The relevance of the considered scientific problem is that souvenir products are a component of the communicative paradigm of territorial branding, and a souvenir itself acts as a visual carrier of identification of a tourist region. A regional souvenir product has the following specific features: geographical reference to the territory reflecting its peculiarities, cultural and historical traditions in manufacturing and positioning. Consumers’ perception of souvenirs plays an important role in forming impressions about the region. Despite the availability of researches on this topic, the question remains unexplored to what extent the perception of souvenir products forms the basis for their choice. At the same time, to find answers it is essential to use an integrated approach to obtaining the information of interest to us for a comprehensive objective coverage of the issues of territorial branding and the elements of its components, based on the use of both verbal and experimental methods. Thus, the purpose of this article was to study the verbal and non-verbal consumer perception of regional souvenir products to assess the possibilities of its use in the process of commodity positioning and promotion of the Republic of Crimea.\u0000\u0000Materials and Methods. To examine the visual perception of autochthonous souvenirs, an experimental study of consumer perception based on neuromarketing methods was conducted. The work was carried out on the materials of the Republic of Crimea. The research data were an array of biometric data obtained during experiments, proprietary algorithms and analysis models were applied.\u0000\u0000Results. The verbal and nonverbal consumer perceptions of souvenir products have been studied. It is shown that the most popular souvenirs are sweets, cosmetics, essential oils and wine. These products emphasize the authenticity of origin and contribute to the commodity positioning of administrative-territorial units. There is an unevenness in the development of souvenir production in the Republic of Crimea. The classification of districts has been carried out, administrative-territorial units with high and medium levels of diversification of goods have been identified, as well as depressed territories that are poorly positioned. Promising models of promotion of regional souvenir products are shown.\u0000\u0000Discussion and Conclusion. The theoretical and applied aspects of the study of the visual attractiveness asymmetry of souvenirs have been improved. The paper also presents the author’s position on the relevance of the promotion of souvenir branding in regional tourist destinations. As a result of a comprehensive neuromarketing experiment, the most attractive Crimean souvenir products from the consumers’ point of view were determined based on the assessment of the figurative identification of territories by respondents and the correlation of gender characteristics with the choice of souvenirs offered. {"title":"Excess Mortality in the Siberian Regions in the Context of the COVID-19 Pandemic: Dynamics and Affecting Factors","authors":"E. Pastukhova, E. The COVID-19 pandemic has had a strong negative impact on demographic processes in Russian regions. Mortality has increased significantly, the life expectancy has declined, and the natural decline in the population over the two pandemic years has reached ultra-high indicators. The article aims to analyze the dynamics of the mortality growth in the regions of Siberia for 2020–2021 and assess the impact of demographic, socio-economic, medical and infrastructure factors on it.\u0000\u0000Materials and Methods. The study is based on official statistical data for individual constituent entities of Russia published by Rosstat (Russian Statistics Agency). The regression and correlation analysis was used to identify the most significant factors that determined the increase and interregional differences in mortality displacement rates.\u0000\u0000Results. For the Siberian regions the significant factors that determine the increase and interregional differences in mortality displacement include the median age of the population; proportion of children in the age distribution structure; population of the regional capital; as well as the share of extractive and manufacturing industries in regional employment pattern. The median age of 39 and above, the low proportion of minors, and the specialization of a particular region in the manufacturing industry (implying more intensive contacts of employees) contribute to a significant increase in mortality during the pandemic. Regions of Siberia with a relatively low rate of mortality displacement have a younger age distribution structure and economic specialization in the extraction of minerals (contacts of the labor force are rather less frequent). The factors of urbanization level, average per capita income of the population, poverty incidence, general unemployment rate, number of hospital beds, and the number of doctors do not show a significant relationship with the increase in mortality.\u0000\u0000Discussion and Conclusion. The analysis established the causes of a significant increase in mortality in the Siberian regions. The leading role in it was played by demographic factors and economic specialization of the region. A necessary condition for the sustainable development of the region is the rational use of its water bodies. The purpose of this article is the formation of tools for assessing the level of compliance of ecosystem services of surface water bodies with the objectives of sustainable development of the region.\u0000\u0000Materials and Methods. The assessment of ecosystem services potential of water bodies was carried out in the areas of their provision: supply, regulation and cultural. With help of a problem-oriented approach the selection of evaluation indicators was done; using a context-oriented approach, a characteristic of the ecosystem services of water bodies in the Rostov region was given and an assessment of the compliance of ecosystem services with the goals of sustainable development was made.\u0000\u0000Results. A system of indicators for assessing the potential of ecosystem services of water bodies has been formed; indicators of compliance of ecosystem services of water bodies of the Rostov region with the goals of sustainable development have been determined; the priority of the implementation of regulatory and supply services over cultural ones is revealed; the need to adjust the existing policy for the development of the region’s water management has been justified.\u0000\u0000Discussion and Conclusion. It is concluded that measures aimed to obtain economic benefits from water resources should not be carried out by reducing recreational and cultural potential. Sustainable regional development presupposes the necessity to balance economic, social and ecological values that water bodies carry. The purpose of the article is to assess the quality of management of the innovation space of an enlarged territory based on the proposed system of indicators and to formulate recommendations for its improvement.