The choice of Korea and Türkiye to analyze the behavior model within the framework of the changing international order is primarily due to such facts as maintaining close ties with Washington since their formation and their reference to each other as “brothers in blood”. Nevertheless, the historical paradigm of building the foreign policies has shown that there are some common directions that should be marked as “brotherhood in spirit”. The comparative analysis given in the article identifies the modern behavioral models of “the land of morning calm” and the Republic of Türkiye towards a changing geopolitical reality. The purpose of the study is to analyze the common points of intersection in the political processes of the two republics from the moment of their formation to the present days, also to identify the role of the “middle powers” during the Ukrainian crisis.\u0000\u0000Materials and Methods. The methods of induction and deduction, the method of content analysis, the method of comparison and analysis, and the statistical method as well as the civilizational approach were used in the research process. Due to the methods used, the authors of the article have managed to conduct a comparative analysis in these planes. The information base was made up of materials presented in news sources, statistical materials of international organizations, publications of scientists and experts.\u0000\u0000Results. A comprehensive country comparative analysis of states’ foreign policy trends in the XX and XXI centuries has been carried out, as well as their interaction with the “West” and the “westernization” of their course at the present stage – “brotherhood in spirit”. Also, the researchers have carried out main conclusions on their role of middle powers and regional actors due to the ongoing tectonic shifts in the international paradigm.\u0000\u0000Discussion and Сonclusion. Analyzing their “brotherhood in spirit” during the Ukrainian events, it is noted that Türkiye, in comparison with Korea, pursues a more independent course from the West, taking into account its own interests, while both are characterized by a “two-track” policy. Both states are taking a wait-and-see position in the conditions of the emerging political conjuncture of global interaction. The practical significance of the work is the analysis of the behavior of two countries – Korea and Türkiye – as “middle powers” in a changing world order. The importance of economic security issues for migration-attractive regions, especially the exclave Kaliningrad region, is growing. Increasing migration gain from Russia’s regions both brings obvious benefits and poses additional challenges. These include those related to the influx of workers whose professional qualifications do not suit the needs of the regional labour market. Thus, the article aims to analyze the compliance of the mechanisms for regulating internal migration with the work-related pull factors to ensure the Kaliningrad region’s economic security.\u0000\u0000Materials and Methods. The study relies on Kaliningradstat’s regional migration data for 2014–2021 and the interviews with representatives of various sectors of the regional economy, including migrants, conducted by the authors in the summer of 2022. The paper provides systematized and structured results of the content analysis of various sources on the implementation of labour policy and, in particular, the policy of attracting workforce (information and reference portals and websites of international, national and regional institutions, official statistical data by IOM and Rosstat).\u0000\u0000Results. Drawing on the example of the Kaliningrad region, the study considers several understaffed fields of occupation, including medicine, research and education, ICT, and small and medium-sized enterprises. Based on international and Russian research it analyses work-related mobility factors for each of them. It also classifies the practice of using external and internal migration selection mechanisms.\u0000\u0000Discussion and Conclusion. Based on the survey of migrants and employers in the Kaliningrad region, the study develops and discusses a list of pull factors and mechanisms for each considered workforce group that can be used to design policies for attracting workforce to the Kaliningrad region. Currently, the development and convergence of virtual digital practices actualizes the need for theoretical and methodological understanding of the transformations of social capital in the urban environment. The purpose of the article is to explore the process of changing the mechanisms for the formation of social capital, based on expert assessments and the results of an analysis of public opinion, as well as conjunctive processes that are being transformed under the influence of the digitalization of urban spaces.\u0000\u0000Methodology and Methods. The methodological basis of the study consists of the provisions of the social capital theory, the theory of social conjunction; the concept of digitalization of social reality. The empirical base of the scientific article includes the results of a complex of sociological studies conducted by a team of authors of Belgorod State University in 2020–2022. The research data has made it possible to determine the dispositions of various population groups in relation to the social consolidation of urban communities in the context of the digitalization of the urbanized environment, as well as to identify the specifics of values, attitudes and behavioral motives in the implementation of consolidation practices.