Zhuravel","doi":"10.31767/su.2(97)2022.02.06","DOIUrl":"https://doi.org/10.31767/su.2(97)2022.02.06","url":null,"abstract":"In today’s changing world, training of specialists in any sphere requires a constant active search on the part of educational service providers for the development of relevant competencies of students of higher education, to ensure the correspondence of educational training to the modern needs of practice. That is why any educational program needs not only an internal but also an external audit aimed at its improvement. Understanding the factors that determine the quality of the program by chance is the basis not only for building a sustainable and competitive system of training specialists, but also for its successful practical implementation. Such a system should be based on providing feedback to students. One of the forms of such communication is a survey of students and graduates regarding the quality of the educational program and the level of satisfaction with education to find the factors that determine them. To achieve this goal, an expert questionnaire was developed, which includes three blocks of questions regarding the completeness of the program itself, its implementation in the educational process and in practice. A list of questionnaire questions is proposed, which potentially outline the range of problems of student training and possible ways to solve them. \u0000To evaluate the quality of the educational program in different blocks of disciplines, its main advantages and disadvantages, comparative diagrams of factors that influenced the decision-making regarding admission were constructed. Considerable attention is paid to the comparative analysis of the distribution of grades depending on the educational level of training: bachelors, masters, graduates. \u0000The implementation of the program in the educational process is considered in detail, namely: the level of teaching disciplines, their methodical support, and the evaluation system. The observance of the rules of academic integrity by teachers and students studying in the educational program and the organization of the educational process are analyzed separately. Questions were also asked that were supposed to reveal the need to implement certain actions to become a good specialist. \u0000Special attention is paid to the retrospective evaluation of the educational program, which is a generalized measure of its quality, because it summarizes the respondents’ answers to the important question: “If you had the information, you now have about studying in this program at the university before entering, would you choose it?”. For this purpose, the authors proposed an approach to the analysis of the level of satisfaction with education using binary output models. The change in the probability of the outcome variables when the predictors change, and the reliability of the models were also evaluated. The aim of the article is to develop a logical-structural model for analyzing the financial security of priority sectors of the national economy. The structural and functional components of financial security of the industry are identified, namely investment, credit, debt, tax, monetary, economic, insurance, production, innovation and technological, system and structural. Particular emphasis is placed on the relevance of improving the normative and methodological basis of state policy to ensure financial security just strategic (priority) sectors of the national economy, which, in turn, is a precondition for the social and economic development of the state. Based on the analysis of theoretical and methodological approaches to the formation of semantic and structural characteristics of economic security of the industry identified elements of methodological support for analyzing the financial security of strategic sectors of the national economy. \u0000The tasks of the methodology of financial security analysis of strategic sectors of the economy, such as financial and investment resources, proper financial condition, efficient use of capital, protection from financial risks and threats, development of financial subsystem, realization of potential in ensuring financial and economic development of the national economy. It is concluded that the elements of the logical-structural model of analysis of strategic sectors of the national economy are the purpose, objectives, components, indicators, approaches and methods for analysis and evaluation. The general purpose, indicators of analysis, and also an algorithm of methodology for analyzing as well as methodical approaches and methods of analysis and estimation of financial safety of priority branches of national economy are defined. Liesnikova","doi":"10.31767/su.2(97)2022.02.07","DOIUrl":"https://doi.org/10.31767/su.2(97)2022.02.07","url":null,"abstract":"The process of inclusion involves the comprehensive involvement of students with special educational needs in the educational environment of a vocational (technical and vocational) education institution (hereinafter – V(VT)E), which is the basis of inclusive educational environment. Developed countries, in particular the countries of the European Union, make a lot of efforts to create an inclusive educational environment in P(VT)E institutions. Individuals with special educational needs (hereinafter – SEN) are fully included in the educational environment of P(VT)E institutions in the EU countries. For all institutions, a single educational program for obtaining P(VT)E is used, with the possibility of its individualization for students with SEN. In