It is seen that classical public administration methods are gradually abandoned and modern and easy methods are emerging at the point of obtaining information and documents from citizens in service delivery. With these methods, it is seen that the delays in bureaucracy are gradually overcome. It is seen that the e-government approach, which is also considered as a technological way of change in Turkish public administration, has made significant progress in public administration. It is seen that e-government applications, which can also be expressed as a reflection of the wind of change in public administration, have become a part of our daily life in terms of communication technologies. The spread of computer technologies has differentiated both time and space phenomena. The transformation movements caused by technological developments have an impact on the change in public administration at many points. It is inevitable that the state, which is considered as the most important pillar of public administration, will take its share of this change while fulfilling its services. Increasing bureaucratic works and people's inability to spare time for them reveal the change of technology in the public sphere. This situation can be seen as a new face of the state. It is seen that the wind of change, which has emerged in the world especially since the 1980s and caused great changes in public administration, has turned into a system that includes citizens. It can be said that an important structuring has emerged at the point of access to services in the context of the rights and responsibilities of individuals. Considering that technology affects all areas of life and all systems are structured in a technological framework, the emergence of a change towards the concept of information society can be seen as an expected result. The change in technology has effects in all areas of the social field. This situation has aspects that affect the state as well as individuals. The e-government phenomenon, which expresses the service provision of technological developments and reveals a changing aspect of the state, can be seen as an example of this change process that needs to be examined. The examination of the e-state project in this context is considered important in order to reveal the change in public administration and the difference of the service. These problems make themselves felt quite seriously in an individual, social and institutional context. Perhaps one of the most important problems experienced throughout the country related to education is the problem of equality of opportunity in education and access to education. Although significant progress has been made in access to education and schooling rates compared to previous years with the projects developed in recent years, problems of access to education for children from certain groups, especially girls, continue. When addressing inequality in education, it is necessary to look at achievement as well as access. In general, a high relationship between poverty and Deceptiveness in education has also been revealed by various academic studies. One of the most important educational problems is undoubtedly the performance of schools. The performance of schools in the Turkish education system is determined by entrance to secondary education institutions and entrance to higher education exams. Based on these exam results, when families make their children's school choices, they form opinions about schools. It can be argued that the lack of an education policy that reveals the real performance of schools and the fact that the education system has become an exam-oriented system has caused the Decontamination of the real functions of schools. In the management of the education system, performance indicators that will reveal whether the school has achieved its goals should be defined, an effective evaluation system should be established for each level and this should be structured in a way that will be open to international sharing. Action research model was used in the research in which qualitative research design was adopted. The study group of the research consisted of eight preschool children studying in a kindergarten class of a public school affiliated with the Ministry of National Education in Boztepe District of Kırşehir Province. Data of the research; It was obtained through student drawings and semi-structured interview forms. Data were analyzed using the MAXQDA data analysis program. As a result of the research, it was observed that children's environmental awareness changed positively and they especially paid attention to the integrity of nature with living things. It was determined that there was a positive change in the children's knowledge of the concepts of \"not garbage\" and \"reused\" and that they expressed these concepts correctly. Due to the constantly changing conditions of today's social, cultural and economic environment and the high level of competition, institutions that are considered as open systems are forced to create sustainable competitive advantages in order to realize their future goals. Undoubtedly, education is one of the most important pillars of this change. In the concept of education policies, the implementation phase of policies is evaluated as the most important and critical process in the literature. He defines the policy implementation process as the stage of converting policy objectives into action in general. Many of the researchers in public policy have focused their attention on the stage when policies turn into action and have tried to understand the deviations that occur during the implementation of policy goals. Education policies are Decriminalized by going through a certain process, and there is a possibility that there will be a gap between the goals stipulated by the laws and the outputs resulting from the implementation. Because there are many factors that affect efficiency and effectiveness during the implementation phase of policies. No matter how predictable the policy implementation is, it is always open to surprises. These give shape to policy outcomes and are sometimes very important. One way to use such surprises to improve policy outcomes is to design them at policy stages. If unpredictable problems arise at these stages and then a re-evaluation of the implementation plans is made, the policy decision probably occurs on its own. Of course, a theoretical phase should be established before the implementation of educational policies. No matter how well-intentioned the policy process in education is at the adoption stage, or whether the policy is well formulated, or no matter how much universal support it finds, public policy cannot begin to change the behavior of the target population or solve a specific public problem until someone or some institution implements the policy. Ideally, every policy involves the design of how to solve a public problem. This design