{"title":"The Influence of Stakeholders on the Environmental Investment of Companies in the Arctic Zone of the Russian Federation","authors":"V. The need to transition towards sustainable development of companies in the Arctic regions of Russia and their low level of investment in environmental protection make it relevant to study the factors determining the volume of environmental investment. The purpose of the study has been to analyze the impact of certain groups of financial stakeholders on the level of environmental investments of the company.\u0000\u0000Materials and Methods. The methodology of the work is based on the theory of stakeholders. The indicators of investment activity of companies in the north-western Arctic regions of Russia were considered, methods of descriptive statistics were used, hierarchical cluster and discriminant analyses were carried out.\u0000\u0000Results. The results of the study showed that the companies of the studied territory are characterized by a low volume of environmental investments, but it is higher than the national average. The direction and strength of the influence of individual stakeholders on investing in environmental protection is differentiated by environmental areas. At the same time, all the identified groups of stakeholders have a positive, albeit different, impact on the level of investment in environmental protection in all areas in the aggregate. To the greatest extent, the current volume of environmental investments is because of the interests of corporate creditors and federal authorities, to the least – owners, especially foreign ones.\u0000\u0000Discussion and Conclusion. Considering the results obtained, recommendations are given to increase the current level of environmental investment activity of companies. The theoretical significance of the work is determined by clarifying the theory of stakeholders and the concept of green finance. A key barrier in the period of economy digitalization is the lack of qualified personnel having necessary competencies for the development, implementation and the use of digital technologies. The authors analyze the current stage of digital transformation of the Russian economy and that of foreign countries, the role of universities in this process, considering in close connection the concepts of information policy and the strategy of digital transformation of the university; they propose approaches to form the university policy in the field of information technologies in order to develop digital skills of human resources. The purpose of the study is to identify the ways to effectively integrate universities into the process of digital transformation of the regional economy and social sphere.\u0000\u0000Materials and Methods. To study the problem, research and survey results on the subject of the study were selected, as well as key legal acts and documents defining and regulating the processes of digital economy transformation in Russia. In the course of the research, the method of analysis was used: to compare the indicators of citizens’ digital literacy during the digital economy transformation; to determine and summarize measures of state and regional policy in the field of education, the role and experience of universities’ participation in the process of overcoming the barriers to the digital transformation of the economy and the social sphere.\u0000\u0000Results. As a result of the study, the barriers to the digital economy transformation were identified, among which the problem of personnel shortage and, as a result, personnel training is the leading one. The authors conclude that the effectiveness of the university’s information technology policy can become an indicator of the university’s readiness for digital transformation.\u0000\u0000Discussion and Conclusion. The results obtained relate to changes in both the internal educational environment and changes in the content and format of education; they contribute to the development of the training system of highly qualified personnel for the national digital economy, strategic planning of regional development, educational management. The revision of the old U.S. rules of assigning developing country status under the law of countervailing duties in 2020 theoretically symbolizes another stage in the evolution of the Generalized Scheme of Preferences, but practically means a new form of battle for international competitiveness. There is no common criterion for determination of developing countries, either at the level of international organizations, including the World Trade Organization, or at the level of donor countries, while the list of least developed countries is determined by the United Nations, and they automatically become recipients of tariff preferences under the Generalized Scheme of Preferences. In this regard, the main idea and purpose of the study is to identify the applied aspects of the development of the international system of GSP and criteria for identifying developing countries to improve the system of tariff preferences EAEU and increase the competitiveness of goods produced in the domestic market.\u0000\u0000Materials and Methods. The paper reviews established rules within the GSP and features of the functioning of this system in the U.S., Canada, Japan, Britain and such integration groupings as the European Union, Commonwealth of Independent States and EAEU. To identify main aspects of this transformation it has been used the method of cross-country comparison, as well as methods of systematic and comparative analysis of relevant international and national legal acts and scientific papers.\u0000\u0000Results. We have revealed an international trend that is being formed by the leading economic actors to establish new rules for the functioning of the GSP and the criterion for determining the beneficiary countries. This trend will obviously affect the general rules of international trade within the framework of the World Trade Organization and to some extent will bring changes in its architecture.\u0000\u0000Discussion and Conclusion. The process of active unilateral revision of established for half a century international trade rules beyond the framework of international organizations gives to the problem a new systemic character and opens up an opportunity for future studies. Risk insurance is the most important financial instrument that ensures the sustainable development of agriculture. The specifics of the implementation of agricultural risks (the unpredictable nature of the onset and the significant intensity of the impact on the activities of agricultural producers) determines the increased interest in this area of support for agriculture from the state. The purpose of the article is to assess the effectiveness of state support in the field of agricultural risk insurance in Russia.