To conduct a comprehensive analysis of the structural and functional composition of innovative business models in the B2C and B2B online education sectors, and to identify the unique elements and factors that determine the success and novelty of these models. Objectives. To identify key development trends and current trends in online education, especially in the B2C and B2B segments; to identify and compare innovative elements of business models in the pre-university and corporate segments based on the analysis of online education project websites; to assess the degree of novelty of business models using the method of frequency analysis of business model elements based on data obtained from online sources.Methods. The study is based on the industry approach to identifying unique business models, analyzing the structuring of business models according to A. Osterwalder and I. Piñe, and assessing the innovativeness of business model elements based on frequency analysis. A comparative analysis of the two segments was performed in order to understand their specific requirements and characteristics, and to identify opportunities for cross-pollination of successful practices and strategies, which can contribute to the creation of new innovative approaches in online education. Data were collected from online education project sites and aggregated using SimilarWeb tool to assess site traffic.Results. The authors found that business models in the B2B segment show a higher level of innovativeness compared to B2C. The main elements of innovativeness are personalization of learning, integration with corporate systems, and development of specialized courses. The components contributing to innovativeness are identified, and recommendations for managing the structural components of business models in each of the segments are offered.Conclusions. The study indicates the importance of innovation in online education business models and the need to adapt them to the changing needs of learners and organizations. The profile barrier was identified, in particular the complexity of logistic processes. Recommendations for overcoming barriers in the course of digital transformation at the enterprise were developed.Conclusions. Digital transformation is important for maintaining competitiveness and development of enterprises, including in the field of logistics. Effective implementation of digital solutions requires both technological and organizational changes. When carrying out digital transformation of enterprises in the field of logistics, one of the key factors of efficiency is the consideration of the profile barrier, i.e. the complexity of logistic processes. Despite differences in approaches and strategic priorities, both Russia and China are making significant efforts to accelerate the transition to sustainable energy systems and reduce greenhouse gas emissions. However, China demonstrates a more active and ambitious RE policy and climate initiatives, while Russia is at an early stage of this process.Conclusions. The importance of global and regional cooperation in sharing experiences and technologies to achieve SD goals is emphasized. To analyze the current state of scientific-cognitive tourism; to identify the main problems and obstacles for the development of this type of tourism in St. Petersburg; to form conceptual approaches, key activities and projects to be included in the program of scientific[1]cognitive tourism development; to develop a system of indicators of scientific-cognitive tourism development in St. Petersburg.Methods. The methods of descriptive literature review and statistical data analysis were used in the research process. The research includes the study and analysis of scientific articles, reports of scientific conferences and other publications related to the topic of scientific-cognitive tourism in St. Petersburg. This allows to form the theoretical basis of the study, to identify the main approaches, concepts and directions of development of scientific-cognitive tourism and its impact on the socio-economic sphere of the city. The analysis of statistics is based on the official statistical data on tourism provided by the Committee for Tourism Development of St. Petersburg, as well as on the data of international and domestic travel agencies, operators. On the basis of their analysis the trends and indicators of scientific and cognitive tourism development in the city at the present stage are revealed, the factors affecting supply and demand in this sphere are determined. To achieve the goals set in the article the general scientific methods were applied: synthesis, comparison, generalization.Results. The authors proposed conceptual approaches, main activities and projects that are included in the program of development of scientific and cognitive tourism. The system of indicators of development of scientific-cognitive tourism in St. Petersburg is developed.Conclusions. The conceptual approaches are presented within the framework of measures for the development of scientific-cognitive tourism. A program for the development of scientific[1]cognitive tourism has been developed, including such measures as the creation of a department for the development of scientific-cognitive tourism in the Committee for Tourism Development of St. Petersburg, the organization and implementation of a set of measures for the formation of sightseeing tours for schoolchildren of 10-11th grades in all state universities of St. Petersburg on priority areas of science, the construction and implementation of training and retraining courses for tourism workers in order to increase expertise in scientific-cognitive tourism. To identify drivers of loyalty and consumer satisfaction with urban mobility shearing services.Objectives. To determine the characteristics of the use of shearing services; to formulate issues for shearing services that require priority attention; to identify drivers of loyalty and barriers to the use of shearing services, as well as drivers of user satisfaction with shearing services; to formulate recommendations for the development of the quality of shearing services.Methods. The authors applied the method of sociological survey (with participation of 615 respondents who use urban mobility sharing services at least once a year). The NPS index was used to identify drivers of loyalty, CSI index was used to detect drivers of customer satisfaction. The study was conducted in the context of such sharing services as carsharing, ridesharing, bikesharing and kicksharing, taking into account the relevant specific determinants of the quality of sharing services. The results were processed using general scientific methods of analysis and synthesis of information. Results. Users are loyal to carsharing, bikesharing and kicksharing, but not loyal to ridesharing. However, they are satisfied with ridesharing services in all four segments. The main drivers of loyalty were the convenience of using the services as an alternative to public transportation and the relative cheapness of the service. Respondents consider safety issues to be the main barrier. To a greater extent, consumers are satisfied with the technical side of the use of sharing services (we are talking about the convenience of the mobile application, confidentiality of personal data, technical condition of the car). Consumers are less satisfied with the speed of registration, loyalty programs, and the cost of insurance.Conclusions. Due to the fact that users are not loyal to ridesharing, operators of these services should primarily pay attention to safety during the trip, social capital of drivers (rating system), as well as the variety and number of available routes. Objectives. To systematize the negative features of the bureaucratic model of management, reflected in the works of researchers