The role of small and medium-sized businesses for the social and economic sphere of society, the features of functioning that distinguish it from the business environment as a whole are analyzed. The support measures for small and medium-sized businesses provided by the state as a whole, as well as during the period of economic and political tension that have taken place in recent years, are considered in detail. A review of the main industry documents regulating the activities of small and medium-sized businesses in Russia at the present time is presented, a comparative analysis of their main provisions is carried out. The authors give a brief general description of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives” as a whole, an analysis of the degree of achievement of its key indicators, the composition, level and structure of financial support, including the regional segment on the example of the subjects of the Southern Federal District. The structure of the national project “Small and medium-sized businesses and support for individual entrepreneurial initiatives” was disclosed and studied, for each of its federal projects (“Support for the self-employed”, “Pre-acceleration”, “Acceleration of small and medium-sized businesses”, “Digital platform for small and Medium Entrepreneurship”), the essence of its functioning is indicated, the activities implemented in the relevant areas of support are presented. The following companies in China available for creation by foreign citizens are considered: Wholly Foreign-Owned Enterprise (WFOE); Sino-Foreign Cooperative Joint Venture (JV); Representative offices (RO). Particular attention is paid to the value aspect of building partnerships with the Chinese, considering the concept of “guangxi” and given recommendations regarding it. Further in the article, the value aspect of building partnerships with the Chinese is noted: we will consider the concept of guangxi and give recommendations on it. Next, describe the three legal structures for doing business in Russia: opening permanent representative offices; creation of legal entities with the attraction of foreign capital; registration as an individual entrepreneur carrying out activities without forming a legal entity. Rostova","doi":"10.36871/ek.up.p.r.2023.09.03.005","DOIUrl":"https://doi.org/10.36871/ek.up.p.r.2023.09.03.005","url":null,"abstract":"The article discusses the author’s methodology for assessing the innovative potential and human capital of Russian universities, and also examines their relationship and the presence of mutual influence. 16 national research universities located in different regions of Russia were selected for analysis: universities in Moscow and St. Petersburg and regional universities are included in the analysis. The assessment is carried out according to 10 indicators present in the monitoring of the Ministry of Science and Higher Education of the Russian Federation. The indicators under consideration are divided into groups characterizing innovation potential and human capital. The proposed methodology is based on calculating the Cartesian distance for the analyzed universities in the R5 space. Using the obtained distance values in the space characterizing innovation potential and in the space characterizing human capital, the article carried out a comparative analysis of the universities under study over five years: from 2018 to 2022. Comparison of the dynamics of the indicator values of the Russian universities under consideration made it possible to identify the most significant indicators, i.e. having the greatest impact on the development of the university. Digitalization makes it possible to solve the problem of increasing competitiveness comprehensively. However, in the literature, this issue is considered either from the point of view of competitiveness or only the technologies used are considered. The analysis of the literature allowed us to assert that the applied innovations in the hotel business are represented by consumer trends, virtual/augmented reality, smart technologies. The article shows the ways of using a variety of technological innovations to increase competitiveness. The use of various technological innovations allows you to organize a “check-in” service, provide information about the hotel, and perform the functions of a “guest relationship”. In addition, to stimulate the volume of sales of services, manage the revenues of the hotel company and reduce the cost of resource consumption, change the models of human resource management. Along with this, there is an opportunity to offer a variety of novelties that are not presented in other hotels, which increases the attractiveness of the enterprise for the consumer. The use of digital technologies is a costly event. Depending on the tasks and financial capabilities, each company can choose its own option. Monitoring and evaluating the results of operational risk management through portfolio diversification allows you to make informed strategic decisions. The author presents a methodology for managing operational risks that allows minimizing potential losses in the company. Practical examples illustrate the use of stop loss and correlation strategies to evaluate the results of crisis management. Monitoring and evaluation of operational risk management results is presented in the study as a process of systematic assessment and comparison of actual financial results with pre-planned values.
