In this regard, trade production and commodity relations are one of the forms of economic relations, which ensures the relationship between producers and consumers. The state and development of the territory is determined by indicators system formed in the retail segment of the consumer market. The urgency is determined by the need to adopt an integrated system of strategic planning of the meso-level (industry) of the region, with systemic interaction with economic entities engaged in production and economic activities in the Far Eastern Federal district, in order to implement the directions of the State program \"Social and economic development of the Far Eastern Federal district\". The aim of the research is to develop conceptual and theoretical positions of the integrated system of strategic planning in the framework of socially significant tasks. To achieve the goal, the following tasks were solved: 1) the significant role of trade in the social and economic development of the territory was determined; 2) the importance of sectoral economic entities as the primary component of the social and economic development of the territory was highlighted; 3) the domestic experience of strategic planning is investigated and generalized and the author's scientifically grounded opinion concerning construction and achievement of strategic goals of social and economic development of the territory with application of financial tools is presented. In the course of research, the authors used philosophical, general scientific and theoretical cognition methods. The rapidly developing information technologies require scientific justification for their promising legal regulation, which determines the relevance of the research topic. The international and world experience of legal regulation of the digital economy is investigated. The development of information technology has led to the widespread use of electronic forms of transactions. The article studies the world practice of establishing the principles of electronic communication and legal regulation of the conclusion and conclusion of an agreement in electronic form. The conclusion is made that the legal regulation of the digital economy in Russia lags behind the existing realities and is catching up. Russian legislation needs to be supplemented with its norms, which should become the basis for legal support of relations in the digital economy. The problems of legal regulation of relations in the digital economy in modern Russia are identified: insufficient correlation with the world practice of legal regulation of the digital economy; the uncertainty of the official concept of the development of the digital economy; digital divide insufficient legal regulation of transactions in electronic form. The role and importance of information and communication technologies for the development of Russian economy are defined. The problem of imbalance in territorial economy structure which is typical for Russia as a multi-regional economic system leads to the need for a comparative analysis of regions in terms of development level and using information and communication technologies. The multivariance of studied process requires using special methods which include cluster analysis used by the authors; it is one of the methods of multivariate statistics and reflects the features of multivariance during the procedure of classifying objects. Clustering procedure was performed by the authors on the basis of hierarchical agglomerative methods using Euclidean distance between objects and farthest neighbor method in order to calculate the distance between clusters. In addition, the stability of obtained clustering results was checked using k-Means, Centroid, and Median methods. In order to get a dynamic clustering picture, we compared the results of dividing regions into clusters according to statistics from 2014 and 2017. The emphasis is on the use of a multi-criteria approach at the stage of selection of the most effective projects, which will directly lead to a faster strengthening of positions in the world market of companies implementing these projects. It will also ensure that oil companies achieve their strategic goals and increase their production capacity. The authors propose to use the technology of program-target planning to increase the efficiency of the production potential of oil companies due to the optimal sequence of commissioning of Arctic fields. Complementing and developing the existing methodological framework for a comprehensive, systematic assessment of Arctic shelf deposits, the authors propose a basic version of the system of evaluation indicators. When reducing the procedure for selecting priority deposits to a multi-criteria problem, the authors conduct approbation calculations using two methods for obtaining an integral evaluation indicator: the first is the methods by V. Pluta and the second one is the additive convolution of criteria. The work also focuses on the study and consideration of risks associated with Arctic shelf deposits. The Conclusions and the results can be interesting for representatives of the oil business, as well as researchers studying the scientific and methodological foundations of planning and development of the production potential of oil and gas companies. The effective time of Russian workers is 3-5 times lower than at advanced foreign mining enterprises. One of the main reasons for the low labor efficiency of employees of Russian enterprises is the low level of organization and management of labor processes. In this regard, the question of improving the methodological tools for assessing and improving the quality of labor processes becomes urgent. To solve the problems of the study, the methods of system, structural and functional analysis, the process approach to the description of the labor process, the author's methodological approach to assessing the quality of the labor process, the methods of constructing a step-by-step algorithm from top to bottom were used. As a result, the author developed a methodological approach to assessing the quality of the labor process using the process approach model, proposed an algorithm to improve the efficiency of personnel based on a balanced improvement in the quality of the labor process.
