The modern development of Russia is based on the priority development of high-tech industries and the corresponding infrastructure as prerequisites for achieving technical and technological leadership in the global economy. The innovative development of the country largely depends on the success of scientific and technological policy at the regional level. The purpose of the study is to analyze the spatial regularities of the functioning of innovative territorial clusters to justify promising directions of state cluster policy.\u0000\u0000Materials and Methods. The study was carried out on the basis of official statistical information of the Federal State Statistics Service, information and analytical reports of the Association of Clusters, Technoparks and Special Economic Zones of Russia, official ratings of innovative development of regions, legislative acts of the federal and regional levels. Based on geo-information technologies, a series of analytical maps have been created that reflect and visualize various aspects of the functioning of innovative territorial clusters in the context of all regions of the Russian Federation.\u0000\u0000Results. Spatial patterns of the formation of innovative territorial clusters in the regions of Russia have been identified. It is noted that the implementation of the cluster policy contributes to a more rational use of federal budget funds by determining priority investment areas and establishing on this basis the recipients of state support in the cluster with the greatest potential in the context of limited financial resources. This is especially promising when justifying the stimulation of new high-tech industries and enterprises. The patterns of functioning and development trends of innovative territorial clusters are identified. Promising directions for improving Russia’s cluster policy are formulated.\u0000\u0000Discussion and Conclusion. The author considers that the main purpose of the emerging innovative territorial clusters is the saturation of the domestic market with high-tech goods, services and technologies to achieve the technological independence of the country. The canonical norms, customs and superstitions that regulate common church practices are not always clearly differentiated in religious consciousness. As a result, the substitution of superstitions for canonical norms and customs leads to a distortion of the normative foundations of religious practices. The purpose of this study is to identify the level of subjective and objective knowledge of clergy and parishioners about normative and non-normative religious practices based on the results of the authors’ sociological research. Materials and Methods. The empirical base is the data of a sociological study conducted in October-November 2022 among the clergy and parishioners of the Mordovia Metropolis of the Russian Orthodox Church with interactive questionnaire. A non-probabilistic approach to sampling was used; respondents were recruited through own networks of researchers. The use of comparative method made it possible to identify differences in the perception of canons, customs and superstitions by two groups of respondents. Within the framework of pilot study, the author’s sociological tools and methods for result processing were tested. Since parishioners and especially clergy are a hard-to-reach group of respondents, a non-probability approach was used to form the sample. This entailed a number of limitations of the study. Results. Subjective assessments of the level of religious literacy were analyzed, including the knowledge about canons, customs and superstitions. Not only the clergy, but also parishioners demonstrated a comparatively high level of awareness of the normative foundations of religious practices, although some parishioners have an inflated self-esteem. General ideas about the concepts of normative and non-normative were revealed, none of the respondents had any objections to the definition of the concepts of “canon”, “custom”, “superstition”. However, discrepancies were found regarding the assessment of some practices. Discussion and Conclusion. Four factors were identified, in which variables are grouped, demonstrating the different nature of respondents’ knowledge about canons, customs and superstitions: knowledge to distinguish customs and canons from superstitions; knowledge of the customs relating to events and situations; knowledge of the canons; knowledge of the canons relating to special religious knowledge, including those regulating the life of clergy. The relevance of the research is mainly due to the need to consolidate and solidarize the modern Russian students in the interests of the state and society development, especially in the context of the current social, political and economic turbulence of the current time. The purpose of the article is to identify the potential of solidarity and consolidation of students through their involvement in the activities of student organizations and associations (using the example of universities of the consortium of universities “Upper Volga – the Territory of innovation”). Materials and Methods. The research is based on two theoretical and methodological approaches: the theory of collective action and the theory of collective identity. The empirical basis of the research is the data arrays obtained during a series of 12 focus group interviews among university students of the consortium of universities “Upper Volga – the Territory of innovation” and interviews with experts who directly interact with students or study the problems of modern Russian students. Results. The study has revealed a significant potential of student associations for consolidation and solidarity of students through extracurricular activities. However, it also has made it possible to identify a number of deficits that reduce their effectiveness in this direction, the overcoming of which seems relevant in the modern social and political situation. Discussion and Conclusion. Student and youth associations are an important institution for the consolidation and solidarization of Russian students. They form not only value-orientational attitudes, which a significant part of young people can accept and include in the concept of their own worldview, but are also able to organize various forms of activity for the practical activities of Russian students. By the beginning of the third decade of the 21st century approaches to assessments and forecasts of the situation in the North Caucasus have changed in the doctrinal documents of the Russian Federation, the region is no longer interpreted as requiring priority attention of the state. The article sets out the task of analyzing the controversial results of the development of the North Caucasian Federal District and on the basis of this analysis to make a forecast for the development of the ethnopolitical situation in the North Caucasus until the middle of the current