This article is devoted to the estimation of educational reforms in the context of contemporary civilizational changes. The research aimed to systematize the features of development of reforms in the field of education, to develop measures on coordination of activities among main participants in educational process, to determine its main features in the context of civilizational changes. It has been established that the key point is to detect balance between autonomous right of a university to render education and scientific studies for economy and society, and responsibility of state for assurance of quality, accountability, integrity, and availability of education. It has been proved that the education sector needs investment to improve learning and research conditions. Another issue is implementation of new forms of financing, including on competitive basis, to support interest and interaction between universities and business environment. The authors have identified factors that increase the effectiveness of recruiters of terrorist organizations in attracting young people, as well as formulated and justified the principles of improving the effectiveness of youth policy in the framework of anti-terrorist activities of the authorities. According to the authors, an important factor in the radicalization of young people is the low level of education in the country. The authors draw attention to the fact that the low level of education does not create opportunities for the development of young people. This, in turn, leads to a radicalization of the relationship between the authorities and students. If graduates are unable to find jobs that meet their expectations, then the risk of radicalization of young people increases. A good education not only allows the state to train qualified specialists, which effectively affects the social and economic development of society. Specialists in demand do not belong to social groups prone to violent and radical actions in relation to other citizens, both within the country and abroad. Therefore, it is necessary, on the one hand, to develop educational programs that allow college and university graduates to be in demand in the labor market, constantly improve their skills, and increase the level of knowledge. The integrating innovative component of the culture industry is revealed. The proposed method allows responding quickly to changes in the environment and adapting to the economy of a particular subject. The research method involves the use of logistics principles in the culture industry, integrated and systematic approaches that determine the need to take into account all factors and their dynamics, a synergetic approach involving the integration of elements that form a comprehensive (integrated) potential of the culture industry. The method proposed in the article allows reducing expenditures on culture, controlling the ratio and quality of free and paid services, making a profit and realizing the internal reserves of cultural enterprises. According to the results of the study, a matrix of SWOT-analysis of the cultural sector has been formed. The relevance of the results consists in the development that allows finding solutions to organizational, economic and financial problems of the cultural sector and will help to increase its contribution to the economic development of the regions and the Russian economy as a whole. The approach to the formation of complex (integrated) potential can include indicators: social potential, economic potential, information potential, resource (infrastructure) potential and cultural potential. It has a strong connection with the evolution of social work education as a field of professional practice. Recent changes in Ukrainian social policy, in particular the implementation of professional education requirements, based on the competency-oriented approach, the implementation of professional standards for social workers, the distinction of social work in a separate field of science and the complexity of social practice require the creation of unified training curriculum that corresponds to social needs and practice requirements. Creating a meaningful learning environment and raising awareness of professional objectives would be achievable by applying an activity-oriented approach to the professional education of social workers. This means that knowledge could never be isolated from activity. Activity-oriented educational practices contain the core components of professional activities and concern different aspects of social work. Profession-oriented practice includes general (volunteer activities, research, social project design, organizational and management) and additional (communicative, play and game, teamwork) forms and technologies, which demand from students to accumulate their experience in obtaining the essential forms of professional activities. Authors used the methodology “Individual model of psychological health” by A.V. Kozlov. The method “Individual model of psychological health” was developed in 2014 in the course of psychosemantic analysis of the concept by students of the phenomenon of psychological health. Based on the data acquired, it can be concluded that the hypothesis on the influence of self-isolation on the model of psychological health in various age groups is partially confirmed as older study participants face difficulties with life prospects and experience stress when planning their future. A set of indicators of the project effectiveness is presented and the positive effects and problems of the project are indicated. Directions for the development of the European Universities’ project financing system are proposed. Project financing allowed changing the organizational structure of the German science system. However, it is necessary to continue the search for various cooperation formats and the ways for the development of gifted researchers in the scientific sphere, strengthen the universities’ prestige and infrastructure, and further improve the project financing models. Institutional strategies are aimed at strengthening the positions of a university overall allowing it to successfully compete with the leading participants in the international scientific arena. Using a system-synergetic approach and various methods of scientific research, the authors revealed not only the state of the problem under consideration but also determined the relevance of such research in contemporary conditions. Based on the obtained data, a theoretical universal model of educational work has been developed, which assumes the formation of value orientations among young people in the course of its implementation. The student professional development model concerning the educational activities of the College consists of three interrelated units: target, substantive-operational, and evaluation- performance blocks. The model provides self-development of the individual through the cardinal renewal of all the above-mentioned components, and the formation of general cultural competencies. The purpose of the study is to identify the factors that determine the formation of a certain type of personality who committed suicidal attempts in adolescence. In order to identify the types of adolescent suicides, there was conducted a survey of 20 doctors in psychiatric clinical hospitals in Moscow. The survey results were processed using cluster analysis. To identify the factorial conditioning of suicidal behavior of each personality type, a complex of psychodiagnostic techniques was used, focused on the study of the characteristics of the emotional, value-semantic and behavioral spheres of the personality. The obtained empirical data were processed with the help of factor analysis. Three clusters have been identified that combine similar personality characteristics of suicides. It was specified that among adolescents there are the following personality types: “militant” (22%), “sacrifice” (54%) and “self-deprecating” (24%). Each type of adolescent suicide is due to the characteristics of the emotional, value-semantic and behavioral spheres of their personality. Currently, there are several problems in education, like in any other public sphere, that cause active discussion in society and require resolution at the legislative level. This article presents a legal study of spiritual education, taking into account its legal regulation and implementation in Russia at the present stage. The authors of the article consider the most important aspects of the implementation of the right to spiritual education in Russia and conduct a comparative legal analysis of the Russian legislation on spiritual education. The article considers the types of educational organizations that provide religious education and their educational programs, describes the foreign experience of religious education, and conducts a systematic analysis of educational standards of higher education. The authors identify current problems in the field of organization and implementation of religious education, give recommendations for their solution, and indicate areas for improving legislation on religious education. The increasing need for good English speaking and writing skills put forward a demand for the accurate use of lexical items and grammatical structures by those who study English as a foreign language (EFL). Lexical and grammatical accuracy acquires a crucial importance in reasoning and argumentation. A slapdash word or syntactic construction in the argument structure may submit the listener to a conclusion, which is completely different from what the speaker implied. Such issues may be particularly frustrating in academic, legal, business, medical, and other types of institutional discourse. The rules of Aristotelian logic, underlying the good majority of reasoning structures, are generic.