\u0000\u0000Results. On the basis of empirical data, it has been possible to reveal that the process of forming and building up the social capital of urban communities has serious limitations that do not disappear in the course of digitalization of the urban environment. On the one hand, this process creates opportunities for consolidation based on social digital platforms; on the other hand, network social capital turns out to be very fragile, since it does not involve “live communication” and does not connect the participants of the interaction with reliable grounds.\u0000\u0000Discussion and Conclusion. The analysis has made it possible to note that, while creating new conditions for communication and unification of citizens, digitalization also leads to the emergence of new barriers, the most significant of which is the lack of “real life communication”, which prevents the participants of interaction from being bound by reliable grounds. In modern foreign policy problems of Russia’s development, the need to implement the formation and preservation of the human capital of the population is increasing. Formation and effective use of human capital influences the creation of new technologies and products. At the same time, for many less developed regions – the so-called depressed territories – their socio-economic condition is associated with a low level of reproduction and implementation of the human capital of the population. The accumulation of human capital can have a beneficial effect on the development of depressed territories. The purpose of the article is to assess the human capital of municipalities with different levels of socio-economic status.\u0000\u0000Materials and Methods. The study has used a database of statistical indicators of municipalities of the Perm region. To assess the human capital of the population, we have used the index method, in which statistical indicators are combined into blocks: demography, education, health and sports, economics, culture.\u0000\u0000Results. A correlation between the values of the educational and demographic indices has been revealed. We have found a relationship between the level of socio-economic status of the territory and the educational index. Territories develop most rapidly in the presence of not only the necessary infrastructure for the formation of human capital, but also a developed economy. None of the development indices of the quality of human capital (education, health and sports, culture) have a direct impact on the economic growth of territories. In some depressed municipalities, there is a high birth rate of the population in the presence of social infrastructure and the quality of human resources necessary for the development of human capital.\u0000\u0000Discussion and Conclusion. The practical significance of the study is determined by the need to influence the regional policy of human capital management in peripheral and depressed territories. It is proposed to adopt at the legislative level mechanisms for identifying depressed areas and measures to support them. The relevance of the study is due to the modern activation of the phenomenon of Russophobia in Western countries and the associated need to study its origin and specifics, as well as to develop Russian mechanisms to counter this phenomenon. The purpose of the study is to characterize the essence of the genesis and features of Anglo-Saxon Russophobia during its ideological formation in the context of the geopolitical rivalry between the states of the West and Russia.\u0000\u0000Materials and Methods. The research has been based on the study of the writings of British authors (military, diplomats and publicists) – contemporaries of the events under consideration, materials from the British media in the first half of the XIX century, reference and conceptual-terminological editions. The methodological basis of the research is the synthesis of systemic and geopolitical approaches within the paradigm of neorealism, which has led to the use of the institutional, historical-genetic and activity methods.\u0000\u0000Results. The reasons, the context of occurrence and the definition of the concept of “Russophobia” have been clarified. The features of different variants of Russophobia have been characterized. The genesis of Russophobia of the Anglo-Saxons has been examined. The relationship between Anglo-Saxon Russophobia and geopolitics has been revealed. The evolution of the traditional features and essential characteristics of the Anglo-Saxon version of Russophobia has been shown. Features of Russophobia of the Anglo-Saxons as an ideology have been identified.\u0000\u0000Discussion and Сonclusion. The conducted research testifies to the presence of features of the Anglo-Saxon Russophobia as an ideology in the form of permanently manifesting attitudes, the activation of which has been due to the intensification of geopolitical rivalry. The study continues the approbation of the methodology of cluster identification, developed earlier by the authors and the study of regional industry specialization, within the framework of which the database “Clusters of Russian Regions” was developed. The relevance of the topic is the necessity of the methodology for complex clustering of regions in order to provide further recommendations for the development of industrial sectors. The purpose of the article is to develop and test the methodology for identifying clusters on the territory of Russia based on the synthesis of functional and spatial approaches.