decade. Materials and Methods. The section identifies the sources of the empirical base, the main of which are the official data of Rosstat. The combination of quantitative (analysis of official documents) and qualitative (discourse analysis) research methods has expanded the possibilities of analyzing the obtained data and ensures the reliability of the results. Results. It is asserted that most of the factors of aggravation of the regional situation at the turn of the first and second decades of the 21st century continue to produce risks in the third decade. Palliative improvements in the economy and other areas of the North Caucasian community are shown. However, the main targets set out at the moment of the creation of the North Caucasian Federal District in 2010 have not been achieved. At the same time, economic problems do not have a significant destabilizing effect on ethnopolitical processes, the greatest risks are concentrated in the institutional sphere. Discussion and Conclusion. The conclusion is made about the possibility of maintaining a moderate conflictological scenario for the development of the regional situation until the middle of the third decade of the 21st century. Further clarification of conflictological scenarios should be carried out taking into account the unfolding “hybrid war”, in the context of which the problems of ethnic relations should once again become the object of special attention of the state; it is important to restore at the doctrinal level the status of the North Caucasus as a region of priority importance for the security of the state. {"title":"The Alternative for Germany and the Left Parties in the Eastern States: Transformation of Electoral Preferences","authors":"Alena D. The separate existence of East Germany over the years has led to the formation of unique electoral preferences of citizens. In eastern federal states the Left as the heir to the Socialist Unity Party of Germany remained one of the leaders for a long time. However, in recent years its traditional electorate has increasingly begun to choose the Alternative for Germany. The aim of this article is to identify the main reasons for this shift in preferences in East Germany. Materials and Methods. The main materials were the results of the elections to the Bundestag and Landtags. The statistics illustrating the performance of the Left on the national average and separately in East Germany in the national elections since 2009 was processed with the help of comparative analysis, the same was done with regard to the subnational elections since 2009 and 2011. The results of the Alternative for Germany were evaluated from its inception in 2013. Additionally, the data was used on preferences among voters of various age groups, the rating of the National Democratic Party of Germany before and after the advent of the Alternative for Germany, as well as GDP per capita indicators. Results. It is confirmed that it was the Alternative for Germany that mainly occupied the former niche of the Left. The main reasons that comprehensively influenced electoral preferences include the generational change, the unsuccessful adaptation of the left forces to Western values, the unpopularity of anti-capitalist rhetoric, the presence of more influential opponents on key left-wing topics, the demand for conservative and opposition ideology (e.g. in migration policy), as well as the ability of right-wing populists to work with protest voters. Discussion and Conclusion. The decline in the ratings of the left has become a rather stable phenomenon in recent years, while the performance of the right-wing populists strongly depended on the reaction of the party to a particular political crisis. However, this was more about the general popularity of the Alternative for Germany, which did not imply real prerequisites for the return of the electorate to the Left. One of the tools for positioning the territory and a way to create a positive image is to demonstrate its unique ethnic heritage. Mordovia, having rich experience in organizing mega events, is currently focused on holding a large number of small-scale events. The purpose of this article is to identify the attitude of the population to the ethno-folklore holidays held and to assess the level of interest shown in them in the context of the problems of promoting the image of the region. Materials and Methods. The information basis of the study was the results obtained using a combination of methods: a sociological survey (of the population and the target group) and an analysis of interactive documents (statistics of queries in the Yandex search engine by keywords). The data of the online survey allowed us to determine the attitude of the population to the studied portfolio of eventful activities. Comparing the intensity of search queries with the situational context made it possible to record and evaluate the interest shown in ethnic holidays. Results. According to a sociological survey, the idea of promoting the region through ethno-cultural events enjoys support among the population. Employees of cultural institutions attach significant importance to them; the population gives priority to sports competitions and theater festivals. For respondents who perceive the region positively, ethnic and folklore holidays are of greater value. Comparison of these search queries with the thematic event context made it possible to reveal the stability of interest in ethno-cultural events held in the republic. It has been established that during the holidays the number of queries of a reference nature (naming and location) increases significantly, but there are no search queries about entertainment, ritual and gaming components of events that form ethnic specificity. Discussion and Conclusion. The results obtained allow us to conclude that the ethnic marking of small-scale events is an effective way to attract attention and a successful strategy for developing the external and internal attractiveness of the region. This article presents the results of the first comprehensive study on volunteer participation in the field of rescue work in modern Russia. The study utilized data collected through an online survey of volunteers from rescue organizations to examine the socio-demographic characteristics of volunteers, their motives and values, the experiences they gained, and their perspectives on various aspects of volunteering and rescue activities. The objective of this study is to identify the distinct features of civic participation in this field. Materials and Methods. The study has relied on the findings of a large-scale online survey of Russian volunteers. Descriptive statistical methods were employed to analyze the data, including frequency analysis and contingency tables using the Chi-square criterion. These methods were particularly useful in characterizing the socio-demographic profile of volunteers, their most common practices, and their motivational