The digital economy has already taken its share in various spheres, industries and territories as part of the traditional economy and will only grow. This will happen for a number of objective reasons, as digitalization leads to the growth of economic benefits, to the growth of capital and national economies. The article presents an overview of the possibilities and limitations of the functioning of accounting and statistical systems in the digital economy. It is considered how accounting systems cope with the reflection of transactions in the digital economy. The conditions for the implementation of business processes, in which the accounting system without any difficulties reflects the economic essence of economic operations, are highlighted, and the conditions under which digital transactions require additional methodological descriptions and developments are considered. Examples of insufficient readiness of accounting and statistical accounting systems to fully provide information on transactions of the digital economy are shown. Conclusions are drawn about the inevitability of the formation of new rules for the evaluation and recognition of new digital transactions. At the same time, in some cases, we can talk about a paradigm shift and modernization of the accounting and statistical system. The state regional policy aimed at improving the quality of life of the rural population is not effective enough. This is evidenced by irrevocable migration from the village of the working-age population with high qualifications. One of the main reasons for the situation in rural areas is the low quality of the subsystems of the socio-economic space of rural areas, which does not correspond to the social and economic needs of the population, its readiness to fulfill certain social roles. The article reveals and scientifically substantiates the relationship between the incomplete reproduction of human potential and the low quality of the subsystems of the socio-economic space of rural territories. Organizational and economic tools are proposed, the implementation of which will ensure the integrity and high quality of the socio-economic space in heterogeneous rural areas. Results of a sociological survey characterizing the attitude of residents to individual factors in the development of rural areas are studied. It is concluded that there is a significant differentiation in the level of development of rural territories in the context of individual federal districts of the Russian Federation. Among the factors determining the development opportunities of rural areas are considered the following: resource provision, potential for the development of commercial and social entrepreneurship, conditions for the implementation of initiatives of the rural community. {"title":"Assessment of Solvency and Financial Stability of Agricultural Consumer Cooperatives","authors":"T. They are formed to solve not only economic, but also social issues in rural areas. Domestic and foreign experience in the study of cooperatives has shown their ability to increase labor productivity, to improve financial condition, to update and to modernize the material and technical base of agricultural sector. Therefore, much attention is currently given to the successful operation of cooperatives. This paper is based on the review of the works of domestic and foreign scientists using a systematic approach to the issue, with economic and statistical, balance, abstract-logical research methods. The main part of the materials presented in this article is the assessment of solvency and financial stability of agricultural consumer cooperatives in the region. Data of the Department of AIC of the Kurgan Region became the basis for calculations for the studied business entities. Agricultural consumer cooperatives of the Kurgan Region were the objects of study. This paper considers the structure of the property of cooperatives and sources of their financing; identifies the features of the formation of their financial resources, as well as problems that negatively affect these parameters. Assessment revealed that the solvency of these business entities is at a high level, but the values of liquidity ratios significantly exceed recommended ones what indicates insufficiently rational use of resources. Unstable financial results of studied cooperatives led to the fact that own working capital for almost the entire period (2012-2018) was negative; this fact negatively affected a number of parameters that characterized the financial stability of entities. To strengthen their financial position, agricultural consumer cooperatives should increase their own capital expanding scope and activities what will solve not only economic, but also social issues and problems in rural areas. It is well known that in many important respects they are highly differentiated from cities: lower incomes, availability of services and opportunities for self-realization. Currently, the formation of a high-quality and comfortable working and living environment in rural areas is nationally important. The relevance of this study is explained by the need to form an evaluation system of compliance the level of socio-economic development of rural areas to modern standards of living. The article presents the author's approaches to solving the indicated problem. Improving the availability and quality of socially important services is a necessary condition for increasing the level of rural life. To solve this problem, it is proposed: 1) create a list of indicators to assess the quality of services received by the rural population; 2) assess the security and availability of services received in the village, including taking into account the territorial and financial possibilities of their consumption; 3) normalize the obtained system of indicators relative to the selected standard; 4) propose measures to improve the availability and accessibility of services in rural areas, as well as the mechanism of their implementation. To assess the average complex of needs for services, a system of indicators used by state and municipal authorities is allocated. The data of calculation of indicators characterizing the provision of services in homogeneous and heterogeneous rural municipal areas of the Voronezh region are presented. Globalization of world economy, political instability in the world, introduction of economic sanctions against Russia are the driving force for the development for some enterprises, but can lead other ones to critical (and sometimes catastrophic) consequences. As a result, risk theory not only does not lose its relevance, but its development and practical application are becoming increasingly important. Processes that are currently taking place in Russia have required a reorientation of the principles of enterprise’s work towards the analysis and evaluation of various internal and external factors that have an impact on their working efficiency leading to the objective need to study risk control problems. In the economic literature of recent years, quite a lot of attention is paid to the problem of risks and methods, techniques, tools for working with them. New specialized journals have been kindly accepted by the scientific community, (Risk Control; Risk, Resources, Information, Supply and Competition, etc.). It should be noted that published materials are mainly devoted to financial risks, banking, insurance and investment activities. At the same time, the problem of risk control in the agro-industrial complex is less developed, and there is practically no study of risk factors affecting the competitiveness of enterprises in different industry sectors. As a result, no single approach to the definition and understanding of the essence of risk control in production structures has yet been developed. Management of industrial enterprises in the context of increasing complexity of activities associated with risks of different nature has specifically changed the requirements for motivation and quality of operational and strategic decisions.