\u0000\u0000Materials and Methods. The analysis of intersectoral relations within the framework of the functional approach consisted in the application of the maximum method, which allows to trace the chain of consumption relative to the main suppliers and main consumers between industries based on the Russian “Input – Output” table of 2016. The spatial approach was implemented by calculating location quotients, determining z-scores, correlation coefficients analysis between clusters’ location quotients to establish regional and interregional links.\u0000\u0000Results. The results of the article have tested the methods proposed by the authors for the clustering process of regions. The results obtained after applying the methods revealed the localization of the cluster “Chemical Products” in the territories of certain regions of the Russian Federation and its existing significant functional and spatial relationship with the clusters: “Construction”, “Production Equipment” and others. Moreover, it has been determined that the chemical industry has different types of connections: both the functional connection (with the “Metallurgy” cluster) and the presence of spatial communication: interregional (“Construction”), regional (“Production equipment” and others). Therefore, it has been proved that an integrated approach is necessary to identify industrial clusters.\u0000\u0000Discussion and Conclusion. Considerations of previous studies on regional clustering and our obtained results on the cluster “Chemical products” have confirmed the need to use the complex methodology of regional clustering, which includes the synthesis of functional and spatial approaches, since both approaches separately have their limitations: functional connection does not mean the existence of spatial (analysis of clusters “Chemical products” and “Metallurgy” interconnection) and vice versa. This result will help to comprehensively solve the problem of the chemical industry development in Russia, due to the understanding of the competent placement of enterprises and taking into account the relationship with enterprises of various industries. Despite the fact that the problem of spatial integration is widely studied by scientists, science has not developed an unambiguous understanding of the factors that ensure it in practice. At the same time, the experience of developed countries indicates an increase in the role of non-economic (“soft”) factors, which include close social ties between territories. The purpose of the article is to study the social ties of the population of the northern regions of Russia from the standpoint of considering them as a “soft” factor in the integration of the socio-economic space.\u0000\u0000Materials and Methods. The object of research is the European North of Russia as an open regional socio-economic system. The theoretical part of the study is based on a critical analysis of the scientific literature on the issues of spatial integration and the study of social ties as a factor that ensures it. The analytical part is based on the use of a sound methodological approach to the study of social ties of territories, based on the results of a comprehensive analysis of the Big Data of the social network “VKontakteˮ, as well as sociological surveys of residents.\u0000\u0000Results. The role of social ties as a “soft” factor of spatial integration is substantiated. Using the developed methodological approach, the internal social ties of the northern territories, the trends towards their spatial transformation associated with the active centripetal vector of population migration to the large cities of the region, as well as St. Petersburg and Moscow, have been revealed. This leads both to the activation of agglomeration processes and to the rupture of ties with remote territories.\u0000\u0000Discussion and Conclusion. The hypothesis about the presence of closer ties between neighboring territories is confirmed, which is especially evident for the Arkhangelsk and Vologda regions. However, in order to deepen integration processes, it is also important to support their production, economic, cultural, educational and other ties. The scientific significance of the work lies in the expansion of approaches to the study of spatial integration factors; substantiation of tools for a comprehensive assessment of the social ties of territories. The article is devoted to the actual problem of youth educational migration – a key factor influencing the personnel potential of the region. The purpose of the article is to identify the specifics of youth educational migration from the Republic of Mordovia, to determine the emerging type of migration in comparison with other regions, and to formulate proposals for the needs of regional development.\u0000\u0000Materials and Methods. The empirical basis of the article is demographic data on interregional migration for 2017–2021 in the context of ages (17–27 years old), databases of “educational data” based on the results of the Unified State Examination and admission to universities of applicants. General statistical methods and approaches were used, data processing and visualization in the pivot tables and charts was carried out, application software and libraries of the Python language (numpy, pandas, matplotlib) were used. The tools made it possible to identify migration indicators in relation to the region, analyze them, and visualize the parameters of educational migration.