structure. Additionally, the method of value portraiture by S. Schwartz was used to identify the value structure of rescue volunteers, while a comparison of average values was conducted. To investigate the predictors of volunteer activity termination, the study applied binary logistic regression procedures. Results. The study has identified several characteristics of volunteers in the field of rescue work. Volunteers tend to have a higher social status, holding positions in the professional hierarchy comparable to mid- and top-level specialists. They also tend to have a university degree, an above-average income, a family, children, and personal transportation. The study has also found that the organization plays a significant role in the continued participation and self-identification of volunteers. Conflicts within the community emerge as the primary predictor of volunteer disengagement, along with factors such as income decrease, family circumstances, and changes in personal interests. Discussion and Conclusion. The study has highlighted the challenge of distinguishing between collective and reflexive styles of participation in rescue volunteering. Further research is needed to understand the role of the organizational factor in shaping the professional and moral development of rescue volunteers, by analyzing entry into and continuation of volunteer participation over time, as well as exploring qualitative data on participation in rescue organizations. According to the law of differentiation, the uneven development of the elements of the system leads to its heterogeneity and is a necessary precondition for the process of evolution. By weakening the links between the elements of the system, differentiation initiates disturbances during coordination processes. The objectively existing contradiction in the organization of socio-economic systems between coordination and differentiation can be overcome by managing the process of differentiation of the elements of the system. The aim of the study is to build an economic and mathematical model of regulated differentiation of regional socio-economic systems (subjects of the Russian Federation, the country as a whole), allowing to establish the conditions and limitations of equilibrium trajectories of their functioning, as well as to determine the parameters of differentiation that stimulates economic growth. Materials and Methods. The hypothesis of the study is an assumption about the influence of intra-territorial differentiation on economic growth and socio-economic development of the region. The methodological approach based on the representation of the model of uneven development of territories in comparison with the dynamic characteristics of their economic development is proposed and implemented. The approach is based on the study of the properties of nonlinear autonomous dynamic systems. The model is presented in the form of a system of differential equations in the space of values of the decile coefficient of differentiation and gross regional product per capita. Results. The calculations carried out on statistical data for the constituent entities of the Russian Federation for 2 years empirically confirmed the hypothesis put forward about the impact of intra-territorial differentiation on the economic development of the constituent entities of the Russian Federation. The results obtained complement the theoretical ideas about the stimulating effects of uneven territorial development and confirm the consistency of the provisions of the concept of regulated differentiation of socio-economic development of territories. Discussion and Conclusion. Prior studies have connected entrepreneurship to the economic growth of regions. This fact has led to an increase in academic interest on regional entrepreneurship in Russia and around the world. However, these studies are highly diverse in their research scope, goals, methodologies and results. Therefore, the goal of this paper is to provide some coherence and synthesis to academic research on regional entrepreneurship in Russia. Materials and Methods. Using a bibliometric method of analysis, this research presents an empirical review of academic studies on entrepreneurship in Russian regions. To maintain a quality threshold, our research focus was limited to studies indexed in the Scopus citation database. We analysed 361 articles from 2006 to 2022. The research includes a thorough performance analysis and a scientific mapping of the field. Results. Our results show that the main thematic clusters include entrepreneurship, innovation system, government support, knowledge economy and competitiveness, while emerging themes include pandemic, digitalisation, higher education and investment attractiveness, among others. Also, we identified a number of research gaps, particularly in the sociological research of entrepreneurs, and propose suggestions for future research. Discussion and Conclusion. The motivation for this research is the social contradiction between the need of the modern Russian state for effective socio-cultural integration of various regions of the country, on the one hand, and yet insufficient consideration of the peculiarities of their estate social structure in this process. The purpose of the article is to consider the estate class structure of the regions of Russia as one of the factors of their socio-cultural integration. Materials and Methods. The object of the study is the socio-cultural integration of Russian regions. The subject is the role of the estate class structure of regions in the process of their socio-cultural integration. A number of general scientific methods are used in this study: analysis, synthesis, induction, formalization, idealization, hypothetical-deductive method, analysis of scientific literature, secondary analysis of empirical studies, analysis of state statistics. As the main was used estate structure approach and variants of the socio-cultural approach. Structural and functional concepts were also used. Results. It was found that the elements of estate class structure such as titular or non-titular estates are not equally represented in different regions of the country. The definition of the concept of socio-cultural integration of regions is introduced. The role of the estate class structure of the regions in the process of their socio-cultural integration is determined. It is concluded that the combination of estate and stratification (class) structures of society, due to the inevitable contradictions between them, can lead to the emergence of institutional, value and other social conflicts that act as an obstacle to effective socio-cultural integration of regions. This may lead to the socio-cultural fragmentation and disintegration of regions. Discussion and Conclusion. The results of the study can be used to enhance the effectiveness of the socio-cultural integration of Russian regions, as well as to improve regional social policy.
