The intensification of external information pressure on the Russian national segment of social media with the high involvement of Russian youth in Internet communication and the audience of unconventional digital resources is highlighted among the factors that actualize the research problem under study. In order to identify the degree of readiness of young Russians to constructive civic and political activity online, a nationwide survey of the younger generation was conducted by questionnaire. Based on the analysis of statistical data and the synthesis of scientifi c research, an assessment was made of Russia’s contribution to the creation of innovative IT projects in South Ossetia, including the development and phased implementation of the state program for the development of the digital economy and the allocation of signifi cant funds from the Russian budget for its implementation. The possibilities of increasing the dynamics of further cooperation between Russia and South Ossetia in the IT fi eld were considered. The main advantages of using digital technologies in the fi eld of state and municipal services are described. According to the author, despite some negative aspects of digitalization, in general, digital transformations related to public administration, healthcare, construction, tourism, education and many other areas have a positive impact on the formation of a favorable investment climate, increase the productivity and effi ciency of business processes, strengthen national security, improve the well-being of the inhabitants of South Ossetia. Podoplekin","doi":"10.56654/ropi-2023-2(7)-132-153","DOIUrl":"https://doi.org/10.56654/ropi-2023-2(7)-132-153","url":null,"abstract":"The article summarizes the data of sociological surveys of young people, mainly aged 18– 24 years, held in the European sector of the Arctic zone of Russia (main cities of the Arkhangelsk region) in 2021 and 2022. Survey was aimed to identifi cation of indicators of the behavior and preferences of the target group in the information space, trust in various sources of information, as well as its personal values and political orientations in the context of Special Military Operation in Ukraine. It has been revealed that the main source of information is the Internet, while information of a political nature is not the main object of interest for urban youth. A constant decline in the youth audience of TV as a channel for obtaining information, as well as a consistently low level of trust in the official media, were noted. In terms of personal values, the basic traditional institutions such as labor, family, love, friendship still retain relevance for the urban youth of the Russian Arctic (in the case of Arkhangelsk and Severodvinsk). The amount of income is significant, but not the only main motive that determines the choice of a job. In the special political and international conditions after February 2022, young citizens of the Russian Federation in Pomorie, for the most part, remain optimistic about the future development of Russia and trust in state institutions, prospects for relations with Western countries. It is concluded that the beginning of the CSR became a catalyst for global changes, the transition of the world from a system of globalization and a rules-based order to a new system of macro[1]regions and a system of states-civilizations. The methods of discourse analysis and event analysis are used to examine global trends, among which are the curtailment of globalization processes, the gradual departure from the Jamaican monetary system, and geopolitical instability. With the help of system and intent analysis, prospective future macro-regional associations are studied: European, American, Asian, Middle Eastern, African, Eurasian. Conclusions are drawn about the future fate of the geopolitical leaders – the United States, China, Russia, and the European Union. It is summarized that the United States is in a deep political and civilizational crisis; it seems possible to «reset» this country, including in the version of a new civil war. It is said that the European Union is losing its economic and political sovereignty in favor of the United States. The author raises issues of information noise, abundance of information flows, information intoxication – phenomena that often characterize the life in the information age. Through a survey and in-depth interviews, the author checks assumptions about the level of information overload of students, their ability to work with educational and external information, and to protect themselves from manipulative influences from various digital media. The objectives of the study also included correlating the empirical results obtained with the concept of «digital natives», evaluating how applicable it is to the current generation of Russian youth, and how the characteristic features of young people growing up in the digital world affect the process of their media use, causing, among other things, their ability to learn. Bioethics in this context becomes a reference point for any scientific research related to the human body, which is especially important in the modern «age of technological dehumanization». The article examines the disciplinary, philosophical, medical, anthropological aspects of bioethics in Russia and abroad, as well as the specifics of the legislative regulation of cloning issues. As a result of the analysis, the conclusion is postulated that ethical norms find themselves in a situation of opposition to the principles of bioeconomics, which implies the reproduction «to order» of a person with specified characteristics. A parallel is drawn with artificial intelligence, which also, in fact, imitates and reproduces individual processes of human thinking. The development of computer technology application from the late 1960s to the present is analyzed. The current state of historical science in the context of societal digitization is considered, along with the problems faced by scientific historical communities, and directions for development are determined based on accumulated experience. Perspectives and challenges of historical science development in the context of societal digitization and the use of artificial intelligence are discussed. Based on research, it is concluded that the application of information and communication technologies in historical research becomes an integral part of the methodological toolkit. Significant changes occur in the scientific environment and infrastructure of historical science during the era of digital transformation, revealing new features of historical functioning. Proficiency in digital skills becomes a necessity for historians, especially considering the integration of artificial intelligence and various tools such as ChatGPT and neural networks in the humanities. Digital history, in the context of the digital era, characterizes the peculiarities of the scientific environment and infrastructure. Historical informatics and quantitative methods in historical research develop in parallel, complementing each other, particularly in the field of information and communication technologies in historical education and science.