\u0000\u0000Materials and Methods. The authors analyzed the reports of the Ministry of Agriculture of the Russian Federation, as well as the National Union of Agricultural Insurers, characterizing the dynamics of development and the effectiveness of state support in the field of insurance of risks in agriculture. To assess the effectiveness of state support for agricultural producers when concluding an insurance contract, the following algorithm was used: first, an analysis of the achievement of planned indicators of agricultural insurance with state support; second, an analysis of the impact of the size of government funding for insurance on the financial results and financial sustainability of agricultural producers; third, the correlation analysis of the closeness of the relationship between the main indicators of insurance with indicators of financial results and financial stability of agricultural producers.\u0000\u0000Results. The analysis of the dynamics of the development of agricultural insurance with government support in Russia, as well as the contribution of government subsidies to the financial result of agricultural producers is carried out. On the basis of correlation analysis, there is a tight link between insurance indicators such as insurance coverage and insurance indemnity and indicators of financial results and financial sustainability of agriculture.\u0000\u0000Discussion and Conclusion. The results obtained indicate a significant impact of government financing of insurance risks in agriculture on the development of the industry. Scientific study of religious aspect of fatherhood is actual due to the significance of the man’s role in sustainability of parental and family relations in conditions of a demographic crisis. The aim of the article is to analyze a range of reproductive, generative and marital behavior of men defined by their religious identification as a factor that influences the formation of a family image that is shared in traditional religions.\u0000\u0000Materials and Methods. Empirical basis of the study includes data of social survey held by authors in two subjects of Russian Federation – in the Republic of Tatarstan and Vologda Region. The object of the study – men at the age of 18‒49, the sample – 1 353 men. Use of comparative, economic-statistical and factor methods of analysis allowed to define the level of the influence of men’s religious identity on their generative behavior.\u0000\u0000Results. The calculation of average values has defined comparative superiority of the value of the family in comparison with the value of work in all subgroups of the surveyed men, regardless of their involvement in the religious context, however, among religious men the family in the structure of life values is more vivid. Some peculiarities of the role distribution in families, expectations towards the number of children in the family, orientation towards upbringing and complicity in the growing up of children in the family, determination of the image of a father and correspondingly behavior of the respondents were determined. Men’s religious identity influences their desire to have bigger number of children: Christians tend to have two children while Muslims want to have more than two children. The percentage of men who desire to become a father of many children is less among those who don’t believe in God.\u0000\u0000Discussion and Conclusion. The study of the influence of men’s religious identity on generative behavior allowed to reveal factors causing formation of reproductive behavior. This data will help to work out measures to increase the birth rate into account the role of fatherhood institute and confessional identity of a man. The strengthening of Russia’s subjectivity in the Black Sea region makes it the center of the Western media and expert-analytical agenda. The authors of the study aim to define the mechanisms of metaphorical construction of the Black Sea region as a space of conflict in the discourse of the Western think tanks.\u0000\u0000Materials and Methods. The reports of the leading Western think tanks developing the region concept are used as research materials. The methodological basis of the study is a systematic approach that combines the methods of political linguistics and geopolitical analysis and synthesis. The authors use the methods of discourse analysis to interpret the materials of foreign think tanks devoted to the study of the region, and based on the definition of dominant metaphorical models in the discourse of the Black Sea region, consider possible scenarios for the leading actors in the region.\u0000\u0000Results. The narratives of the leading American, European and British think tanks are considered and the main metaphorical models characterizing the geopolitical processes in the region are highlighted. The American discourse is dominated by the sports metaphor and its subspecies associated with gambling: the region is perceived as a space of competition, but not war, as evidenced by the lack of military metaphor, which, however, appears in the narratives of the European experts. The Black Sea region is a platform, a springboard for the projection of Russian power in the Mediterranean, which is realized through metaphors with the component “aggressive”. For the British, the Black Sea region is metaphorized as a space of information warfare.\u0000\u0000Discussion and Conclusion. There are two main types of perception of the Black Sea region as a geopolitical unit by the Western think tanks: the American think tanks see it as a space of global competition of the great powers; the Great Britain has made the Black Sea region a platform for a return to the global arena of Global Britain by drawing on the rhetoric of universal values. The study of the relationship between the costs of purchasing a typical addictive product – alcoholic beverages and the human development index in the regions of Russia is due to the need to overcome population decline, improve the level of education and life of the population. The purpose of the article is to analyze human development in the Russian regions on the basis of the results obtained under the influence of spending on the consumption of alcoholic beverages.\u0000\u0000Materials and Methods. The initial research data are United Nations Development Programme and Rosstat statistics for Russian regions for 2000–2017. A regression analysis of the relationship between the share of expenses on alcoholic beverages in the structure of the household final consumption expenses and the human development index in the regions of Russia was carried out. For each region, the coefficients of determination and correlation are calculated, the trends of change over the period, the direction and strength of the relationship between the human development index and the cost of alcoholic beverages are determined.