Soviet scientists were given a global task - to determine the scientific ways of developing Soviet public administration in the new economic conditions. A team of scientists from the Institute of State and Law of the USSR Academy of Sciences also joined in the solution of this problem, as a result of which in 1968 the Nauka publishing house published a collective monograph “Scientific foundations of public administration in the USSR”. Doctor of law, professor M.I. Piskotin took an active part in the preparation of this work. Today, the dictionary remains significant in this area ofstudy, and continues contributing to the compilation of other dictionaries of the Manchu language. The author of the dictionary, Ivan Ilyich Zakharov, was famous not only for his knowledge of Manchu language, but also for China in general. Ensuring and preserving the social, economic and political stability of life in any city of the Russian Federation largely depends on the efficiency of the functioning of the passenger 291 transport complex. The gross contract assumes the presence of an intermediary between the carrier and the passenger. In cities, the municipality is such an intermediary. The author demonstrates that Ericus Olai, processing the information derived from ancient sources, wanted to praise Sweden and its spiritual center Uppsala. He attempted to stress the following: 1) the necessity of cooperation between the spiritual and the temporal authority; 2) the importance of Sweden's independence; 3) the need of taking care of the people; 4) the political role of aristocracy. If in the last third of the 18th century the Russian Empress supported Islam, in the 19th century there is a gradual process of strengthening the policy of Orthodoxy in the region. So, in 1881, the Kirghiz spiritual mission was established to Christianize the Kazakhs of the Semipalatinsk region, but the goal of Tsarism was not achieved. According to the census of 1897, only 660 Kazakhs were converted to Orthodoxy in six steppe regions.
