The transportation of goods to and from the eastern and western regions of Indonesia must be balanced if efficiency is to be enhanced and costs are to be reduced. One remedy to the current imbalance is increasing the existing economies of scale. This could be achieved by developing a hub port to enable goods to be consolidated and transported efficiently. The present study employs network analytics to determine the best site for a hub port in the eastern region of Indonesia. The coordinates of the ports in that region were analyzed using centrality algorithms and the NetworkX library. The development of the legal system in Indonesia has established new institutions with judicative power to settle certain disputes which are attributed from the special legislation. In the field of maritime law in Indonesia, the Maritime Tribunal has the authority to conduct further examination of a shipwreck in accordance with the Shipping Law. This article uses the normative legal research method with the statutory statute approach. This matter requires further analysis towards the legality of the Maritime Tribunal's authority in Indonesia, that the tribunal is part of the an echelon II organ of the Ministry of Transportation. Based on the criteria and characteristics of a quasi-judicial body, Maritime Tribunal is a quasi-judicial body that possessed has mixed authority of executive function in implementing rules and regulation and administration in the maritime sector, as well as nd judicative function to conduct legal process concerning shipwrecks, that the result of the examination becomes the consideration of the judge in general courts to issue the judgment. The judge in civil or criminal disputes that arise from shipwrecks, in making consideration of the judgment, oblige the disputing parties to settle further examination of a shipwreck in Maritime Tribunal. Pengelompokan pelabuhan dilakukan denganmenggunakan beberapa kriteria dari segi teknis maupun non-teknis. Saat ini terdapat 1.240 pelabuhan yang tersebardi Indonesia, namun belum semua pelabuhan sesuai dengan hierarkinya. Penelitian ini bertujuan untuk mengetahuikesesuaian antara kondisi pelabuhan saat ini dengan kriteria RIPN, khususnya untuk pelabuhan di Provinsi JawaTimur. Indikator yang ditinjau meliputi potensi produksi, kapasitas terpasang, panjang dermaga, kecepatan bongkarmuat dan aliran produksi industri ke pelabuhan di Provinsi Jawa Timur. Masa adaptasi kebiasaan baru berarti memberlakukan standar kehidupan baru. Maksud kajian adalah untuk melakukan evaluasi terhadap perilaku penumpang memenuhi protokol kesehatan di terminal penumpang maupun di atas kapal. Penelitian ini merupakan penelitian deskriptif korelasional, menggunakan skala Guttman. Dari hasil penelitian ditarik kesimpulan bahwa, kesadaran memakai masker masih kurang baik dengan nilai 49%, kesadaran untuk membawa masker cadangan sangat baik dengan nilai 94%. Dari hasil pengamatan masih banyak ditemuai penggunaan masker yang tidak benar, bahkan ada yang tidak dipakai masker. Kesadaran untuk menjaga jarak sangat baik sebesar 99%. Dari hasil pengamatan untuk kelompok perjalanan/keluarga, biasanya sulit untuk menjaga jarak dengan duduk saling berdekatan dan bahkan membuka masker. Kesadaran untuk mencuci tangan masih kurang sebesar 56%, sebanyak 44 % karena keharusan. Pemahaman perilaku hidup sehat (3M) sangat baik sebesar 88%. Berdasarkan penilaian penumpang untuk kecukupan fasilitas protokol kesehatan dinilai baik sebesar 79%, keberadaan pengawas sangat baik sebesar 80%, kedisiplinan penumpang dinilai baik sebesar 85%. Responden setuju protokol kesehatan tetap diberlakukan sebanyak 93%. Pelabuhan dinilai aman dari penyebaran covid, dengan nilai sebesar 74 %. Significant technological developments have been applied to merchant ships to run supply chains more effectively and efficiently. Seafarers are the main subjects who operate and navigate ships to adapt to technological advances. Their qualification to meet stakeholder expectations then becomes an essential issue for discussion. This study aims to discover the qualifications of future seafarers from a stakeholder perspective. Implications in Maritime Education and Training are also discussed. The authors uses a qualitative research design and conducts interviews to collect data. Using the purposive