This paper generalized and summarized existing definitions of capacity and capacity utilization, further analyzed measurements of two capacity utilization based on physical and economic capacity definitions. Furthermore, estimated the capacity utilization under different scale hypothesis, in addition, analyzed the ray capacity utilization under the physical capacity perspective by comparison. Finally, empirically analyzed the capacity utilization of 12 segment manufacturing industries in China. Compared the differences of two measurement methods. Meanwhile, output elasticity of average cost, scale efficiency and excess production capacity are also discussed. Study found that, first, a majority of manufacturing industries are in the state of overcapacity in China, especially coal, oil and nuclear fuel, basic metal manufacturing industry, food, tobacco, where chemical industry is more serious; second, under the view of physical capacity definition, most industries could realize the maximum capacity, achieve a higher capacity utilization. Under resources constrained condition, the option of innovation perspectives is particularly significant. Business model is the foundation of business goal and business innovation which directly facilitates the innovation of products and business processes. Meanwhile, value proposition is the most significant element in business model innovation. Under such background, an innovative approach to achieve reasonable value proposition from knowledge discovery of enterprise information system is proposed in this paper. The paper also defines major business data sources for information system and presents appropriate big data processing approaches of knowledge discovery. To effectively reveal business value of knowledge discovery, popular data interpretation techniques are presented. Furthermore, in order to facilitate firm leader to prompt value proposition on a better degree, the paper proposes a value proposition generation model based on customers, competitors and profit which called CCP to associate business value discovered from information system with value proposition creation. It is big data, who made these acting forces fused fully and efficiently. And then, there was quite obviously a lot of synergy among them to push forward product innovations, which worked just like windmills. So the model of windmill-type product innovation was first put forward in this paper. In big data circumstances, it analyzed mechanism of external acting forces from the perspective of different stages of product innovation and mechanism of restrained forces from the view of data processing. Any failure occurs in the internal service process will damage the customer service quality. Out of this, we proposed an analyzing approach by which internal service failures can be derived reversely from the customer (external) service failures along the service blue-print. Fuzzy logic was adopted to eliminate the deficiencies of traditional FMEA while estimating the risk priorities of the internal service failure modes. In the case study part, the Reversely Deriving Fuzzy FMEA (RDF-FMEA) approach was applied to the data distribution service of the China Center for Resources Satellite Data and Application. 17 internal service failure modes were identified and the fuzzy risk priorities were estimated. Through a systematic study, this study has found that: (1) the way of empowerment has significant impact on engineers' resilience; (2) engineers' resilience is greater in companies with good motivation system as compared with those offering insufficient motivation. (3) the theoretical implications of this study are that creating a new perspective for the study of resilience, and make a deep significance on the further research of resilience. Finally, some suggestions are put forward. This research fills the theory of supply disruption management, meanwhile, constructs and perfects the contingency plan in supply disruption, regarding the four-echelon supply chain as research subject, assuming that supply disruption caused by force majeure. It analyzes the contingency plan model for two situations. One is single-supplier disruption; the other is multiple-supplier disruption.