\u0000\u0000Results. The analysis has showed that in 77 Russian regions in 2000–2017, the share of expenses on alcoholic beverages in the structure of the household final consumption expenses is decreasing against the backdrop of an increase in the human development index and there is an inverse relationship between these indicators. To reduce the risk of negative health impacts from the consumption of addictive products in Russian regions, the implementation of local policies to reduce inequality and increase welfare is recommended. A toolkit for methodological, analytical and predictive support of regional regulatory policy has been developed and tested. Measures to reduce the consumption of alcoholic products, the risks of non-communicable diseases and mortality in the Russian regions are proposed.\u0000\u0000Discussion and Conclusion. The data obtained indicate a steady downward trend in the share of expenses on the purchase of alcoholic beverages against the backdrop of a steady increase in the human development index in 2000–2017. The paper is devoted to the theoretically and practically relevant issue of constructing the social identity of the administrative centers of the Russian republics, considered by the authors as one of the factors of positive regional self-identification of the population of the republics. The purpose of the article is, based on the materials of the study, to identify the specifics and factors in the formation of the capital’s identity of the republic within the Russian Federation on the example of Saransk (the Republic of Mordovia).\u0000\u0000Materials and Methods. The empirical basis of the article consists of the data of quantitative (mass survey of the population of Saransk, n = 443) and qualitative (2 focus groups) field studies carried out in November-December 2020, with the help of which specific features, main structural components and factors of formation of a positive metropolitan identity have been identified.\u0000\u0000Results. In the structure of the capital identity of the population of Saransk, the system-forming component is identification with the capital status of the city, indirectly based on identification with the status of Mordovia as a republic and its representations in the urban environment. The paper demonstrates that a positive identification with the republican capital is formed on the basis of not so much symbolic politics but factors that create urban identity in general, including economic success and the quality of the urban environment.\u0000\u0000Discussion and Conclusions. The authors conclude that the main limitations of the formation and maintenance of the capital identity of Saransk are associated with a shortage of urban identity in general, due to a low assessment of the state and prospects, a low level of self-organization at the place of residence and the rotation of the urban population in each generation, which forms the “transit city” identity for a part of the population. The basis of urban identity in Saransk, as in larger cities, is made up of networks of “weak ties”, but the quality of the urban environment, in the opinion of its residents, does not contribute to the formation and development of such contacts. The development of the tourist potential of Russian territories is one of the priority state tasks in modern conditions. The purpose of the article is to study the regional specifics of the development of tourism potential in the Russian Federation, a sociological analysis of its key elements in the assessments of municipal leaders.\u0000\u0000Materials and Methods. The key research method was a questionnaire survey of heads of local self-government bodies of the Russian Federation (n = 306). At the first stage, questionnaires were sent out by e-mail with representation from all federal districts of the Russian Federation. At the second stage, the analysis of linear distributions and correlation analysis of empirically significant variables (grouping of answers by regions and federal districts of the Russian Federation) were carried out. The use of a set of analytical procedures has made it possible to identify the regional specifics of the development of the tourism potential of the territories. The results were processed using SPSS.\u0000\u0000Results. The results of the study have made it possible to identify problems in the development of the tourist potential of Russian territories, both in terms of basic and additional resources. The hypothesis about the predominance of tourist resources aimed at satisfying the “average” consumer demands of the tourist is confirmed. The results of the study have shown a decrease in ratings for economy class catering facilities (average rating 3.02 out of 5), the presence of hostels (1.87 out of 5), as well as the lack of conditions to meet the interests of high-income tourists (in terms of “luxury class restaurants” the average score is 2.21 out of 5). The study revealed an insufficient level of development of additional tourist resources that ensure the realization of the differentiated needs of various social groups.\u0000\u0000Discussion and Conclusion. It is concluded that it is expedient to support entrepreneurial initiatives aimed at creating tourism products and services, both in the “economy” and “luxury” segments, the formation of a recognizable image of the territories as part of the promotion of their social resources. The empirical basis of the study was the data of a questionnaire survey of the youth of Moscow and the Moscow region, Penza and Saratov regions (n = 1000) and interviews with representatives of the student youth of Saratov and Penza (n = 30), devoted to the analysis of the identification hierarchy of the youth and the influence of aesthetic components of the social space of the region on the formation of its regional identity. These methods revealed the important role of artistic and aesthetic components of the regional social space in the construction of regional identity and regional patriotism of the youth of the region.\u0000\u0000Results. Based on the results of the research, a conclusion has been made about the connection between “local” patriotism and specific social attitudes focused on the development of the territorial community and the improvement of its image, as well as about the partial determinism of the regional components of the respondents’ social identity by figurative and aesthetic factors. It is shown that at the theoretical level, taking into account the aesthetic factors of the construction of social identity implies a transition from deterministic models of interaction in the system “social environment – emerging personality” to stochastic ones.\u0000\u0000Discussion and Conclusion. The authors point out when modeling the process of forming the social identity of young people, theoretical models based on the concepts of social constructivism should take into account the unique, intimate-personal interactions of a particular individual with separate socio-cultural phenomena symbolizing collective identity.