sampling method, the author involved participants who had much experience in the maritime industry. The findings of this study reveal that technical and theoretical knowledge, english communication skills, and IT skills are hard skills expected by stakeholders. Apart from hard skills, seafarers also need soft skills to support their work, including managerial skills, hardiness and adaptability, motivation to learn, and a good attitude. This finding has significant training in the Maritime Education and Training sector. Students need to learn lessons to foster student learning motivation and provide more time for ship simulators and engines to experience actual work activities on board.AbstrakMenggali Kualifikasi Pelaut Masa Depan dari Perspektif Pemangku Kepentingan: Implikasinya dalam Pendidikan dan Pelatihan Maritim; Kebutuhan global distribusi logistik semakin meningkat dari tahun ke tahun. Perkembangan besar teknologi telah diterapkan pada kapal-kapal niaga untuk menjalankan rantai pasokan dengan cara yang lebih efektif dan efisien. Pelaut sebagai subjek utama yang mengoperasikan dan menavigasi kapal dituntut untuk menyesuaikan diri dengan kemajuan teknologi. Kualifikasi mereka untuk memenuhi harapan para pemangku kepentingan kemudian menjadi isu penting untuk dibahas. Studi ini bertujuan untuk menggali kualifikasi pelaut masa depan dari perspektif pemangku kepentingan. Implikasi dalam Pendidikan dan Pelatihan Maritim juga dibahas. Penulis menggunakan desain penelitian kualitatif dan melakukan wawancara untuk mengumpulkan data. Dengan menggunakan metode purposive sampling, penulis melibatkan partisipan yang banyak mendapatkan pengalaman di industri maritim. Temuan penelitian ini mengungkapkan bahwa pengetahuan teknis dan teoritis, keterampilan komunikasi bahasa Inggris, dan keterampilan TI merupakan hard skill pelaut yang diharapkan oleh para pemangku kepentingan. Selain hard skill, pelaut juga membutuhkan soft skill untuk menunjang pekerjaannya, antara lain kemampuan manajerial, hardiness dan adaptability, motivasi belajar, dan attitude yang baik. Selain di tepi pantai, terdapat juga pelabuhan perairan pedalaman seperti di semenanjung Malaysia and Nigeria, dilayari oleh kapal laut hingga pelosok menuju pelabuhan tujuan. Pengaruh Pandemi Covid-19 dialami juga oleh angkutan laut, khususnya terhadap Kunjungan kapal di Pelabuhan, salah satunya adalah Pelabuhan Talang Duku. Tujuan dari penelitian ini untuk memberikan rekomendasi kebijakan terkait proses bongkar muat kargo selama masa pandemi Covid-19 di Pelabuhan Talang Duku. Penelitian ini menggunakan metode penelitian kuantitatif, analisis gap, dan analisis komparatif. Kajian ini akan membandingkan penanganan bongkar muat barang sebelum dan selama pandemi, serta menganalisis bahwa bongkar muat kargo di pelabuhan mengikuti protokol kesehatan yang ditetapkan pemerintah. Secara umum, panggilan kapal kargo sedikit menurun tidak signifikan sebesar 8,5% di awal pembatasan mobilitas. Sedangkan untuk kegiatan bongkar muat terjadi penurunan yang tidak signifikan sebesar 13,0%. Penurunan terendah terjadi pada Oktober 2020.The Effect of the Covid-19 Pandemic on Inland Water Port Arrival: A Case Study of Talang Duku Port; As an archipelagic country, Indonesia has unique characteristics. In addition to port in the coast, there are also inland water ports such as in peninsula of Malaysia, and Nigeria, navigable by ships to remote areas to the destination port. The influence of the Covid-19 pandemic is also experienced by sea transportation, especially on ship visits at the port, one of which is the Talang Duku Port.The purpose of this study is to give a policy recommendation regarding the process of loading and unloading cargo during the Covid-19 pandemic at Talang Duku-port. This research using quantitative research methods, gap analysis, and comparative analysis. This study will compare the handling of loading and unloading goods before and during the pandemic, and analyze that loading and unloading cargo in the port is following health protocols established by the government. In general, cargo ship calls decreased slightly, but not significantly by 8.5% at the beginning of restriction mobility. While for loading and unloading activities, there was an insignificant decrease of 13.0%. Pandemi Covid-19 memberikan dampak