The population aging in Hanoi Capital and Ho Chi Minh City (Vietnam) coincides with the development of the 4th Industrial Revolution and digital transformation. The article aims to analyze the current state of social adaptation of elderly people in Vietnam to the digital transformation of society through their attitudes and levels of accessing and using to certain types of digital technologies in the economic, political, social and cultural field.\u0000\u0000Materials and Methods. The sociological survey of 984 elderly people in Hanoi and Ho Chi Minh City was conducted from May to September 2022. SPSS version 25.0 was used for statistical analysis and quantitative testing. The national census reports and population aging data were also analyzed.\u0000\u0000Results. Elderly people are poorly aware of the function and usefulness of some digital technologies, although this technologies are quite popular, necessary, and even created only for them. Therefore, they do not have good access to them. The main reasons are ignorance, the absence of help and guidance. However, elderly people believe that digital technologies will help them live happier and more convenient.\u0000\u0000Discussion and Conclusion. Equipping the younger generation with digital knowledge and skills is a necessary preparation for the goal of “active aging” in digital era. The government needs more relevant projects to improve the social adaptation of elderly people; pay attention to the best solution to the digital divide for elderly people being in rural area, poor group, low education and living alone. The results of this article provide some important implications for state agencies, elderly associations, family institutions and the elderly. The involvement in the economic circulation of production waste is one of the priority objects within which sustainable development is implemented. The purpose of the article is to explore the issues of waste generation and directions for their use in statistical, legal, strategic and economic contexts, to compare approaches to the involvement of waste in economic circulation in Russia and the European Union countries.\u0000\u0000Materials and Methods. The study used data from the Federal State Statistics Service of the Russian Federation and the Statistical Service of the European Union. Using the methods of descriptive statistics, the indicators of the generation and usage of waste in Russia and the European Union countries have been studied; the methods of comparative analysis made it possible to consider the directions of involving production waste in economic circulation by sectors of the economy and approaches to involving waste in economic circulation in Russia and the European Union countries. Using the method of generalization and synthesis of profits in transactions, the authors made the main conclusions.\u0000\u0000Results. It is concluded that, despite the discovery of unresolved problems with production waste, the European approach to identify waste achieves the certain results, in particular, sustainable waste management systems have been established and instruments aimed at preventing and reducing waste, increasing the content of recycling are being applied. In Russia, for the most part, this refers to promising areas, based on international best practices, in the specific experience of the European Union countries, it is assumed that the industry processing, utilizing and neutralizing waste will be observed and prescribed.\u0000\u0000Discussion and Conclusion. It has been revealed that the problem of waste exists both in Russia and in the European Union countries, but each time it is approached differently. In general, the countries have created a system for dealing with regulation of waste production, have designed targeted strategies aimed at creating a circular economy. Effective management of regional socioeconomic development processes is not possible without an objective understanding of impact on the economy exerted by internal territorial disparities. The lack of open data in the official statistics concerning settlements and displaying such a basic indicator as an average wage does not contribute to the task also. For the first time, the suggested solution of the following problem is to use an alternative source of data ‒ Russian form of personal income tax (5-NDFL) tax reports. The goal of the article is to determine territorial disparities between average wages on the settlement level in the North-West Federal District.\u0000\u0000Materials and Methods. The research covers all municipalities of the North-West Federal District from 2015 to 2020. Average wages in urban and rural settlements, municipal districts and city districts were calculated based on the analysis of 7947 5-NDFL tax reports. A comparison was made with the data from the official statistics. The coefficient of variation and the Gini index were calculated for each area and the North-West District in whole as well as the difference between progressive and regressive types of average wages. Mappings were made for selected municipal areas.\u0000\u0000Results. Based on the data extracted from 5-NDFL forms, the research suggests a method of average wage calculation in municipalities. The proof is given that the following tax reports can be viewed as an appropriate source of data for determination of income inequality in case of settlements. It is established that territorial disparities in the Federal District have decreased due to the slight growth of average and median wages. Through the example of selected municipal districts, the research displays the existing difference in wages amid urban and rural settlements and also indicates the decisive role of the area center in the consolidated regional scores.\u0000\u0000Discussion and Conclusion. A comparative analysis of inequality indicators in wages has revealed higher values of territorial disparities at the settlement level. At present, the tasks of forming civic identity actualize the issues of digital civic participation and understanding the specifics of online activism as a factor and indicator of youth civic identity. The purpose of the article is to build a typology of models of digital civic activism and analyze observational models as a mechanism for the manifestation of civic identity.\u0000\u0000Materials and Methods. The study is based on the results of a survey of residents of the Sverdlovsk region aged 14–25 years (n = 1 150). The object includes students (schoolchildren, secondary vocational schools and higher educational institutions) and working youth. The use of correlation analysis and the calculation of power-law averages made it possible to determine the relationship between digital participation models and the manifestation of civic identity.