Considering the decentralization in the country, the newly formed communities faced problems with the land use, namely the data of the state land cadastre, as additional areas were transferred to the communities from state ownership. There was also a problem with the visual planning materials of the community territory, which would contain all the information (completeness of data) about buildings, structures, utilities, restrictions on the land use, all the qualitative characteristics of soils and assessment. It is important to combine the land management and urban planning documentation into one whole, which will contribute to the full updating of information and its objectivity and clarity with the support of geographic information systems. Method. Since the beginning of its formation as an independent state, Ukraine has been carrying out reforms, including land reforms. The creation of territorial communities requires new planning materials with the administrative boundaries of territorial communities, qualitative and quantitative indicators of land, engineering infrastructure, types of land, buildings and structures. A comprehensive plan for the spatial development of territories should, in the correct and logical sequence, create a system designed to quickly solve the problems of the population, with the main goal to further integrate into a single system of public services not only on the land and urban planning, but also the other areas of infrastructure (health care, landscaping, engineering and transport, preservation of the cultural heritage). Results. The purpose of development of CPSD is established. The main ways to ensure the land management in newly created communities through the development of a comprehensive plan for spatial development of territories are considered. A number of important preconditions for the use of territories in the period of the initial introduction of the territorial spatial planning on the newly created communities has been identified. Scientific novelty and practical significance. Implementing the development of CPSD of the territories in each territorial community will ensure holistic and balanced development not only of solvent settlements in the community, but also throughout the whole community territory, where there is not only a balanced distribution of state, local and public interests, but also integrated community development. Method. Reform of the residential real estate management system is currently based on three main areas: privatization of residential real estate and the creation of associations of co-owners of apartment buildings (condominiums); reform of housing and maintenance offices (ZhEK); creation of a market of competitive managers and a market of quality housing and communal services. Until 2002, ie until the entry into force of the Land Code of Ukraine (LCU) and the Law on ACMHs, the issue of registration of rights to land under “ordinary” apartment buildings was not settled. The exception was cooperative houses. Article 66 [Land Code of Ukraine, 2022], as amended on March 13, 1992, provided that: “Housing, housing-building, garage-building and countrybuilding cooperatives are provided with permanent land plots for residential, garage and country construction, the size of which is set in accordance with the norms approved in the prescribed manner and design and technical documentation. In practice, this rule was used infrequently. The situation began to change with the update of land legislation. Results. The essence of the developed methodology is to determine the shares of residential areas for all real estate units in proportion to the area of these units in the total area of a residential building. In the general case, the area of the adjoining share calculated for the owner or user of the real estate unit consists of the area of the land plot under the building in which the real estate unit is located and the area of the land plot in the adjacent territory minus all buildings within their perimeter. Scientific novelty and practical significance. On the basis of the stated judgments the technique of definition of adjacent territories in the part of calculation of adjoining shares of real estate units taking into account town-planning zoning is improved. Its essence is to determine the boundaries of the residential quarter (neighborhood), which will calculate the boundaries of adjacent areas and determine the areas within the quarter, which are removed from the area of the residential area. Tarnopolskiy","doi":"10.33841/1819-1339-2-44-69-81","DOIUrl":"https://doi.org/10.33841/1819-1339-2-44-69-81","url":null,"abstract":"The work considers practical examples of processes realization of product-process model of the National (N) Spatial Data Infrastructure (SDI, together – NSDI) of Ukraine [Chabaniuk, Dyshlyk, 2021], which meet two of the four dynamic principles of the latter building [Chabaniuk, 2018]. They were obtained in 2016 as part of pilot projects (pilots) of the regional European project to create the so-called Danube Reference Data and Services Infrastructure [DRDSI, Dusart, et al., 2016]. Pilots were implemented for the territory of 3 districts of Odessa region of Ukraine adjacent to Moldova. Despite the 6 years that have passed since then, these results not only remain, but become even more actual. The growing actuality is explained by several reasons, among which the most important are three: 1) [Law of Ukraine “About NGDI”, 2020] noncompliance with the recommendations (requirements) of INSPIRE; 2) inconsistency of the SDI (Spatial Data Infrustructure) model enshrined in the said Law with the Ukrainian reality; 3) the needs of practice. The results of the work are useful for determining [Law of Ukraine “About NGDI”, 2020] changes, the model of which must be changed to “correct” and “feasible” [Chabaniuk, Dyshlyk, 2021]. The aim of the work is to create an inventory file database of prominent Polish figures buried in the