Odintsova","doi":"10.33983/2075-1826-2022-4-31-48","DOIUrl":"https://doi.org/10.33983/2075-1826-2022-4-31-48","url":null,"abstract":"The article presents the results of a study aimed at identifying and analyzing trends in the main indicators of the standard of living of the Russian population in the context of modern challenges, socio-economic differentiation and interregional inequality; at evaluating the results of official regulatory and methodological changes in the calculation of the subsistence minimum and the level of monetary poverty, put into effect from January 1, 2021. The dynamics of the main indicators of the standard of living of the population of Russia, the socio-economic structure estimated on the basis of the author's system of social standards of the standard of living of the population using the author's calculations of the subsistence minimum and the poverty level for 2021 according to the 2020 methodology (according to the consumer basket) are identified and analyzed. The results of the assessment of the poverty level in 2021, identified on the basis of the subsistence minimum according to the 2020 methodology, are presented and analyzed in the regional context. A comparative analysis of the results of two measurements of the subsistence minimum and the poverty level for 2021 is given — according to the new official regulatory and methodological scheme and the author's, performed according to the 2020 methodology. At the moment, value-oriented corporate governance is becoming increasingly popular. In the article, the authors consider formal and informal mechanisms of corporate governance with an emphasis on values as informal mechanisms that are becoming crucial in modern corporate governance. Theoretical approaches to value-oriented corporate governance are analyzed, the relationship between the values approved in Russian companies and the general level of compliance with the principles of corporate governance is evaluated in the article. To achieve the goal, in the article are used the methods of analysis, comparison, and questioning, the methodology of the National Corporate Governance. Based on the results of the study, it was concluded that companies in which values become an essential part of business culture and practice, demonstrate a high level of corporate governance and high market capitalization. In the largest companies with the best corporate governance practices, documents such as the corporate governance Code, the code of ethics, regulations/policies for resolving corporate conflicts and conflicts of interest are adopted more often than in other companies. The subject of the study is the process of implementing a sovereign technology policy. The purpose of the article is to reveal the mechanisms of public administration aimed at achieving the strategic goals of the technological policy of the state, to systematize recommendations to public administration bodies and business participants for the implementation of strategic plans of the state. Materials and methods. The methodological basis of the article is a systematic approach to consider the role of the state in the development of high-tech projects, as well as a statistical method for analyzing the implementation of the technological policy of the state. Results. The analysis of the implementation of the technological policy of Russia, the possibilities of stimulating mechanisms of the state for the development of a sovereign technological base is presented. Conclusions. Recommendations for the successful implementation of the technological policy of the state are presented. Application. In modern conditions, it makes sense to carefully analyze the factors of the stability of Russian statehood in the imperial period, to give them a balanced assessment in the context of historical retrospect. This will help identify ways to develop the domestic economy in the 21st century, taking into account the overcoming of global crises, large-scale sanctions, obstructionism in political decision-making. The purpose of the article is the urgent need to study the theoretical aspects of the critical stability of Russian statehood in the imperial period in order to develop recommendations for overcoming the country's global crisis in the modern period and transition to a new technological way of Industry 4.0. The methodology of the article. Within the framework of this study, existing basic methods were used: analysis and synthesis, induction and deduction, classification and generalization. Results. Threats and challenges of the modern century have set scientists an important task to identify the key factors of Russia's sustainable development during the imperial period in order to form the main trends for overcoming systemic crises and dynamic economic recovery in modern realities. The article proves that in the conditions of globalization of the world economy, the correlation dependence between economic factors and the complex of political, economic and social conditions that contribute to or hinder the emergence of an economic crisis has developed into a functional one. Application.