\u0000\u0000Results. A typology has been made based on the status of involvement, three categories have been constructed: observers, doers, digital passivists. Young people include an observer position in the forms of manifestation of civic digital activism. The group of “observers” inside is heterogeneous and can be differentiated by the intensity of the use of digital practices. It is determined that the discrepancy between self-identification as an observer and real practices of digital civic participation create internal contradictions in the formation of civic identity.\u0000\u0000Discussion and Conclusion. The study made it possible to determine that young people’s identification of themselves as “citizen observer” is a convenient model for them, which allows them to overcome the contradictions of identity and performs a number of functions. The transformation of the position of an “observer” into an interested one and easily switching from an outside observer to an active participant and vice versa was recorded. Demographic problems are one of the acutest in modern Russia. Negative demographic trends which are specifically manifested in the regions of the country, actualize the study of trends, causes and consequences of the decline in fertility. This will allow developing more effective measures of state support and stimulation of the birth rate. At the same time, the study of regional differentiation is especially in demand in relation to higher-order births. An increase in the number of births of third and subsequent children is necessary to overcome negative demographic trends and increase the population in the country. The purpose of the article is to study the features of regional differentiation of high order births in Russia and to assess the influence of economic factors on them.\u0000\u0000Materials and Methods. The demographic indicators of Rosstat for 2018–2021, presented in the regional context, were used as an information base; ratings of regions of the agency RIA Rating. The methods of descriptive statistics, correlation analysis and comparison tests were used. Based on the Tukey criterion the regions with atypical values of the birth rate were identified and described separately.\u0000\u0000Results. The analysis has revealed a high level of regional differentiation of higher-order births; showed no relationship between the birth rate of third and subsequent children and the following economic factors in the regions: the implementation of regional maternity capital programs, the level of socio-economic development of the region and the level of well-being of families in the region. The analysis has showed that these factors are not related to the nature of the dynamics of the birth rate of third and subsequent children in the regions of Russia.\u0000\u0000Discussions and Conclusions. The results obtained have allowed us to conclude that the determinants of high-order births in Russia are not limited to the economic conditions of the population’s life. The effectiveness of the economic measures implemented in the country to support and stimulate high-order births has not been confirmed. The results can be used to evaluate the effectiveness of pronatalist state measures. Currently there is a tendency of intensity of manifestation of social and political relations in the socio-political interaction of the population and government representatives. Citizens in the conditions of network reactive communications in the information field, are included in the stages of planning and implementation of territorial administration, demonstrate a request for innovative projects, products and practices of interaction in the urban area. The purpose of the study in to study the nature and features of the socio-political interaction of citizens with the authorities in the mode of mastering transport innovations.\u0000\u0000Materials and Methods. During the check, the method of content analysis was applied. It was possible to obtain separate units of measurement – estimates of the use of financial innovation resources in the cities of Kemerovo and Novokuznetsk. The analysis of news portals and publications of city events, as well as public pages of communities in social networks, revealed active, loyal and passive categories of users of transport services, discovered and associated with the development of social innovations, including strategies for attitudes and behavior towards the movement of residents of the region.\u0000\u0000Results. The experience of passenger transport reform has shown the presence of contradictory civic assessments and requests for innovation, the population is confidently involved in active and responsible, judging by the statements of many residents, participation in the development and filling of the urban environment with new communication practices. As a result of the research, we have found slightly different strategies for mastering innovations. In Novokuznetsk, the initiators of the innovation chose a more dynamic and transport-oriented strategy. The main corrective and mobilizing stages were carried out directly in a given time lag. In Kemerovo, a strategy (model) of consistent incorporation of transport innovations into the existing scheme of urban communications was applied. There are noticeable differences in the use of instrumental, economic, cultural and social resources within the framework of the introduction of transport innovations.\u0000\u0000Discussion and Conclusion. According to the results of the research, it was possible to find the following areas that require the attention of researchers and managers: the relevance of network communications in relation to urban problems (“digital policy”); social communications of the urban population and the authorities in the conditions of reactive relations; transport passenger communication of the city (urban agglomeration). The problems of preserving the sovereignty, national identity, territorial and cultural integrity of Russia have become now particularly relevant in the framework of the global confrontation with the West, and have become important factors in the consolidation of Russian society. The purpose of the article is to assess the role of civil society and the expert community’s views on the geopolitical future of Russia in the context of preserving the territorial and cultural integrity of the country as a factor of consolidation of Russian society.\u0000\u0000Materials and Methods. The empirical basis of the article is the results of the sociological monitoring “How do you live, Russia” (1992–2022) and the data of in-depth interviews of experts obtained as part of the study “Forecasts and alternatives for the development of Russia by the eyes of Russians” (2021), which were conducted with the participation of the authors of the article. The sociological monitoring survey allowed to study the dynamics of citizens’ perceptions of the geopolitical future of the Russian Federation and to trace the connection of the main trends with the indicators of consolidation of society included in the toolkit. In-depth interviews were aimed at identifying the dominant points of the expert community’s view that determine the direction of public discourse.