\u0000\u0000Results. It has been established that until recently the Republic of Mordovia was a donor region for educational youth migration. However, since 2018–2020, there has been a trend towards the transition to the position of a “transit” region: the balance of migration of 20–22 year olds and older is negative, but the balance of migration of 17–19 year olds is positive. The directions and proportions of educational migration have been established in relation to the entire contingent of graduates and certain categories. A number of assumptions and hypotheses are put forward for subsequent verification on the entire general population (“big data”) of applicants in the Russian Federation.\u0000\u0000Discussion and Conclusion. The objective conditions of the “post-COVID” reality and external restrictions in terms of educational migration can significantly increase the role of regions. Achieving a “balance” state with compensation for outgoing migration, the preservation and renewal of human capital seems possible. The data on educational migration by region, principles of analysis and conclusions will be useful both for researchers in the field of data science, migration processes, the sociology of education, and for educational and social authorities to adjust forecasts and regional development projects. The relevance of quantitative analysis of the impact of climate variables on macroeconomic indicators of monetary policy according to Russian data in the regional aspect is due to the absence of such research. The purpose of the article is to perform a quantitative assessment of the climate change impact on key macroeconomic variables of monetary policy on panel data by Russian regions.\u0000\u0000Materials and Methods. Russian regions were the subject of the study. For calculations, the authors have formed the information base for 79 regions of the Russian Federation from 2000 to 2020 according to Rosstat. The applied methodology is based on the author’s approach, combining the use of factor analysis by region at fixed year and econometric modeling using integral factors obtained at the previous stage on the panel data by region. Econometric analysis was performed using a generalized method of moments and a two-stage systematic generalized method of moments.\u0000\u0000Results. The significant impact of climate change on key macroeconomic variables controlled in the development and implementation of monetary policy measures – gross regional product and consumer price index – has been identified empirically. The research was based on econometric modeling.\u0000\u0000Discussion and Conclusion. Objective climate change taking place in the Russian regions may adversely affect the economic situation, which requires intensification of implementation and development of measures aimed at improving the environmental situation: reduction of CO2 emissions, development and use of forest-saving technologies, etc. It is proposed to consider the climate situation in the implementation of monetary policy. The whole world is concerned about the severe socio-economic consequences of the pandemic, the most threatening of which should be considered the death of a large number of people, the general economic downturn, inflation reducing living standards, the threat of increasing hunger, the aggravation of humanitarian problems in poorly developed countries due to a reduction in foreign aid, etc. But if the negative economic consequences are compensated over time (many countries of the world, and Russia is one of the first on this list, have already returned to the pre-pandemic level in 2021), then the human losses suffered by many countries are irreplaceable. Doctors talk about the need to combat post-COVID syndrome, which can also worsen the health and quality of life of citizens. As demographic history shows, such events affect the development of the population for quite a long time. States have struggled with the new dangerous infection in different ways. The set of measures to counter COVID-19 in some countries was based on a policy of “zero tolerance”, others limited themselves to the introduction of only some temporary and not very strict prohibitions. The results of the measures taken also differ dramatically: some countries have been pushed back many years in terms of life expectancy, while in others this indicator has increased. The purpose of this article is to study the demographic consequences of the first year of the COVID-19 pandemic for Russia, which will assess the effectiveness of the anti-epidemic measures taken and better prepare for the occurrence of a similar situation in the future.\u0000\u0000Materials and Methods. The study was based on data from Rosstat, materials from reputable international organizations, publications of scientists engaged in the study of population problems. The analysis of the demographic situation was carried out on the basis of the systematic approach and specific methods of demographic analysis, content analysis was used to summarize the materials of published scientific research, a tabular method was used to visualize the results.\u0000\u0000Results. The study has revealed that in the first year of the COVID-19 pandemic, the life expectancy of the urban population decreased to a greater extent than that of the rural population. The increase in mortality did not affect children, adolescents and young people under 25 years of age. Mortality among women in the Russian Federation has increased to a greater extent than among men, and this is typical for most age groups. Women aged 65‒69 were the most vulnerable to the virus – the increase in mortality in this age group was the largest.\u0000\u0000Discussion and Conclusion.