the vast majority of the considered countries, special support programs for applicants with SEN are operating. All individuals with SEN, according to individual needs, study in main (ordinary) V(VT)E institutions, in specialized V(VT)E units as part of the main institution, and in specialized V(VT)E institutions. An individual educational program is drawn up for each applicant with the SEN, which contains detailed information about the qualifications that such a person must acquire, an individual educational plan, the necessary teaching aids, preparatory and rehabilitation instruction and instructions, as well as a list of social services provided to the applicant(s) during studies. In Ukraine, students with SEN study in mixed inclusive groups in regular V(VT)E institutions according to specially developed educational programs. A team of psychological and pedagogical support works in the V(VT)E institution to support such individuals. Currently, there are active processes of inclusion of students with SEN in the educational environment of the V(VT)E institution. The pedagogical community believes that students with SEN, regardless of age, can master any skills of their choice, and does not agree that a student who misbehaves should be excluded from the V(VT)E institution. At the same time, there is a problem with the accessibility of V(VT)E institutions, because not all institutions are adapted to the visit of students with special needs. This is due to the significant use of budget funding, the existence and access to state property. Fraud and corruption are serious threats to the functioning of the public sector because of the potential financial and reputation damage and consequences from fraud for the institution. The application of international standards and best practices of public sector audit will allow to detect and prevent cases of fraud. It will help to save budget funds and state property. The research is based on the results of scientific works of domestic and foreign scientists, texts of international auditing standards on public sector audit (ISSAI) and national regulations of Ukraine. The study used cases of fraud with budget funds basing the information from the reports of the Accounting Chamber of Ukraine for 2018-2021. Therefore, there may be no direct visible evidence of fraud, and the auditor should pay attention to identifying fraud risks, including third parties’ testimonials, to consider the results of previous public audits, to provide interviews with management and employees of organization. The general procedure for detecting fraud during a public sector audit is determined in paper. It includes the range of steps, that should be done by public sector auditor: fraud risk assessment at the audit planning stage; identification of transactions for which audit procedures should be performed; audit evidence gathering, assessment of their sufficiency and acceptability and conducting additional procedures (if necessary); consideration of audit evidence and the formation of an opinion on the existence of fraud facts; communication on the information to those who are endowed with the highest authority at the object of audit; consideration of competent authorities to be informed of the existence of fraud at the object of audit. The ongoing change in the environmental performance necessitates the making of a new roadmap for transformation and urbanization with consideration to tendencies and patterns of environmental phenomena. \u0000An overall assessment of the environmental-economic performance in urbanized areas is a rather complicated issue as it covers many dimensions that cannot be determined by one indicator. It is, therefore, obvious that it should be a set of indicators measuring the relationship between the phenomena occurring due to the environmental change. \u0000The main indicators of environmental friendliness of urbanized areas include ambient air quality, generation and treatment of waste of all the hazard categories, and wastewater treatment. Analysis of the structure and dynamics of these indicators as the main indicators of the environmental performance of urbanized areas is, therefore, critically important.  \u0000The article’s objective is to determine a set of indicators of the environmental friendliness of cities, explore their relationship, analyze and evaluate the mode of factor effects for the phenomena. \u0000The existing estimates of socio-economic development of cities do not provide the complete coverage of environmental indicators or do not include them at all. This, in particular, refers to the methods for assessment of territorial development in Ukraine (monitoring of regional development indicators). \u0000All the calculations required for the analysis were made using STATISTICA software, “Principal components” method, “Factor analysis” module. The graphic criterion “Screeplot” was used to visualize identification of the components. \u0000Using the Kaiser rule (eigenvalue (λj>1) allowed to identify three principal components attributable to 86.6% of the emissions of pollutants generated by stationary sources in urbanized areas of Ukraine. \u0000As shown by the research results, the heaviest polluters among the urbanized areas in 2020 were the cities of Dnipro with 31,100tons and Kyiv with 25,500tons. It was noted that the statistics of the financial sector forms indicators of monetary and credit statistics, statistics of financial markets, statistics of financial accounts and indicators of financial stability. The criteria of financial stability were described: the financial system