The purpose of the article is to study the impact of physical and psychophysical preparation of students on a healthy lifestyle by bringing these concepts into the plane of health-oriented personal activity. During the analysis of the literature, the key concepts were specified: healthy lifestyle, physical and psychophysical preparedness. The practical part of the research is represented by a survey of students of 2-4 years, among the respondents 20% study in the field of \"physical education and sports\". These students are part of the general sample and at the same time are the control group. A comparison of the survey results of the general sample and the control group demonstrates differences in the level of physical and psychophysical training of students and the quality of their lifestyle. Students of the control group rate their own level of physical and psychophysical fitness higher, adhere to a healthy lifestyle to a greater extent, and among the factors that prevent adherence to a healthy lifestyle, they often choose excessive workload. On the basis of theoretical and practical research, a conclusion was drawn that there is an undeniable relationship between the level of physical and psychophysical fitness of students and their adherence to a healthy lifestyle. The state of normative-legal, organizational-methodical support and informative-analytical activity of state management bodies in the field of education and science, their subdivisions and public structures responsible for the development of domestic higher education in modern conditions is analyzed. \u0000Since September 2014, when the Law of Ukraine \"On Higher Education\" entered into force, a new stage of reforming the higher education system began, aimed at improving the quality and competitiveness of domestic higher education on the European market of educational services. Having concluded an association agreement with the European Union and received the status of a candidate for joining it and, thus, effectively joining the European educational and scientific community, Ukraine must adapt its own legislation in the field of higher education to European ones, reform the system of higher education, modernizing all its components , applying common European principles and mechanisms. First of all, it is about the modernization of the structure and content of education through the adoption of a system of easily understandable and comparable degrees of higher education; the new structure of higher education, which is based on three cycles (bachelor, master, doctor of philosophy), modern standards and educational programs. It is emphasized that these processes are carried out according to European criteria and are essential steps towards improving the quality of Ukrainian higher education on its way to the European educational community. \u0000The timeliness and completeness of the adopted decisions and implemented measures are assessed, as well as their compliance with the quality criteria of the EAHE. The reasons for the slowdown of individual processes are outlined, the debatable nature and ambiguity of a number of adopted decisions are noted, and approaches to their avoidance are proposed. In the study, an analysis of regulatory and legal support for the use of electronic educational resources was carried out. The conducted analysis demonstrated that the formation of a digital model of education has begun in Ukraine, which is gradually replacing the traditional one. The use of theoretical methods in the work, including the analysis and generalization of the research subject, made it possible to identify possible ways to solve problems, the use of electronic educational resources in the educational process in educational institutions. It was established that during the use of electronic educational resources, the educational environment creates new products, services, processes, improves the organizational structure and management system. Given the wide range of technologies faced by groups of developers, it is determined that teaching should be based not only on the characteristics of technologies and projects, but also on the personal characteristics of programmers in accordance with the methodology of group dynamics and communications. In general, this leads to the fact that learning tasks are usually multifactorial and information overloaded. This produces educational problems related to expansion the fundamental (traditional) sets of competencies and skills and requires methodological delineation for the prospect of their wider application in pedagogical systems of software engineering. To support this area, the target audience should include industry employers and other actors. It was revealed that current issues also include problems of quality and completeness of information collected and submitted to support educational problems, questions to acquaint students with information support of decision-making processes. The approach to software engineering education is improved by modelling the integration of the requirements of current industry and IT industry trends, international recommendations, and the potential of soft skills. An ontological model of the subject area of software engineering as a basis of knowledge base of intelligent information system for application within pedagogical systems of higher education is offered. One of the ways to achieve the goal is to establish a peer-tutoring institute. Peer-tutors provide assistance to students who experience difficulties in academic and social activities. It is easier for them to establish contact and informal communication due to a small age difference and the same social status. The period of adaptation of first-year students to the process of studying at the university is one of the most important in the development and formation of the student's personality. In this process, peer-tutors give the right orientation in the system of social relations. Such an orientation determines the student's social status for a long time, the vector of his or her development. Since tutoring activity is essentially a pedagogical activity, peer-tutors develop their communication, organizational and creative abilities while working, and improve their professional pedagogical skills. This experience of pedagogical work has a positive effect on the development of the tutors themselves as professionals, gives an opportunity to try their hand as a teacher. Peer-tutoring support provides effective conditions for the development of a socially active, responsible, independent, creative, initiative personality. In addition, such interaction of participants in the educational process contributes to the successful socialization of students. Peer-tutoring has positive academic and social and emotional benefits for both students and their tutors. Students make connections with peers that would never have been made outside of tutorials. The concept of «martial law» is singled out in the Law of Ukraine «On the Legal Regime of Martial Law». \u0000The authors of the publication proved that the national professional and applied sport of Ukraine is Combat Horting, which is based on the cultural, health and martial traditions of the Ukrainian people and contributes to the comprehensive education of the younger generation to ensure the security of the state independence of Ukraine, eliminating threats to the preservation of the integrity of Ukrainian lands. The psychological foundations of the professional competence of the teacher's personality are considered, which are combined into three interrelated blocks: methodological, substantive (social-psychological), instrumental. A number of online platforms for the development of public speaking skills were analyzed, in particular online platforms in the virtual educational environment of a higher education institution, specialized international online platforms for developing public speaking skills, courses for developing public speaking skills on educational online platforms, and author's online platforms of this direction. The advantages and prospects of using online in the classroom and during independent work on rhetoric at higher education institutions, as well as self-improvement in oratory skills, are outlined. \u0000The study of rhetoric at higher education institutions is considered and it is indicated that it is advisable to expand rhetoric training courses on university online platforms with the help of the creation and active use of online platforms of university or inter-university oratorical schools or clubs, thus forming a favorable rhetorical educational environment. On the basis of the analysis of specialized, educational and author's online platforms for the development of public speaking skills, it is concluded that the use of theoretical material or practical recommendations and cases of the above-mentioned online platforms for future specialists’ rhetorical training will ensure the diversification of the material presentation and increase interest and motivation in studying rhetoric, as well as understanding the importance of public speaking skills development.
