A new system of social partnership is being created in society, in which individualized forms of labor use are dominated. It became possible to establish direct informal contacts between employers and employees. In fact, modern labor relations do not provide for mediation services that have historically been performed by trade unions. However, the activities of trade unions have gone beyond the narrow framework of the previously inherent to them functions of protecting the interests and rights of employees. Trade unions have become a social institution that provides a balance of social and economic interests of employees and employers. In the article, the authors proved that, reflecting the interests of civil society on the transition from planetary to space activities, the unions of the aerospace industry had changed the format of their activities: 1) the educational function became the priority function of trade unions of the aerospace industry, which oriented the work of trade unions towards continuous staff development; 2) the qualified personnel was in need of special working conditions and protection. The authors contrasted Grice’s theory of implicature with the Philosophy of the Cosmos. As a result, it has been found that the use of Grice’s theory of implication at the scale of space exploration changes the meanings of the theory of implicature significantly. The opposition between Grice’s theory of implicature and the Philosophy of the Cosmos updates the question “How acceptable are the similarities of the histories of cosmic civilizations at admissibility of similarity of the key phases of the physical, chemical, biological, and neurobiological evolution?” The study has shown that in the scope of space exploration, the meanings of the key term “the history of the cosmic civilization” are changing, in the question posed. They are formalized. The formalization of the term “history of the cosmic civilization” means the concentration of information in it, which is limited by the stages of neuroevolution and its external manifestations — “techne” (in the initial, antique senses). Based on the results obtained, the authors examined Grice’s four maxims in space exploration and found their weak practical effect. It was proved that the basic Cooperative Principle, which was complemented by the Q and R Principles of Horn, effectively manifested itself in communication between space civilizations. Special attention is paid to the process of the formation of historical laws in the context of Georg Hegel's rational philosophy. The authors pay particular attention to the following issue. Some problems of philosophy are identified that reduce its effectiveness as a methodology of science as well as methods of their resolution; the necessity of analyzing the conceptual apparatus of science in relation to the categorical apparatus and principles of rational philosophy is shown; the place and role of interdisciplinary methodologies in particular scientific research are analyzed; the movement of abstraction in the process of formation of history as a science is shown; the peculiarities of history and its laws among other fundamental sciences are determined along with the influence of objective and subjective factors that cause low efficiency of the methodological apparatus in everyday life; the philosophical justification of the specificity of freedom and responsibility of ordinary citizens and representatives of the authorities is revealed; the need to change the priorities of history and philosophy is demonstrated through different population groups, with a special emphasis on the political stratum. Foundations. Twenty-four consequences” (in Russian: Мoscow, URSS, 2018, bibl. 428). The cosmic expansion makes it impossible to observe everything beyond the apparent horizon with a radius of about 13.8 billion light-years. Nevertheless, cosmologists quite often transfer the results of observations to the entire Universe, when speaking about the expansion of the Universe, the Big Bang of the Universe, etc. This extrapolation is implicitly based on the (macro)homogeneous Universe hypothesis: in homogeneous Universe its part is in fact similar to the whole. However, the observations of recent years speak of the fractality of the matter distribution in the entire volume of the observable world, which makes the fractal Universe hypothesis more plausible. In such a Universe, a part may differ significantly from the whole. The author includes in the fractal Universe hypothesis the assumption of its infinity, guided by two considerations. Firstly, for the fractal Universe, this assumption is the simplest possible one. Secondly, the infinite fractal Universe has zero global density, which removes the problem of its (Universe) non-stationarity. Since the fractal (and infinite) Universe cannot either expand or contract, the observable expansion is experienced only by our Metagalaxy. Due to the dominance of gravity in metagalaxies with their giant dimensions, they are all non-stationary, constantly experiencing expansion and contraction. With the expansion, metagalaxies evolve, with the contraction, the results of evolution are destroyed. By showing the premises underlying procedures of artistic creations, the authors also draw up proprietary strategies thanks to which the presented worlds are characterized by their entirety and integrity. For achievement of this purpose, they show the non-artistic and non-aesthetic sources of the cosmic representations/ imagery. The authors show the consequence of the inescapable inhomogeneity of the image of the cosmos in fantasy, and secondly they analyze how strategies associated with the scientific vision of the cosmos are closer to a rational worldview and how they bring the massive public the latest advances in cosmology, astronomy and quantum physics. It is proved that that contemporary popular art is increasingly closely related to the modern state of scientific research in both the exact sciences and broadly understood religious studies or anthropology. The cosmos, thanks to popular creativity, becomes an acceptable, open and comprehensible space, while not being the most important challenge and mystery for humankind. The results obtained the numbers of tools in artistic criticism and sphere of humanistic reflection and journalism in branch of popular culture.