\u0000\u0000Materials and Methods. The information base of the study was the data of the NIAC MIIRIS, the Rusprofile service, the pr-cy.ru portal, the official websites of business incubators, technology parks, industrial parks of the Eastern macro-region of Russia, the administrations of cities and districts of the territories where they are located, the results of an expert survey of specialists objects of innovative infrastructure of the Kemerovo region – Kuzbass and the Novosibirsk region. To assess the quality of innovation space management, an author’s method based on the calculation of the same name index of is proposed.\u0000\u0000Results. The problematic and positive characteristics of the quality of innovation space management of the Eastern macro-region of Russia are revealed. According to the level of the same name index, regions (as well as objects of innovative infrastructure) are distinguished as leaders and outsiders. Conclusions are drawn about the low quality of connectivity of the innovation space and insufficient attention to this aspect of the activities of managers of innovation infrastructure facilities. Directions for improving the quality of innovation space management are formulated.\u0000\u0000Discussion and Conclusion. Along with a large number of positive characteristics of the quality of innovation space management of the Eastern macro-region of Russia, fixing the high quality of management, a stable set of characteristics has developed that have a significant impact on the quality of management according to experts, the lack of attention to which in the near future may lead to its significant decrease. The widespread development of digital technologies in recent years has become one of the most significant resources for transforming the activities of enterprises and organizations. The purpose of our study is to evaluate indicators that characterize Russian organizations using both digital technologies in general and specialized software that provide financial calculations, electronic document management and automation of production processes.\u0000\u0000Materials and Methods. The official information of the Federal State Statistics Service for 2020, based on the results of surveys conducted by the heads of organizations, revealing the use of digital technologies, was used as the initial empirical data. The territorial features of the use of digital technologies were analyzed on the basis of the development of mathematical models such as normal distribution functions. The use of these models made it possible to establish the levels of digitalization of managerial and production tasks, including the use of specialized applied computer programs.\u0000\u0000Results. The results of the study proved that 82.2 % of all organizations used digital technologies in 2020. It was found that 41.7 % of organizations used specialized programs for financial settlements. It was revealed that a little more organization (54.3 %) used electronic document management in their activities. The results of calculations showed that specialized programs for the production of products or individual technological processes are implemented in 7.4 % of organizations.\u0000\u0000Discussion and Conclusion. The practical significance of the study for state and regional authorities lies in obtaining new information on the current differentiation of the indicators’ values under consideration for organizations operating in all regions of Russia. The findings of the study can be used to justify activities related to the regulation and planning of the development of digital technologies and the formation of proposals for the allocation of additional resources to regions with a low level of digitalization. The adoption in 2019 of the new state program of the Russian Federation “Integrated development of rural territories” determines the relevance of the evaluation of the program-target method in the development of the Russian village (taking into account the specifics of the subjects of the Russian Federation and municipalities that differ greatly from each other). The purpose of this article is to identify possible shortcomings and existing problems in the implementation of the state program “Integrated Development of rural areas” as a key tool for the implementation of the program-target method of rural development of the regions of Russia and, based on this, substantiate recommendations to the authorities on improving the measures and tools for the implementation of this method in relation to rural development.\u0000\u0000Materials and Methods. To achieve the purpose, we have used the methods of economic, statistical, and comparative analysis, generalization and analysis, sociological researches. Information basis consists of Rosstat’s official statistics, as well as reporting documents of the Ministry of Agriculture of the Russian Federation, the results of a questionnaire survey of heads of municipalities of the Vologda region, publications of scientists and experts in journals and on the Internet.\u0000\u0000Results. The results of the analysis made it possible to identify the key shortcomings of the program and the problems of implementing the state program “Integrated Development of rural territories”, including a reduction in the amount of financial support for this state program for 2020–2025 in comparison with its original passport, imperfection of approaches and criteria for selecting projects for rural development, the problem of lack of qualified personnel for project development and limited powers of local self-government bodies. The specifics of the implementation of this state program within the framework of the proposed typology of the subjects of the Russian Federation according to the level of development of agricultural production and the overall level of their socio-economic development are revealed. The directions of improvement of this state program and approaches, mechanisms of its implementation are substantiated.