IMPLEMENTATION OF THE NP “SMALL AND MEDIUM ENTERPRISES AND SUPPORT FOR INDIVIDUAL ENTREPRENEURIAL INITIATIVES” IN THE SOUTHERN REGIONS OF RUSSIA (2019–2022)

Abstract

The article considers the issue of supporting small and medium-sized businesses in Russia at the present time, including through various tools of public administration, primarily through the national project “Small and Medium-sized Enterprises and Support for Individual Entrepreneurial Initiatives”. The role of small and medium-sized businesses for the social and economic sphere of society, the features of functioning that distinguish it from the business environment as a whole are analyzed. The support measures for small and medium-sized businesses provided by the state as a whole, as well as during the period of economic and political tension that have taken place in recent years, are considered in detail. A review of the main industry documents regulating the activities of small and medium-sized businesses in Russia at the present time is presented, a comparative analysis of their main provisions is carried out. The authors give a brief general description of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives” as a whole, an analysis of the degree of achievement of its key indicators, the composition, level and structure of financial support, including the regional segment on the example of the subjects of the Southern Federal District. The structure of the national project “Small and medium-sized businesses and support for individual entrepreneurial initiatives” was disclosed and studied, for each of its federal projects (“Support for the self-employed”, “Pre-acceleration”, “Acceleration of small and medium-sized businesses”, “Digital platform for small and Medium Entrepreneurship”), the essence of its functioning is indicated, the activities implemented in the relevant areas of support are presented. An assessment was made of the implementation of each federal project, which is part of the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiative”, by analyzing the dynamics of the actual values of its indicators in the context of the regions of the Southern Federal District.
