We provide new evidence on the fiscal and educational consequences of charter expansion for non-charter students in Massachusetts, which temporarily compensates districts losing students to charter schools. Exploiting a 2011 reform that lifted caps on charter schools for underperforming districts, we use complementary synthetic control (SC) and differences- in-differences instrumental variables (IV-DiD) estimators. A systematic review of the literature indicates that there is no consensus on how to test for attrition bias. We establish identifying assumptions for treatment effects for both the respondents and the study population, and propose procedures to test their sharp implications. We then relate our proposed tests to current empirical practice, and demonstrate that the most commonly used test in the literature is not a test of internal validity in general. These effects become more pronounced as surviving cohort members age, suggesting disparities in the acceleration of age-related physiological damage. Using multiple data sources, we analyze potential mechanisms in childhood and midlife.