will identify the changing details, the objectives of the policy, a number of instruments to be used, the institutions responsible for implementation, possible timelines and the target population. The point of policy design is to match the right set of tools with the identified problem and ultimately solve this problem. Both these texts themselves and their drafting processes are of particular importance. Especially in constitution-making processes where citizens are indirectly involved in the process through their representatives, the existence and impact of the opposition phenomenon shows the democratic quality of the constitution. In this context, this study aims to examine the phenomenon of opposition in the Turkish constitution-making processes in the 1921 and later periods through parliamentary minutes. According to the results of the analysis conducted from a qualitative perspective with an interpretivist approach, it is determined that there was a functioning and qualified opposition phenomenon in the 1921 and 1924 constitution-making processes, while this determination is controversial in the 1961 constitution-making process. As a result of the analysis, a significant and positive relationship was detected between reading interest and subjective well-being among teachers at an average level. The research used specific scales and surveys to assess teachers' reading habits and determine their subjective well-being. The findings showed that teachers who read books regularly generally had higher levels of subjective well-being. This indicates that reading habits may have a positive effect on the psychological health of teachers. The study group of this research consists of 239 (108: male, male, 131: female) teachers. In the scope of the research; socio-demographic information form, reading interest scale and general subjective well-being scale were used. SPSS 25 program was used to analyze the data. As a result of the data providing normality distribution, the data were tested with simple linear regression analysis, one of the parametric tests. The results were discussed by comparing them with the results of studies conducted at national and international levels for teachers and practitioners within the scope of positive psychology. In the Ottoman period, when the constitutional monarchy was introduced, actions were taken without considering whether the conjuncture in the society and the country was appropriate or not, and the change made did not yield the desired result. The same series of mistakes has continued regularly until today. The temperature, humidity, humidity, air flow, cleaning conditions, safety and all other necessary elements of educational institutions should be adjusted in the most accurate way. It is realized at the rate that students can benefit from the educational environment in the most appropriate way, reach everything they need, express themselves comfortably, think creatively and feel curious about the environment. The fact that educational environments are flexible and reliable areas at a level that will provide an environment for multi-faceted thinking and provide the opportunity to move comfortably ensures that education is used at the desired rate. The fact that educational institutions are built in accordance with all the personal and academic developmental characteristics of students, and planning in accordance with their interests, wishes and needs increases the utilization rate of education. Within this framework, when creating educational environments and spaces, scientific fields such as engineering, architecture, education, child development, psychology should work in cooperation. The first of the elements that should be taken into account when building the structures of all educational institutions that are created in integrity is that plans, projects and designs have been made for the learning and curiosity motives of students. It is extremely important that the plans, projects and designs in question are single-floor or low-floor structures that allow students to move easily, completely or as much as possible prevent the occurrence of dangerous situations. In this context, students' personal development and academic characteristics should also be taken into account. Considering the eager, active and curious structures of students who are willing to learn by doing and living in learning processes based on a holistic educational perspective, the characteristics of educational institutions should include plans, projects and designs aimed at meeting these needs. It should also be remembered that the structures that are not aimed at the interests, wishes and abilities of students and are built by ignoring these features do not fully carry the Decit of being an educational institution. Since such structures built do not really carry the quality of an educational institution, they also constitute a remarkable point in terms of the educational process in terms of having qualities that will significantly disrupt the academic and personal development of students. Some data of this theory, which covers the life process of the individual, and some comments about identity politics were made through the story of Belkıs. The Qur'an not only wants to convey historical information about the events of the past period, but also wants to have been interpreted these historical events. One of these historical events is the story of Belkıs and Prophet Solomon. In this study, belief development and identity politics of Belkıs and her society will be evaluated in terms of belief development theory. Identity politics is a factor that affects the social development of the individual. Even the development of faith can be influenced by identity politics. Although identity politics seems to affect individual and social development in terms of religious beliefs, in some cases, belief development can also affect identity politics. Here is the situation of the parable of Belkıs, an example of this. When the parable of Belkıs is analysed, it will be seen that while the belief development of a society can develop depending on a manager, the belief development of that manager can determine the identity politics of her own society. If Belkıs did not want her society to enter a new religious belief in terms of identity politics and preferred to fight with the prophet Solomon, the society and bureaucracy that supported her would have also supported her. However, Belkıs preferred dialogue instead of war and adopted the new religious belief. Thus, the society that followed her accepted this new belief. From the point of view of Fowler's belief development, this attitude of Belkıs shows that she is in transition from the fourth to the fifth phase in terms of belief development. As a result, Belkıs did not have any difficulties in adopting a new belief since flexible belief was in the development stage, and her own society did not rebel against her policy.
