled groups. This study aims to describe the implementation of activities and the role of the Self-Reliance Savings and Loans Cooperative (KSP BANK) for the disabled in Yogyakarta. The analysis used in the study is the analysis of Paired T-test with SPSS 16.0 analysis tools. This study shows that the level of social-economic of mermbers with disability has a positive and significant increase after the operation of KSP BANK Difabel for the members with disabilities.[Keuangan mikro merupakan lembaga keuangan yang dapat dijangkau oleh berbagai kelompok masyarakat, seperti kelompok difabel. Program keuangan mikro memberikan akses jasa keuangan kepada difabel baik dalam bentuk tabungan maupun kredit. Layanan jasa keuangan sangat dibutuhkan difabel dalam meningkatkan taraf ekonomi-sosial mereka. Akan tetapi, pada umumnya keuangan mikro yang ada belum menjangkau secara penuh kelompok difabel. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan kegiatan dan peran Koperasi Simpan Pinjam (KSP) Bangun Akses Kemandirian (BANK) Difabel Yogyakarta. Regarding this problem, there has been a new method called Maternal Reflective Method (also known as MRM) that encourages the deaf students to speak using their articulation organs simultaneously with the Indonesian Sign Language. This study aims to discover how nonverbal communication, including touch, body movement, and paralanguage are implemented in a teaching-learning discourse in the kindergarten classroom for the deaf children. The method used by the teacher in delivering the teaching material is the main focus to see the variation of pedagogic multimodal resources. The modes found are also scrutinized due to their communicative implication nature; in regard to Jakobson’s framework on the language functions: referential, emotive, conative, phatic, metalingual, and poetic. The results indicate that most of the time the teacher uses multimodal resources for commanding, prohibiting, and inviting the students in relation to the conative function of language.[Siswa Tuli membutuhkan penanganan khusus dalam mendapatkan kemampuan komunikasi. Berdasarkan hal tersebut, terdapat satu metode bernama Metode Maternal Reflektif (dikenal sebagai MMR) yang mendorong siswa Tuli untuk berbicara menggunakan organ artikulasi bersamaan dengan bahasa isyarat. Penelitian ini bertujuan untuk menelaah bagaimana komunikasi non-verbal, termasuk sentuhan, pergerakan tubuh, dan aspek paralingua diimplementasikan dalam wacana belajar-mengajar di kelas taman kanak-kanak untuk siswa tuli. Metode yang digunakan oleh guru dalam menyampaikan bahan ajar merupakan kunci dalam pencarian variasi sumber daya multimodal pedagogis.
