Ostrovsky. On January 19, 2023, the Lviv geodetic community honored the 100th anniversary of the birth of Ostrovsky Apollinariy Lvovich – an outstanding scientist, professor, teacher known in Ukraine and abroad. Professor A. L. Ostrovsky published more than 200 scientific works, dozens of methodical developments in geodesy, topography; instrument science, he owns 11 copyright certificates and inventions. The birth of the Lviv School of Refraction is connected with the then professors of the Lviv Polytechnic Institute A. D. Motornyy and M. K. Mygal, and the first studies of the influence of atmospheric refraction on geodetic measurements were initiated by A. L. Ostrovsky To a large extent, the success in this work was brought about by the scientific activity of the employees of the branch research laboratory, which was managed by Apollinariy Lvovych in 1979–2006. This is how the Lviv Geodetic School of Refraction, known in the scientific world, was created. For many years, Prof. A. L. Ostrovsky headed the regional specialized Council for the defense of doctoral theses in geodesy, actively worked in the Educational and Methodological Council of the Ministry of Education and Culture of Ukraine, in the editorial boards of all scientific journals on geodesy and engineering geodesy published in Ukraine, and was the first editor-in-chief of the scientific journal Geodynamics. He was the scientific supervisor of almost 30 applicants who worked on candidate and doctoral theses. Among the pupils and students of Prof. A. L. Ostrovsky was an academician of the National Academy of Sciences of Ukraine Ya.S. Yatskiv, more than ten leading geodesist professors, many heads of geodetic enterprises and institutions in Ukraine and abroad. The fruitful scientific, pedagogical and professional activity of Prof. A. L. Ostrovsky brought him well-deserved respect in the scientific world and geodetic production, and was awarded high titles – Honored Worker of Science and Technology of Ukraine, “Honorary Surveyor of the USSR”, “Honorary Surveyor of Ukraine”, awarded with the Order of Merit III degree, and many honorary awards and medals. Professor A. L. Ostrovsky was a scholarship recipient of the President of Ukraine. Evidence of the unparalleled authority and deep respect on the part of the scientific geodetic community for A.L. {"title":"The peculiarities of the integration of spatial data of roads using the JOIN operation","authors":"N. Lazorenko","doi":"10.33841/1819-1339-1-45-119-131","DOIUrl":"https://doi.org/10.33841/1819-1339-1-45-119-131","url":null,"abstract":"The purpose of the article is to research the integration of attributes of the set of geospatial data “Roads”, which was created on the basis of the topographic database of the Main State Topographic Map, and the geoinformation system of roads of the State Agency of Roads of Ukraine (hereinafter – Ukravtodor) for the creation and maintenance of core reference data of roads of the national spatial data infrastructure (hereinafter – NSDI) using an operation Theta-JOIN in object-relational database management systems (hereinafter referred to as DBMS). Method. The basis of the research is the analysis of the possibilities of applying the theory of spatial databases and knowledge bases, international and national harmonized standards in the field of Geographic Information/Geomatics to solve the issue of integration of spatial data using the Theta-JOIN operation in object-relational database management systems. The results. The article analyzes the geo-information model of the road, based on the data of which it is possible to make management decisions during planning, design, operation, management, organization of road safety, etc. The requirements for the presentation of this model are defined in the GDF 5.1 standard, which is used for modeling road infrastructure in a geographic information environment using the Unified Modeling Language (UML) and Model Management Architecture (MDA) technologies. This allows for data interoperability at different levels, for example, national and pan-European. The geoinformation model of a public road of state importance in the topographic database is a continuous feature that is an aggregation of the features of the road and transport network through which this model passes. Also, on the basis of regulatory and technical support, the geographic identifier of the highway was established – the road index, the structure and principles of which are defined in the draft of the national standard DSTU xxx:20xx “Geoinformation system of public highways. Part 1. Composition, content and requirements for the database”. Two sets of spatial data TDB of the Main state topographic map and GIS roads of Ukravtodor were combined using the theta-JOIN operation in the PostgreSQL/PostGIS. The scientific novelty and practical significance is in the fact that the integration of sets of core reference and thematic spatial data of roads was investigated using the theta-join operation of relational algebra, which is implemented in modern GIS and DBMS for the development of the national spatial data infrastructure. The methods of processing this information on the basis of modern technologies of geodesy and cartography and those related to them: engineering geodesy, satellite geodesy, remote sensing, photogrammetry, cadastre of territories, land and real estate valuation differ both in different theoretical approaches and in the principles of practical implementation. The problem is the automatic storage, transformation and use of huge volumes of information in the solution of modern theoretical and thematic tasks. The proposed article presents the latest achievements that have become the achievement of the specified industries and which are already used and developed by the world’s leading firms and corporations. In many universities of the world, the works of scientists appear in which they analyze the field of modern knowledge related to geodesy and land management. The article mentions the rapid technological changes in the field of geodetic-cartographic and land-cadastral activities that have taken place during the last decades, which significantly affect the nature and content of the work that will be performed by future specialists in the field of geodesy and land management. The purpose of the study is to prove the effectiveness of the use of unmanned aerial vehicles for the preparatory stage of evaluation works. In the process of development of modern methods of remote sensing of the territory of populated areas, the problem of using unmanned aerial vehicles for real estate evaluation is gaining relevance. Aerial surveying has been an effective tool for geodetic work, geophysical research and various types of monitoring for several decades. Modern technologies for creating topographic and cadastral plans are based precisely on the use of digital aerial photography materials [Burshtynska H., Stankevich S., 2013]. However, the cost of using airplanes and helicopters for local large-scale shooting is an order of magnitude higher and therefore. an alternative solution is to use UAVs for property valuation. The Methodology. The methodology is based on the need to use UAVs to assess the market value of real estate. The creation of large-scale plans of rural settlements based on data obtained with the help of UAVs is necessary for the design of master