of the XX century (among them - E. Downs, M. Crozier, B. Guy Peters, D. Flemming, V. Wriston, L. O’Tol), in particular, the lack of flexibility to external uncertain conditions, slow reengineering of business processes under the current realities of economic reality, the lack of motivation to develop the innovative potential of the subject; to study the impact of strong bureaucratic management on economic growth in the works of scientists of the late XX century. Rauch); to reveal the contradiction in the XX century studies and prove that the bureaucratic organizational structure of management has a fading, sometimes stagnating influence on economic growth in the conditions of increasing economic uncertainty.Results. The paper investigated and found that the theory of the influence of the bureaucratic model on economic growth is confirmed on the example of 1960-2000. However, since the 2000s, which is proved in the research process, the bureaucratic organizational structure of management has a waning, sometimes stagnant effect on economic growth under conditions of increasing economic uncertainty. Consequently, bureaucratization of processes and bureaucratic organization is unable to respond to uncertainty. This is because the transition to the new century is marked by the introduction of the antipatterns of bureaucracy: digital technologies, artificial intelligence economy, flexible methods focused on situational management.Conclusions. The article characterizes the state of innovation statistics in the country on the basis of analysis methods. The method of pair correlation allowed to reveal the inconsistency of the parameters of innovation activity of organizations with the key economic indicators of regional development.Results. The authors have identified two main directions of expanding the general sample of organizations when conducting innovation statistics: a larger-scale inclusion of service sector enterprises in the list of surveyed organizations and a decrease in the number of personnel of organizations, starting from which organizations are obliged to provide statistical information on the issues of innovation activity, from 15 to 10 people. In addition, the article substantiates the necessity of applying in Russia the subject approach to the statistical survey of innovation activity of enterprises, which contributes to the identification of factors that affect the innovation activity of organizations, and the assessment of such an impact, taking into account regional characteristics.Conclusions. The existing approaches are analyzed and the peculiarities of the organizational and economic structure of management of the region as a system are defined, and the directions of its development in the conditions of unstable market environment are highlighted.Conclusions. There is an obvious need to form a new methodology of regional management on the basis of the system approach, taking into account the peculiarities of modern economic realities. The first step to this is the substantiation of the region as an open socio-economic system. To review the evolution of scientific concepts investigating the motives for decision[1]making based on irrational consumer behavior and to identify real changes in behavioral models of personal finance. Objectives. To examine the evolution of scientific concepts of the world’s leading scientists on decision-making motives in the consumer market; to consider the effects of irrational consumer behavior; to identify key changes in consumer buying decision behavior caused by digitalization. Methods. The article is based on the analysis of scientific works of leading classical economists, interdisciplinary scientific research of modern foreign and domestic scientists devoted to the issues of decision-making in the field of consumption. The institutional approach was applied, which allowed us to study the evolution of irrational behavior in the field of personal finance depending on the dominant social values. Results. In the process of analyzing theoretical provisions of famous scientists up to the middle of the twentieth century, the justification of consumers’ decision-making in the consumer market based on their desire to maximize pleasure, utility of welfare is presented. Such behavior can be attributed to irrational behavior. Gradually, taking into account the market regulators of consumption opportunities, scientists come to the conclusion about the rational behavior of individuals. However, by the end of the twentieth century, the position of scientists changes towards limited rationality due to the inability of individuals to adequately assess the array of information affecting decision-making in the consumer market. On the basis of conclusions drawn by modern scientists in the framework of interdisciplinary research, such a new direction of economic science as “behavioral economics” emerges, which combined the knowledge of both economics and psychology. Modern research has shown some effects in behavioral finance related to the irrationality of consumer behavior when making a purchase decision: the Veblen effect, the Diderot effect and others. The latest research on the impact of digitalization on consumer behavior reflects the changes taking place in consumer behavior towards rationalization. Conclusions. The concepts and models describing the peculiarities of irrational behavior of individuals related to decision-making and based on irrational spending of personal financial resources from the point of view of classical economic science are considered. The evolution of scientific concepts of irrational behavior of the world’s leading economists during two centuries is presented. The effects of irrational consumer behavior proposed by scientists in the framework of interdisciplinary research are studied. Among them are the Veblen effect, the Diderot effect. The influence of digitalization on personal finance decision-making is shown. To determine the quality of interaction between the educational and industrial spheres on the example of St. Petersburg; to assess the level and dynamics of changes in professional knowledge and skills, social qualities and universal competencies of graduates of St. Petersburg higher and secondary vocational educational institutions.Methods. On the basis of employers’ survey the quality of training of graduates of St. Petersburg higher and secondary vocational educational institutions was assessed by such indicators as the level of professional knowledge and skills, social qualities and universal competences. The results of the monitoring were compared and the dynamics of changes in recent years in the quality of training of young specialists according to the main requirements of employers was revealed.Results. The degree of interaction between industrial structures and the system of professional education in the conditions of increasingly complex economic situation and social transformations is determined. The role of the enterprise as an economic unit is shown, modern labor relations in the production team are characterized. The parameters of employers’ assessment of the quality of training of graduates of St. Petersburg higher and secondary vocational educational institutions are proposed. On the basis of employers’ data, the level and dynamics of changes in professional knowledge and skills, social qualities and universal competencies of graduates of St. Petersburg higher and secondary vocational educational institutions who were hired in 2014-2022 in the St. Petersburg production sphere were assessed. Conclusions. The directions of activation of interaction between the education system and industrial production, professional orientation of young people, formation of the creative component both in the educational process and in the production team have been proposed.