Lychakiv Cemetery in Lviv and to create dynamic 3D-models of burialmonuments,most of which are art monuments. Method. Themethod of creating an inventory database of Polish burials at Lychakiv Cemetery in Lviv proposed in the work includes the following stages: development of html-layout of the database; filling the inventory table of Polish burialswith data; creation of a file database of Polish burials according to the developed structure; creation of dynamic 3D-models of monuments of outstanding personalities buried in Lychakiv Cemetery. All elements of the inventory database of Polish burials are made in html format, and dynamic 3D-models in MPEG format, connected to html via hyperlinks. Results. As a result of the research, an inventory database was created, which includes a catalog of Polish burials on the territory of Lychakiv Cemetery in Lviv (burial number, surname and name of the buried, years of life). Each last name in the inventory database is linked by a hyperlink to the file database for each person. The file database includes the following items: human name, age, condition of the monument, coordinates of the grave, photos of the monument, gender, brief information about the buried (if any), burial sector. In addition, dynamic 3D-models of monuments have been created for prominent personalities buried in Lychakiv Cemetery with the help of the Polycam mobile application, which is also connected as a video file to the database. Practical value. The aim of the work was to show the main stages and prospects of analysis of the obtained data of ground laser scanning of small groups of green areas of cities on the example of T. Masaryk Square in Uzhgorod, as well as to compare this technology with the classical method of inventory of green areas..Method. The paper highlights the features of the inventory of garden and park facilities using ground-based laser scanning (NLS). The method of not only determination of existence of objects of green economy but also their characteristics is offered. The inventory of green plantations and the results of its application are described on the example of T. Masaryk Square in Uzhhorod. A comparison of inventory data collected by analog methods in 2017 and NLS data in 2021. Inventory of green plantations is carried out in accordance with the Instruction on technical inventory of green plantations in cities and towns of Ukraine every five years from April to October and provides: determination of the total area occupied by green facilities, including trees, shrubs , flower beds, lawns, trails, etc .; determination of the number of trees and shrubs by types of plantings, species, age, diameter at a height of 1.3 m of tree trunks and the state of their content; determining the value of the object as a whole and its individual areas; timely introduction of changes that have taken place in green areas, in drawings, passports of green facilities and summary data on green areas of the settlement. During the inventory, the following was carried out: determination of the total area occupied by green facilities, including trees, shrubs, flower beds, lawns, paths, etc .; determination of the number of trees and shrubs by type of plantings, species, age, diameter at a height of 1.3 m of tree trunks and the state of their maintenance; determining the value of the object as a whole and its individual areas; timely introduction of changes that have taken place in green areas, in the drawings, passports of green facilities and summary data on greenery of the settlement. Results. As a result of the research, a laser scan of T. Masaryk Square in Uzhhorod was performed and the obtained data were processed. A detailed inventory of greenery on the Independence Embankment, namely on the territory of the memorial square. Masaryk. After sub-tree accounting, 106 tree species of different species were studied. Conifers – 3 species, deciduous – 12. During the inventory of sanitary conditions, the following number of trees in each category: I category -49; II category – 33; III category – 1; IV category – 27; V category – 1. The general sanitary assessment of plantings is satisfactory with insignificant drought and emergency plantations of white poplar that need to be replaced.. Practical value. The obtained results can be used by the municipal authorities to tidy up and take care of T. Implementation of the GNSS leveling method requires the presence of geoid or quasi-geoid heights, which today can be obtained from the corresponding models. In recent decades, scientists from around the world have developed many global, regional and local models of geoid and quasigeoid. This has contributed to the emergence of numerous publications on GNSS leveling. The purpose of the work is to perform the analysis of modern models of reference surfaces on the basis of materials of scientific publications according to the criteria that have a significant impact on research in the field of determining the height by GNSS-leveling. Method. The paper considers 44 publications published in the period 2001–2021. Among the research in this direction, there are three types of work: 1) 13 publications on methods of constructing the models themselves; 2) 12 works on their accuracy analysis and 3) 19 works on “adjustment” of model heights. At the first stage of the research the analysis was performed according to criteria related to geoid and quasi-geoid surface modeling, including Stokes and Molodensky theory, mathematical methods of data analysis and processing, tidal systems, zero-order geoid undulation and scale levels of geoid and quasi-geoid models. In the second stage, the frequency of publications by years was analyzed and the activity of publications of existing geoid and quasigeoid models on the sample of countries, which was made on the basis of all selected works in this study, was established. At the third stage, a quantitative analysis of official published models of geoid and quasi-geoid on the frequency