Secondly, this paper analyses the elastic relationship between government funds, enterprise funds and the cost of innovation; elastic relationship between government funds, enterprise funds and innovation cost share; the substitution relation between innovative personnel and fixed assets in scientific and technological activities; and government funds and enterprise funds alternative relation. The research results indicate that: (1) the impact of enterprise funds on innovation cost is relatively large, enterprise funds increased to help reduce the cost of innovation. The impact of government funds on innovation costs is relatively small. (2) Government funds, enterprise funds for innovation and investment factors cost share has the same effect. They produce positive direction on the innovation labor, and an impact in the opposite direction of fixed assets. (3) The substitution elasticity coefficient between the innovation labor and the fixed assets is greater than 1, and the innovative labor can replace the fixed assets to a certain extent. The research progress and direction of collaborative innovation are discussed. Through the analysis of knowledge mapping of keywords in the filed of industry-university-institute cooperation and collaborative innovation, it is found that the relationship between subjects moved from cooperation to coordination, the organization method shifted from the innovation network to innovation ecosystem. The combination of industry-university-institute and collaborative innovation is becoming a special research field that has special meaning and practical background. The essential aspect in RAM is to identity the risk event and classify the risk level. Normally, this work is absolutely dependent on judgement of experts. But in the past 50 years, there are huge risk text in RAM structure which contain valuable knowledge about risk analysis. And with the arising era of big data, the risk analysis certainly will step into an intelligentized age. In this paper, we proposed a text mining system for risk event recognition and risk level classification intelligently. Our system has two process. The first one identifies the features of risk event based on a BIO format. The second one relies on machine learning techniques to map the relationship between features using a composite kernel-based method which consists of a shallow linguistic kernel and an extended dependency tree kernel function. A Supported Vector Machines is used in data train and test. Based on the existing study on the comparison of interactive costs and benefits, the betrayal of the opportunity cost and perception of differences are analyzed. The conclusion of the study show: (1) The opportunity cost of the betrayal has an important influence on strategy selection of innovative interaction between multinationals and local enterprises; (2) Motivated by high expected interactive benefit, high opportunity cost of betrayal, and low interactive cost on the part of multinationals, and low expected interactive benefit, low opportunity cost of betrayal, and high interactive cost on the part of local enterprises, multinationals and local enterprises are more willing to carry out innovative interaction; (3) After multinationals and local enterprises conclude a contract, local enterprises will select interaction if multinationals have a low perception of differences, and multinationals will select interaction if local enterprises have a high perception of differences. The pull of technology gap can promote the innovation performance of non-core enterprises, and increase the size of enterprises, and then gradually close to the network center of innovation ecosystem. A business stream can refer to a business model, a part of it, or a set of business models exposed to a specific pace of digitization. The transformative business stream matrix entails two dimensions: competitiveness and business stream environment. While the dimension competitiveness describes how competitive a product or service of a specific business stream is, the dimension business stream environment refers to what pace of digitalization a business stream is exposed to. Based on the “lemon market” theory and signal theory, we examined the influencing factors to the behavior of the first set of investors of financing projects, and those to the eventual amount of money they can raise. We found that the percentage contributed by lead invest and the future information accounted for the confidence of the first investors. Based on the perspective of project management, the Grid Method is used to break down the risks of IPMSAs between CACs. The risks of IPMSAs between CACs are broken down into decision-making risks, formation risks, and operation risks from horizon; internal risks and external risks from longitude. Besides, the Modular Method is used to identify the risks of IPMSAs between CACs, and the Back Propagation (BP) neural network is used to analyze and evaluate the risks of IPMSAs between CACs. The risks of IPMSAs between CACs can be divided into five levels: high, medium high, medium, medium low, and low. Based on these levels, the risk prevention guidelines are proposed: (1) Based on the risk level, the appropriate prevention strategies are formulated; (2) For internal risk, the changes of internal key risk factors need to be eliminated, controlled or mitigated as much as possible. For external risks, the changes of external key risk factors need to be strictly monitored, and to develop corresponding solutions.