plans [Glotov V., Korduba Yu., 2011; Glotov V., Gunina A., 2014]. And this, in turn, is connected with land accounting and setting boundaries in a certain region, as well as the need to assess the market value of real estate. Unmanned aerial vehicles are widely used for aerial photography, as they are an inexpensive alternative to traditional filming from airplanes, helicopters, hang gliders, and satellites. In addition to high economic efficiency, i.e. a tenfold decrease in price, UAVs have additional advantages compared to traditional aerial and space shooting. The Results. The conducted studies prove the importance of using UAVs in real estate evaluation. The purpose of using a UAV is to obtain images of the territory with given characteristics. It is known that aerial photography, as a type of remote sensing of the earth, is an economically and technologically justified way of collecting spatial information, the basis for creating cadastral plans and maps, three-dimensional models of the terrain and terrain [Glotov V., Tserklevych A., etc., 2014]. It is proven that the efficiency of the proposed method exceeds by 36% the traditional methods of real estate evaluation. Scientific Innovation and Practical Significance. For the first time, research was carried out related to the possibility of using UAVs to estimate the market value of real estate. The article proves that the use of unmanned aerial vehicles at the stage of collection and analysis of initial data will make it possible to reduce the cost of determining the geometric characteristics of the object of evaluation by ten times compared to traditional geodetic methods, as well as speed up the process of selecting similar objects for the purpose of building mathematical models determining the market value of the relevant real estate segment. The use of Building Information Model (BIM) is already expanding to the application for infrastructure objects. Therefore, a need for the practical implementation of a BIM for each type of the specific objects is sufficient. In the current research, the main objective is to present an optimal technique for the application of BIM for built bridges. Based on the project documentation and field measurements of a bridge, a digital model must be created using Revit software. To investigate the achievements so far, some scientific articles and proposed technologies have been analyzed. How is BIM for infrastructure management already developed in many countries? What is a more detailed methodology called bridge information model (BrIM)? Another important question is how to digitize old objects in a simple and fast way. The procedures of data acquisition, georeferencing and modeling have been implemented and described. All successive steps from surveying an area to visualization and data transfer are presented in the study. The TLS and aerial photographs were merged and transferred into a point cloud, which served as a source for modeling. Revit software is used to create a bridge. Attribute data was taken from the project documentation, and the model of the newly built bridge on the old federal road B96 was transferred to a BIM. Considering the decentralization in the country, the newly formed communities faced problems with the land use, namely the data of the state land cadastre, as additional areas were transferred to the communities from state ownership. There was also a problem with the visual planning materials of the community territory, which would contain all the information (completeness of data) about buildings, structures, utilities, restrictions on the land use, all the qualitative characteristics of soils and assessment. It is important to combine the land management and urban planning documentation into one whole, which will contribute to the full updating of information and its objectivity and clarity with the support of geographic information systems. Method. Since the beginning of its formation as an independent state, Ukraine has been carrying out reforms, including land reforms. The creation of territorial communities requires new planning materials with the administrative boundaries of territorial communities, qualitative and quantitative indicators of land, engineering infrastructure, types of land, buildings and structures. A comprehensive plan for the spatial development of territories should, in the correct and logical sequence, create a system designed to quickly solve the problems of the population, with the main goal to further integrate into a single system of public services not only on the land and urban planning, but also the other areas of infrastructure (health care, landscaping, engineering and transport, preservation of the cultural heritage). Results. The purpose of development of CPSD is established. The main ways to ensure the land management in newly created communities through the development of a comprehensive plan for spatial development of territories are considered. A number of important preconditions for the use of territories in the period of the initial introduction of the territorial spatial planning on the newly created communities has been identified. Scientific novelty and practical significance. Implementing the development of CPSD of the territories in each territorial community will ensure holistic and balanced development not only of solvent settlements in the community, but also throughout the whole community territory, where there is not only a balanced distribution of state, local and public interests, but also integrated community development. {"title":"Peculiarities of design of ecological trails of Nadsluschan regional landscape park for materials of remote surveys and means of GIS","authors":"S. Ostapchuk, A. The park itself is located in the Rivne region in the valley of the river Sluch, covers an area of over 17 thousand hectares and includes many sites of environmental, historical and recreational importance. Method. Preliminary design of ecological trails was performed on the basis of satellite imagery (radar images Sentinel-1 and multispectral Sentinel-2), which are distinguished by many important features, among which, above all, note the high frequency of imaging, global coverage, the availability of and free access to research. To perform this task, digital terrain models, thematic and index maps, composite images were obtained. At the final stage of modeling, specialized ArcGIS software was used. Results. As a result of the performed work, 5 routes of pedestrian and 2 equestrian health-cognitive ecological trails with corresponding maps, profiles, catalogs of coordinates, descriptions of routes and viewpoints, photos, etc. were designed. Scientific novelty and practical significance. To create routes of ecological trails, the proposed technique was implemented for the first time and proved its effectiveness. It allowed to achieve a significant reduction in the duration of work, the cost of field research and take into account the necessary features of the territory. Prior to that, there were no such trails in the Nadsluchansky Landscape Park. As the ecological tourist network in Ukraine has not yet been formed, the use of this approach at other sites of environmental importance will allow faster and more efficient development of this important segment, and it will help solve a number of environmental, cultural, social and economic problems.
