Nedopad","doi":"10.32983/2222-4459-2023-8-65-72","DOIUrl":"https://doi.org/10.32983/2222-4459-2023-8-65-72","url":null,"abstract":"It is substantiated that the cascade-circular model of innovative transformation of regional economic complexes should be based on a combination of the cascade principle of attracting material resources in the reproduction process and the principle of maximizing closed cycles in product chains. It is determined that the cascade principle is a sequential transition from one phase of production to another, based on the priority of formation of value chains and features of extracting the resource value of primary and secondary raw materials; the principle of maximizing closed cycles in product chains is a principle that provides for the minimization of unit costs and losses of the material substance of raw materials on the basis of the integrated use of primary raw materials through the use of waste-free and low-waste technologies and the most complete utilization of secondary raw materials in order to maximize the value added in food chains. It is identified that the key point in the formation of the cascade-circular model of innovative transformation of regional economic complexes is the formation of the structure-establishing innovation core (a complex of types of production and economic activity with appropriate supporting subsystems), which will be differentiated in the context of economic regions of Ukraine, based on: the existing production and technical base of material production; the level of infrastructural arrangement; available and projected reserves of natural raw materials; scientific and scientific-technical potential; opportunities for establishing inter-regional cooperative relations; participation of the region in the national division of labor and in ensuring national security. Therefore, enterprises pay considerable attention to the technological component of business digitalization based on the modernization of IT infrastructure, the introduction of cloud software, and the formation of digital channels using information technology. The key vector of digital transformation should be aimed at increasing the requirements for the level of logistics services, the emergence of new criteria for the quality of logistics services, that is, the formation of a customer-oriented approach to customer relationship management. In view of this, the purpose of this study is to develop scientific and methodological provision of the formation of a system for managing relationships with consumers, taking into account the challenges of the digital environment. To achieve the set goal of the study, the methods of analysis, synthesis, comparison, classification, expert questioning, statistical analysis, structural and logical generalization were used. In the article, the system of management of relationships with consumers is considered as an interrelated set of objects and subjects of management through the implementation of the entire list of functions of management of consumer service processes on the basis of the use of mechanisms of information, organizational and logistical support. The level of use of information and communication technologies in the organization of consumer service processes at Ukrainian enterprises is analyzed. A structural and functional scheme of formation of a system for managing relationships with consumers has been built. According to the results of the carried out study, it is found that the problems of globalization in modern science began to be studied relatively recently. The science of globalization (globalistics) has been transformed into one of the most dynamic scientific directions, which is not only an integral system of knowledge, but also the most important element of the contemporary academic field. Globalization is a problem of great practical importance, since in the modern world no country can develop gradually and efficiently if there is no clear and substantiated strategy of behavior that affects the transformation of the development of intellectual potential. The demographic problems of globalization have been understudied, even though the issue of «globalization and human population» is on the agenda of regularly organized UN conferences on population and development, as well as meetings on human development, which are the basis for the formation of intellectual potential. Some aspects of this set of problems are studied within the framework of international scientific programs, individual scholars also consider certain elements of this globalization. However, in most studies, human potential is perceived as something passive. The decrease in the number of able-bodied and professionally active population of the country can be largely compensated by improving the quality of human resources. The current stage of development of society has set new tasks, the main of which are the qualitative renewal of society and, above all, of the person himself. It is about increasing the level of his or her professional, moral, spiritual and aesthetic education, as well as health promotion and physical improvement. {"title":"A Risk-oriented Approach Is the Basis for Identifying and Preventing Threats to the Economic Security of the State","authors":"Anna P. Shot","doi":"10.32983/2222-4459-2023-9-56-63","DOIUrl":"https://doi.org/10.32983/2222-4459-2023-9-56-63","url":null,"abstract":"Today, in the conditions of martial law in Ukraine and of the deficit of the State budget, the issue of ensuring the economic security of the State as a component of national security is the highest priority and of big importance. Ensuring the economic security of the country is the prerogative of the State, and it should be supported by the entire system of the State bodies, especially law enforcement ones, among which the Economic Security Bureau of Ukraine (ESBU) plays a key role. In order to identify risks that weaken the economic security of the State, the ESBU uses a risk-oriented approach in its work, which is an identifier of the risks of committing criminal offenses in the budgetary, tax, customs, monetary, and investment spheres of the economy. Also, based on the results of the risk assessment, the ESBU develops and implements measures aimed at minimizing or eliminating them. Therefore, taking into account the external and internal threats to the country’s economy, the issue of applying a risk-oriented approach to identify the risks of committing criminal offenses in the field of economics is relevant, needs to be researched and remains a priority for both business and the State as a whole. The objectives of the study are: analysis of the results of the ESBU’s activities; disclosure of the procedure for the introduction and use of a risk-oriented approach in the work of the ESBU units; determination of the feasibility and benefits of using this approach in order to identify the risk of committing criminal offenses in the field of economy and prevent threats that affect the economic security of the State. The place, role and main tasks of the ESBU are considered: identification of risk areas in the field of economy; protection of public finances of the State; assessment of risks and threats to the economic security of the State; development of ways to minimize and eliminate them. It is determined that the most effective in the work of the ESBU analytical units is a risk-oriented approach, which makes it possible to predict threats and promptly take measures to prevent and/or counteract them. An analysis of the risks identified by the ESBU in the field of economy is carried out. It is found that the tax and customs spheres are the most risky for the country’s economy, since they account for almost 2/3 of all identified risks (72%). The necessity and expediency of using a risk-oriented approach in the work of the ESBU is substantiated, taking into