\u0000\u0000Results. The preservation of the integrity of the Russian Federation and its sovereignty in the long term does not cause doubts among experts or the population, even in the conditions of a crisis and uncertain future associated with the formation of a multipolar world. Optimistic scenarios are considered, emphasizing the strengthening of Russia’s role in the new world order, and pessimistic ones, reflecting isolation models of development.\u0000\u0000Discussion and Conclusion. Although the multinational composition of Russia and the federal structure can be interpreted as a potential threat to the internal destabilization of the country, a favorable trend in the field of interethnic and interfaith relations in Russia has been observed since 2016. Both the population and the majority of experts are optimistic about the prospects of interethnic and interregional relations against the background of the emerging civil identity. An integral part of the general historical memory of Russia as the state-successor of the Soviet Union is the memory about the Soviet past. In the light of the intensification of attempts by the influential international actors to falsify and revise the modern history, the creation of its integral picture, equivalent and non-controversial for the authorities and society, is of particular relevance. The purpose of the study is to determine the specifics of the representation of the topic of historical memory by the parliamentary parties of the Russian Federation at the present stage.\u0000\u0000Materials and Methods. The key research methods are comparative, synchronous analysis, traditional and discourse analysis of documents. The most important materials are normative legal acts and conceptual and strategic documents of the Russian Federation, program documents of parliamentary parties of Russia, information posted on their official websites, as well as in the System of Legislative Support. Totally they made it possible to verify the principled positions and probable directions of the formation of the state policy of the memory of Russia, taking into account the need to implement the continuity of the national statehood.\u0000\u0000Results. Similar and distinctive features in the interpretation of the Soviet past in the party discourse, semantic images and plots are revealed. The main initiatives and actions of the Russian parliamentary parties and their regional branches in the Republic of Mordovia for the preservation of historical memory are characterized; their participation in the development and implementation of historical and patriotic projects is shown. The party practices are emphasized in the plane of protecting the historical truth about the Great Patriotic War and the feat of the Soviet people. The predominant activity of the “old” parliamentary parties in the area under consideration has been found.\u0000\u0000Discussion and Conclusion. The conducted research has demonstrated the ambiguity of the status of parliamentary parties as mnemonic actors and articulates significant gaps in the interpretation and promotion of positively filled memorial narratives in relation to the Soviet past. Modern Russia and Türkiye are dynamically developing geopolitical centers actively participating in the formation of a new model of international relations. The purpose of the research is to determine how historical models and patterns of interaction of the two states have influenced on current cooperation and their possible clash in the near future and compare their main resource opportunities for obtaining the status of a power in the new world order.\u0000\u0000Materials and Methods. The study is carried out within the framework of the paradigms of classical geopolitics using system, geopolitical, civilizational and historical approaches. The authors consider the historical experience of Russian-Turkish relations in the form of the interaction of imperial systems.\u0000\u0000Results. It’s seen that although Russia and Türkiye can be seen as historical antagonists, their imperial nature is based on Eurasian spatial projects that influence their contemporary foreign policy. Despite the12 Russian-Turkish wars, the powers have never posed an existential threat to each other and have had unprecedented periods of political rapprochement, while at the same time they have faced the existential challenges from the united West. Now, having a significant space for cooperation in the economic and geopolitical sphere, Russia and Türkiye clash in three key regions: the Eastern Mediterranean and North Africa, the Black Sea region, the South Caucasus and Central Asia. The central issue of interaction is the problem of the functioning of the Black Sea straits. The issue was updated after the start of the Special Military Operation of the Russian Federation in Ukraine, when Ankara, on the basis of the Montreux Convention, blocked the straits for all warships that benefits Russia.\u0000\u0000Discussion and Conclusion. The sovereign revival of Russia and Türkiye is a reason for an extremely unstable climate of bilateral relations, within which a positive agenda is currently being formed due to the personal factor of the two presidents: painful issues to be postponed for future. The recent imperatives challenge the conventional innovation system in Russia and initiate developing the concept of open innovations. The paper targets analyzing the comparative characteristics of the concept of open innovations to be implemented at three levels, federal, regional, and corporate one, to clarify features and barriers that hinder a diffusion of innovations.\u0000\u0000Materials and Methods. The study has been performed employing statistics collections to analyze the degree of applying open innovations at various levels. Using the method of hierarchical analysis and the k-means method, we have clustered subjects in Russia into three strata depending on the power of cooperative ties. The results of the correlation analysis allowed us to clarify the factors influencing the development of open innovations.\u0000\u0000Results. The conclusion has been derived about insufficiency in supporting an implementation of open innovations at the federal and regional levels that negatively affects their performance in the corporate sector. The open innovations are more frequently initiated in large business companies. However, organizations note a lack of information about inventions and difficulties to interact with various actors. These conclusions have been demonstrated while analyzing the dynamics of regions in terms of using a scientific cooperation by organizations. As a result, the authors identified the major barriers for implementing open innovations.\u0000\u0000Discussion and Conclusion. General directions for the domestic development of open innovations have been formulated to contribute to stimulating a growth in the number of participants and their interest in innovations, expanding spatial and industry boundaries, as well as initiating new solutions in conventional technologies.