of publications for the study period. The ratio of the accuracy of the heights of global geoid models in relation to the magnitude of the degree and order of their calculation is established. Results. In 58 % of the analyzed works, the authors use Stokes’ theory in their research, and in 42 % – Molodensky’s theory. Among the mathematical methods of data analysis and processing, 27 % use the method of mean square collocation, 20 % use the least squares method, the “delete-restore” method and the method of modifying Stokes’ formula with least squares (or KTH-method). The Fast Fourier transform method was used in 13 % of the works. Publications on the creation of global models of the Earth mostly use the parameters of the tide free tidal system in their calculations – a total of 40 % works. No less important criterion (33 % of works) should be taken into account the parameter of undulation of the geoid of zero order (“zero degree term”). In total, 41 % of research is aimed at creating and analyzing quasi-geoid models on a regional scale. During the study period, most works were published in 2012 and 2018. The main causes of deformation of structures and their foundations are sedimentation of foundation structures, weak load-bearing soil, crushed sand layers, wear and degradation of building foundations, uneven or excessive loading of foundations, poor condition of pile foundations, regular ambient vibrations, support of ambient temperature, various loads caused by wind, snow and other conditions, uncompact soil. The quality of building materials, binders, and aggregates can also be mentioned as the causes of the deformations of buildings and foundations. The paper analyzes the available information and regulatory enactments related to the monitoring of building deformations, evaluates the provision of building deformation in Latvia, describes the types of building deformations and their causes, building deformation monitoring technologies, as well as building monitoring methods, and summarizes the results. The aim of the study is to investigate and evaluate the deformation monitoring system of buildings. The results of the research reflect the procedures and technologies of deformation monitoring of buildings, the possibilities of using high-precision deformation sensors, substantiating the need to create an automated height, load, and other deformation-causing properties, and measurement control system. To achieve this goal you need to solve the following tasks: to investigate the order of formation of the value of the normative monetary value; determine the main indicators of comparison of the calculation of regulatory monetary valuation. The method of work was to determine the normative monetary value for three sites for different purposes. The calculation of the normative monetary assessment was carried out in accordance with current legislation. The initial data for the calculation of the assessment were: an extract from the State Land Cadastre, cadastral plan of the land, public cadastral map, layout of the research object. To compare the results, the normative assessment was additionally calculated using normative documents that were in force until 2022. Results. It is established that the current methodology significantly reduces the regulatory assessment for these objects, so for example for industrial lands it is reduced by 41%, for water lands -17%, and most for forest lands -84%. This calculation reduces the rent and, consequently, revenues to the local budget. Scientific novelty and practical significance. The study of the current methodology for calculating the value of regulatory monetary valuation and comparative analysis with regulations that were in force until 2022. As can be seen from the calculations, the current methodology significantly underestimates the value of the normative monetary value. As a result of reduced revenues to the local budget. Methodology. The algorithm of determination of recent rotation poles of the Eurasian plate on the basis of elaboration and analysis of time series of permanent GNSS-stations prepared by Nevada Geodetic Laboratory and available in free access is presented in the work. Structurally, this algorithmconsists of three successive stages: preparation of initial data, determination of speeds of horizontal movements and determination of modern rotation poles. The proposed algorithm is implemented in the software package MathCAD. Results. The components of the vectors of recent horizontal displacements of 882 permanent GNSS-stations located on the Eurasian plate for the period2002–2021 have been determined. It is established that the values of the vectors of recent horizontal movements are in the range of 17.1–49.3 mm / year and have a north-easterly direction. The accuracy of determining the constituent vectors of recent horizontal motions averages 15 % of the vector length. A map-scheme of the spatial distribution of the velocity field of recent horizontal motions of permanent GNSS-stations is constructed. Using the obtained velocities of permanent GNSS-stations, the recent rotation poles of the Eurasian plate were determined, namely the angular velocity and coordinates of the pole of rotation (w = 0.278±0.001”/рік; f = 56.885±0.227°N; l = –94.120±0.472°E). The obtained results are in good agreement with recent models of movements for this plate. The calculation and analysis of the average annual rotation poles of the Eurasian plate to study the dynamics of their change over time. It has been confirmed that rotation poles are dynamic parameters, but additional studies are needed to determine in detail the factors that cause such dynamics. Scientific novelty and practical significance. The presented algorithm and the obtained values of recent rotation poles of the Eurasian plate can be used to develop new and refine existing models of plate movements and coordinate systems, as well as to predict the movements of the earth’s crust on a global scale.