account the requirements of the time and international experience. A model for managing risks of economic security of the State using a risk-oriented approach has been proposed. The aim of the article is to substantiate the priority areas of analysis and audit of the network retailer’s activities, to develop proposals for a balanced system of indicators of analysis of the network retailer’s activities. The information basis of the present study is the normative legal acts of Ukraine on the implementation of economic activities of enterprises, scientific publications of leading scholars. The study uses general scientific and special research methods: induction, deduction, analysis, synthesis, dialectical method – when identifying the essence of the category of «retail»; horizontal analysis, comparison – when assessing the market of network retailer in Ukraine; abstraction, generalization, systemic, functional – in the development of a balanced scorecard for analyzing the activities of network retail. According to the results of the study, the views of scientists on the concept of «network retail» are considered; the features and differences of interpretations of the categories of «retail» and «retail trade» are indicated; the main indicators of diagnostics of the network retailer’s activities have been determined, and a balanced system of indicators for analyzing the activities of the network retail has been proposed. The activities of the network retail require some quality and comprehensive analysis and audit in order to strengthen its position in the market, its stable situation in a dynamic and powerful competitive environment. The article elaborates an interpretation of enterprise development as a process of quantitative, qualitative, and structural changes in its status (potential) and functional activity to achieve the established vision and goal (effectiveness), which are caused by an immanent tendency to improvement. The concept of development of a socioeconomic system is considered. The interaction of the main elements of the development of the socioeconomic system is analyzed. Both the conceptual and the basic models of enterprise development management have been elaborated. Studies have shown that in the current economic conditions, business activity is a decisive factor in the economic performance of an enterprise. At the same time, business activity is a defining characteristic of the company’s position in the market. Thus, the growth of business activity of an economic entity in the capital, goods, and labor markets, aimed at improving the effectiveness of its activities, becomes the primary task of the economic development of the enterprise. It is determined that the results of activity characterize the degree of achievement of the goal of development of enterprise, which is described by an aggregate of indicators. Changes that may occur during the implementation of a certain conception of development primarily affect such functional characteristics as capital, sufficient costs of production, output. Estimates of such changes can be obtained based on the results of experimentation with the corresponding searching (working) models. On the basis of the above and taking into account the best practices of project management, strategies and models of enterprise development are considered, including strategies for growth, activation, transformation and creation. This, in turn, makes it possible to increase the competitiveness and stability of the enterprise in the strategic period. Since the implementation of business processes requires clarity, consistency of their implementation, which depends on the efficiency of ensuring their implementation by certain types of resources, then, accordingly, proper relationships with stakeholders are a guarantee of their effective implementation. Therefore, the issue of typologization of the interconnections between the enterprise and stakeholders is relevant. The research was carried out using the following methods: historical; logical; comparison; analogy; analysis, synthesis; concretization; abstracting. The article allocates and characterizes the types of relations between the enterprise and stakeholders in accordance with their participation in the implementation of the enterprise’s business processes. According to this, the following types of interconnections are distinguished: dependent; independent; business; development; interpersonal; securing; general. The allocated types of interconnections between enterprise and stakeholders are characterized, which helped to clarify the criteria for dividing stakeholders into separate groups to ensure effective strategic development of enterprise. Such criteria are the following: the level of value for the enterprise; the level of value of the enterprise; prospects for development; the level of correspondence of the results of interaction to the set goals. The parameters of attribution of stakeholders to a certain group of influence in relation to the selected types of interconnection (interaction) are described. The content of the concept of «responsible tourism» is defined, which is considered as tourism that respects the environment, community and culture of a tourist place, is aimed at eliminating the negative consequences caused by irresponsible mass tourism and is oriented toward creating the development of sustainable tourism that protects the interests of local communities and heritage sites in communities. The components of sustainable tourism (geotourism, cultural tourism, ecological tourism) are studied, in which all participants in the tourism process are obliged to protect the natural environment and resources in order to ensure healthy, progressive and sustainable economic growth. It is determined that in the context of the development of sustainable tourism, the role of environmental volunteering and volunteer tourism is growing; the main areas of environmental volunteering are considered as follows: water quality monitoring, wildlife monitoring, animal rehabilitation and rescue, cleaning of plastic garbage. Today, volunteer organizations exist in 80 countries around the world. About 110 million people annually participate in voluntary programs where they lend a helping hand in the fields of education, health, ecology, social protection and many others. The author considers the most famous volunteer tourism programs, including the UNWTO.Volunteers Program, which aims to train young professionals in the tourism industry. The task of assessing the export orientation of a number of countries with developed economies and Ukraine has been solved using the gross domestic product per capita as one of the most common macroeconomic indicators of the state of the economy. A study of the relationship between GDP and the amount of exports during 2012–2022 was conducted for a number of developed countries whose economies are characterized by a lack of raw materials and human potential (Singapore, New Zealand, Belgium, Slovenia, Portugal). Analysis of trends and growth indices of selected indicators makes it possible to verify the high level of export orientedness of the economies of the selected countries. In order to assess the level of correlation between gross domestic product and the amount of exports, a correlation analysis was carried out. The results of the analysis showed the presence of a direct correlation between GDP and the amount of exports, which can be considered as evidence of the significant role of export activities in ensuring the economic growth. A verification of the direct relationship between the amount of GDP and the amount of exports makes it possible to assess the structure of the economies of countries by the structure of exports. The creation of a modernized economic system is an urgent requirement due to the need to overcome barriers and the strategic goal of development.