is liquidated and capitalized; payments and settlements are studied on time; the financial system effectively transforms free funds of citizens and businesses into loans and investments, etc. \u0000The goal of macroprudential policy is given and the system of indicators that characterizes the level of financial stability of the country is described. It was defined the key groups of indicators, on the basis of which the models of stress testing of banking systems by the National Bank of Ukraine are implemented. Particular attention was focused on the financial stress index, which covers five sub-indices (banking sector, corporate securities, government securities, foreign exchange market, household behavior) and takes into account the effect of their correlation.The dynamics of the IFS for January - May 2022 were analyzed. It was noted that at the beginning of January, the financial stress index was 0.01, and as of February 24, 2022, it has grown rapidly to 0.466 for all components, which indicates the systemic nature of stress for the financial sector in general. It was noted that the level of the sub-index of household behavior was relatively stable, since there was no significant outflow of deposits due to the preservation of public trust in the banking system. The value of the banking sector sub-index (0.075) improved by the end of May thanks to the improvement in the level of liquidity, while the currency sub-index (0.113) maintains quite high values. In May, the IFS fell to 0.265, but the level of stress in the financial market remains quite high by historical standards.The structure of the money supply was analyzed and it was determined that its share of cash was a third of the entire money supply in circulation. The share of cash in February and March 2022 significantly increased compared to the corresponding months of 2021 - by 3.2 percentage points and by 2.9 percentage points, respectively. The share of deposits in the national currency in March 2022 amounted to 34.7%, which is 6.0 percentage points more than compared to March of the previous year. It was determined that the credit demand of the population decreased significantly during the war, in particular, the attractiveness of long-term deposits decreased. Based on the oscillation coefficient, it was determined that in the first half of 2022, the official exchange rate hryvnia to dollar was more stable than the hryvnia to euro exchange rate.The financial losses of Ukraine as a result of the war were characterized. To do this the legislator has applied a systematic approach to the reflection of water volumes: sets the volume of water inflow, namely, water intake / output, the amount of water actually used per year, transferred annual volumes of water and water losses, and drainage, i.e. return (wastewater) of various degrees of purification. Such data are summarized by collation the information from water users in river basins in the form of № 2TP-vodhosp (annual). The dominant requirements for streamlining information on water use by water users whose activities are related to water intake and / or use, discharge of return (waste) water and pollutants are identified: sources of water supply / water use; certain permits for special water use; limits of conditions for wastewater discharge; water use limits; compliance with the actual use of water for these needs. It was investigated the nature of information support of water use through the consideration of its accounting and reporting as a component of the state accounting of water use and the organizational principles of such accounting were determined. The classification of the forms of administrative reporting on the activities of water users is given. The essence of responsibilities of water users for the formation of data on the collection, use, transfer, loss of water and sewerage as a water user’s fulfillment of his obligations on state accounting of water use through elaboration of the content of the form of state accounting of water use by the form of № 2TP-vodhosp (annual). Parkhomenko","doi":"10.31767/su.4(95)2021.04.07","DOIUrl":"https://doi.org/10.31767/su.4(95)2021.04.07","url":null,"abstract":"Given the established market-based economic mechanisms in Ukraine, each specialist irrespective of his/her professional focus is required to have critical thinking, deep understanding of current socio-economic processes; competencies for team work, quick taking of innovative decisions in the conditions of uncertainty, business management in a company belonging to any ownership category or industry, data collection, processing and analysis. \u0000The system of higher economic education is affected by formational change and macro-social factors: increasing globalization processes; development of open poly-cultural national and socio-economic practices of societal actors; access to the global information space; deepening integration of the higher education system and its harmonization with European and global standards.   \u0000A distinctive feature of our days is the increasingly rapid development of the economic education, giving evidence of the stably growing demand for economic specialties. But issues related with modernization of the higher school have remained on the agenda. One of them is the economic education system still resting on the grounds that are to a certain extent contradictory. First and foremost, it refers to a formalized approach to the implementation of European values and achievements of education systems in the practice of domestic higher education establishments (HEEs) without due consideration for domestic cultural specifics. Second, poor experiences of cooperation with Western partners, which hampers education processes based on Eurointegration. The gap between professional qualification of specialists and market demands, weak links of Ukrainian HEEs with external social and professional environments, and the mismatch between the professional readiness of specialists and labor market demands are factors complicating significantly job placements of post-graduates and decreasing their competitiveness. \u0000The socio-economic realities of this day require high level of the economic culture with future specialists. A challenge of today is a specialist of new type with high level of professional fairness and responsibility (before society, profession or organization), able to intellectual and social initiative, creative communication, social and professional mobility.   \u0000The article highlights theoretical, methodological and practical issues of the economic culture and its contribution to the economy humanization. Socio-pedagogical problems of shaping the economic culture in future economists in the context of the existing system of economic education are outlined. The notion “economic culture” is analyzed from different methodological perspectives, the main factors for modernization of the economic education system in a way to shape the economic culture of students are substantiated. Rizhniak","doi":"10.31767/su.4(95)2021.04.04","DOIUrl":"https://doi.org/10.31767/su.4(95)2021.04.04","url":null,"abstract":"The article is devoted to a scientometric study of pedagogical universities of Ukraine, involving an analysis of the influence of external and internal factors on the scientometric indicators of researchers from this category of universities, which data were extracted from the scientometric Scopus database. The authors selected seventeen universities forming the population of Ukrainian pedagogical universities which profiles are presented in this database. The following variables were used as external factors: the number of years since the university founding, the number of doctors and candidates of sciences, the population of the city where the university is located. The characteristics of the indexed scientific publications were chosen as the internal factors of influence: the number of authors of each article included in the h-index (one author, 2 to 5 authors, more than 5 authors); type of access to the article (open or closed); “age” of the article; article funding (available or absent); quartile of the journal in which the article is published. All the involved computations were made by the authors in the statistical package SPSS. \u0000To identify the impact of external factors on the scientometric indicators of the pedagogical universities, the authors calculated pair correlation coefficients of factor variables with Hirsch index. The impact of internal factors was determined by a series of single-factor analyses of variance, to identify their impact on citation rates of the articles included in the nuclei of h-indexes of universities. \u0000The calculated Spearman correlation coefficients between the h-index and the factor variables suggest that there is no significant correlation between the external factors and Hirsch index. That is, none of these external factors affect the scientometric indicators of the pedagogical universities. A series of single-factor analyses of variance showed that the formation of the core h-index of the pedagogical universities was significantly influenced by the internal factors “availability of funding for a particular publication”, “journal’s quartile” and “article’s age”. According to Gelor – Weil theory, in the 19th century, in Western Europe countries, as well as in the “Western outshoots” (the USA, Canada, Australia and New Zealand), there was a change in the attitude towards family planning, which consisted in preferring fewer well–educated children over a large number of uneducated ones. This made it possible to overcome the \"Malthus trap\" in these countries and enabled rapid rates of economic growth. Today, the total factor productivity of the United States is taken as a benchmark/frontier against which productivity in other countries is measured. \u0000 The article presents the results of assessing the impact of the quality of education, expressed by the \"Skills\" indicator of the Global Competitiveness Report, which characterizes the general level of skills of the labor force, as well as the quantity and quality of education in the country, on its total factor productivity. The assessment is based on the economic growth model of Ph. Agion and P. Howitt, which determines economic growth of a certain country by its’ human capital skills, as well as by the distance of such a country to the world technology frontier. The analysis presented in the article includes both OECD countries and CESEE countries, in particular Ukraine. Based on the results, it can be concluded that OECD countries, whose total factor productivities are a minimum 7 per cent above the world technology frontier, reached this – to the great extent – through better education. CESEE countries, whose total factor productivities are at least 59 per cent below the frontier (and Ukraine is among them), should improve the quality of education to get closer to the frontier. \u0000Further analysis of the factors of education quality showed that government spending on education and quality of public and private institutions play great part in improving education both in CESEE and OECD countries.
