The financial support for agriculture is the main macroeconomic control means for the government to agriculture and safeguard the income of farmers. In the paper, the current situation of financial support for agriculture in Heilongjiang province is analyzed, including the scale, the structure and the effect of financial support for agriculture in Heilongjiang Province. The conclusion is that the scale of financial support for agriculture is insufficient, the structure of financial support for agriculture is unreasonable, and utilization effect of financial support for agriculture in Heilongjiang Province is low. The index system includes: applications of information resource management, infrastructure, personnel quality, efficiency index, investment in information security. Then the information resources management level evaluation models is established by fuzzy clustering analysis. Finally the practical example of the level of information resources management in iron and steel enterprises is stated and gets satisfied results. Kang","doi":"10.1109/ICIII.2010.164","DOIUrl":"https://doi.org/10.1109/ICIII.2010.164","url":null,"abstract":"On the basis of extant literatures, we built a conceptual model of the relationship between perceived quality, trust, extrinsic motivation, intrinsic motivation and usage in the virtual communities with real-name system, and proposed some hypotheses about them. To test the hypotheses, we designed a questionnaire, and collected data from the members who use virtual communities with real-name system. We used SPSS15.0 and AMOS 16.0 to analyze the collected data. We found that perceived quality, trust, extrinsic motivation and intrinsic motivation all significantly influence usage. A survey is carried and finds out that at present, PICS of Chinese e-government are for more remain at the initial stage of publishing certain information and the public passively accept information still. There are few are carrying out PICS. The results are displayed to show that it is essential to promote PICS. And then, the actual costs are calculated by combining with the accounting records and the calculation method of traditional cost. Now we get the actual cost and the reasonable and lowest cost of construction engineering respectively. So the implicit cost function model of construction engineering can be established by the idea of actual costs minus reasonable and lowest costs. Activity relationships among operation zones were constructed and facilities layout optimization schemes were formulated aiming at reducing fatigue of operators, furthermore, the rationality of optimization schemes was discussed through logistics test. The method was applied in improving facilities layout of a comprehensive workshop of an opto-electrical company. Through the above analysis and researches, it can be concluded that the horizontal structure of industry cluster may save the transaction cost and the vertical structure may reduce the production cost, which may further reduce the cluster enterprises' total cost.
