The evaluation of enterprises’ technology innovation project should be considered low-carbon economy requirements. This paper firstly analyses the relationship between low-carbon economy and technology innovation and technology innovation project. It follows that technology innovation is the way of promoting enterprise development mode transformation successfully. Besides, the evaluation of technology innovation project must conform to the requirements of low-carbon economy. Secondly, build the technology innovation project evaluation index system based on low-carbon economy, selecting four indicators to measure the feasibility of technology innovation project, including waste emissions, energy consumption, economic efficiency and innovation ability. Firstly, the paper analyzes needs of users according to the actual situation of university campus, and gives the system structure diagram, workflow chart and use case diagram of campus e-commerce system. Secondly, the paper designs the system architecture — three layers framework. They are the presentation layer, business logic layer and database layer. This paper builds evaluation index system based on balanced scorecard. Then rough set theory and information entropy are adopted to process the obtained research data. Firstly, property reduction is processed to identify redundant indexes, sencondly, the weights of each index are calculated. Finally, we get the evaluation index system of the e-government services made up of four dimensions and fourteen index, and also assign the weight of each indicator. In this paper, by comparing the existing financing manners, we consider that the Network Joint Guarantee Mode can solve the financing problem of SMEs well, and also can increase the loan repayment rate effectively. By analyzing the internal mechanisms of Network Joint Guarantee Mode, we think the reason why it can increase the credit repayment rate effectively is mainly due to the presence of network information disclosure mechanism which played an important role in the information audit, repayment supervision, default penalties and other aspects. It’s necessary to update the concept and evaluate the development status and problems existing in the interaction between urban communities and universities. It’s recommended that the win-win situation, interactive and common development concept and strategies should be established to ensure the healthy and sustainable development of both sides.