\u0000\u0000Discussion and Conclusion. According to the results of the study, it is shown that the mechanism of implementation of the program-target method for the development of rural areas of Russia does not yet allow to provide for their complete and real comprehensive and sustainable development. In 2021, within the framework of the Year of Science and Technology announced in Russia, the work related to the popularization of Russian science and technology plays an important role. Noticeable shifts in the field of science popularization require the selection of new forms and methods of knowledge dissemination. Interactive scientific museums and science popularization centers are called upon to play a significant role in this field. For now, a system of indicators has been developed, but it does not fully meet requirements that should be applied to the science popularization objects. The main purpose of the article is to analyze the functioning of science and technology museums, museums of natural sciences and science popularization centers in Russia and in foreign countries and, based on the study of approaches to the effectiveness of their activities, to develop approaches and tools for popularization of scientific knowledge in Russia through creation of science popularization centers and knowledge quarters.\u0000\u0000Materials and Methods. Based on the reviewed forms and methods for organization of museum functioning in China, the USA, France, Great Britain, Canada, Germany, Italy and New Zealand the museum and science popularization center (SPC) activity analysis has been conducted to understand such indicators of their activities as funding, management documents in museum functioning, criteria and procedure for museum functioning assessment, etc. This has given us the possibility to discover common features and peculiarities of museum standards of these countries. Also, primary criteria and institutions for assessment of museums and science popularization centers in Russia have been determined. Through utilization of their activity assessment documents the outstanding centers and museums of Russia have been shown, the map of museums of natural sciences and science and technology museums of our country has been developed, the recommendations to increase their activity have been prepared. Based on the method of structural analysis and synthesis, the data have been studied and summarized, which allowed creating a model as a conceptual representation of the knowledge quarter functioning, predicting new approaches and tools for popularization of science in Russia. The identified approaches in the activities of Russian and foreign museums and popularization centers have been taken into account conceptually when forming proposals for improving popularization activities in Russia.\u0000\u0000Results. COVID-19 has fundamentally changed the architectonics of the global educational process. While many countries are still analyzing the consequences of the pandemic for education, the world’s largest institutions and organizations are already thinking about the future of education. The purpose of the article is to identify and summarize the prospects for the development of a post-digital university on the basis of this analysis.\u0000\u0000Materials and Methods. This article presents an analysis of a number of important documents of world organizations on the future prospects of the higher education system during and after the COVID-19 pandemic, as well as official documents on education systems in the Russian Federation and the Republic of Kazakhstan. The main methods of the proposed research are the analysis of program documents in the field of education, as well as a review of the philosophical literature of 2020‒2022 on the trends of the post-digital university.\u0000\u0000Results. In the worldʼs leading documents on the future of the education system it is shown that education is the main driving force of sustainable development. However, the COVID-19 pandemic has led to an unprecedented destabilization of the entire world education system. The analytical documents, in general, contains the following ideas: increasing the viability of education systems for sustainable development; rethinking education and accelerating positive transformations in teaching and learning. Based on the analysis of the situation, the documents suggested a number of effective measures, is the mains among which: digital transformation of universities; measures to support the research activities of universities. The article suggests that the digitalization of the educational process itself, described in the leading documents on education, will not lead to any results, unless it is accompanied by serious transformations in the content of education.\u0000\u0000Discussion and Conclusion. In a post-digital university, a radical paradigm shift is needed, the rejection of the neoliberal, standardized, algorithmic structure of the university, its transition to a socially significant, critical, responsible device. New technologies, as well as digitalization in education, should not be a goal, but a means. Only then can progress in education and significant social transformations be possible. Tourism is a dynamically developing branch of the economy. The COVID-19 pandemic seriously impacted not only on Russian economy as a whole, but also on its tourism sector. In Russia, tourism is recognized as one of the most affected sectors of the economy due to introduced quarantine restrictions. Domestic tourism in the context of the pandemic has become an impetus for the industry’s development. This study is devoted to the priorities and threats of the development of regional tourism to increase the efficiency of using the potential of domestic tourism and enlarge the demand for recreation in Russia by the population.\u0000\u0000Materials and Methods. The study is based on the results of the authors’ works studying the problems of the functioning of regional tourism, engaging in the search for promising directions that contribute to the growth of demand for tourism services in this market segment. To diagnose the state of the Russian tourism industry in a pandemic, assess the functioning of tourism in the region, identify threats and substantiate its development priorities, general scientific research methods were used: retrospective and comparative analysis, synthesis, analogy, generalization. The object of the study was the Vologda Region, a promising region of the North-West for the development of the tourism industry.\u0000\u0000Results. The specifics of the consumption of tourism services of the region in the context of the pandemic has been determined, the analysis of the tourism development in the region has been carried out, threats have been identified and priorities have been formed that contribute to the growth of tourism consumption in the Vologda Region. The author has established that the tourist resources of the region are poorly demanded by the population, which is due to noticeable competition from the neighboring regions of the North-West, as well as the poor provision of accommodation infrastructure and its slow growth, which causes low tourist demand. The importance of supporting the tourism development in the region in the context of the steady demand of Russians for resting in Russia has been justified.\u0000\u0000Discussion and Conclusion. The study makes it possible to identify the priorities and threats of the development of regional tourism.