yang signifikan terhadap pergerakan aktifitas di Pelabuhan. Protokol kesehatan yang sudah ditetapkan WHO untuk meminimalisir dampak covid 19 dengan menggunkan masker, mencuci tangan, dan menjaga jarak. Dengan menggunakan metode regresi linier polinomial didapatkan hasil penerapan protokol kesehatan pada operator sebesar 85% menggunakan masker, 49% menghindari jabat tangan, 39% mencuci tangan, 39% menjaga jarak, 25% menghindari kerumunan dan 10% melakukan penyemprotan disinfektan. Pada kunjungan kapal berdampak pada turunnya kapal bermuatan curah cair mengalami kontraksi -30% pada triwulan I, Curah kering -48% Triwulan III, dan General Cargo -16% pada triwulan III. Sedangkan volume muatan mengalami penurunan yaitu curah cair -14% pada triwulan I, Curah kering -12% Triwulan II, dan General Cargo -54% pada triwulan III. Model persamaan regresi polinomial didapatkan Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6. Dampak pandemi covid-19 berpengaruh secara signifikan terhadap angkutan penumpang, sementara untuk angkutan barang sempat mengalami kontraksi saat awal pandemi dan selanjutnya mengalami peningkatan mendekati normal seperti kondisi pra pandemi.AbstractThe loading and unloading of goods are an important factor in determining the performance of ship services at the Port. The Covid-19 pandemic has had a significant impact on the movement of activities at the Port. The health protocol that has been set by WHO is to minimize the impact of COVID-19 by wearing masks, washing hands, and maintaining distance. Using the polynomial linear regression method, the results of implementing health protocols for operators were 85% using masks, 49% avoiding handshakes, 39% washing hands, 39% keeping distance, 25% avoiding crowds and 10% spraying disinfectants. On ship visits, the impact on ships carrying liquid bulk contracted -30% in the first quarter, dry bulk -48% in the third quarter, and General Cargo -16% in the third quarter. Meanwhile, cargo volume decreased, namely liquid bulk -14% in the first quarter, dry bulk -12% in the second quarter, and general cargo -54% in the third quarter. Kajian ini bertujuan untuk memberikan rekomendasi penanganan pelayanan penumpang dan barang di pelabuhan selama pandemi dalam rangka menekan penularan Covid-19. Metode yang digunakan analisis deskriptif menggunakan survey online. Variabel yang diamati adalah pelayanan kapal penumpang dan kapal barang secara umum, pelayanan kapal penumpang dan terminal penumpang, pelayanan kapal barang, terminal konvensional dan petikemas. Hasil analisis menunjukkan bahwa berdasarkan wilayah pulau di Indonesia maupun berdasarkan institusi, secara umum pelayanan kapal dan barang dianggap cukup baik, dengan kisaran nilai rata-rata di atas 90%. Sementara itu, dari sisi pelayanan kapal dengan kisaran nilai rata-rata di atas 80%, dari sisi pelayanan barang dengan kisaran nilai rata-rata di atas 65% hingga 80%. Hasil penelitian menunjukkan bahwa masih belum terpadunya tingkat pemahaman, pengetahuan, pematuhan, kemanfaatan terhadap aturan regulasi terkait PSBB serta kurangnya koordinasi yang erat dengan pihak Satuan Gugus Tugas Percepatan Penanganan COVID-19. Perlunya peningkatan pemahaman, pengetahuan, pematuhan, dan terimplementasinya aturan regulasi terkait PSBB serta peningkatan koordinasi yang intens dengan pihak Gugus Tugas dan peningkatan pemahaman, pengetahuan, dan sosialisasi secara terus menerus terhadap implementasi terkait protokol kesehatan yang telah diterbitkan serta penambahan protokol teknis di pelabuhan dan di dalam kapal.Anticipating Review of Ship and Goods Services at The Port During the Covid-19 Pandemic. Implementation of health protocol in all activities is an absolute requirement when we faced with new condition in Covid-19 pandemic. This study aims to provide recommendations for handling service of passengers and goods at the port during the Covid-19 pandemic in order to suppress the transmission of Covid-19. A descriptive analysis method with online surveys used for this research.. Variables observed was the service of passenger ships and general cargo, passenger ship services and passenger terminals as well as services of freighters, conventional terminals and containers. The results of analysis and discussion showed that based on archipelago territorial within Indonesia and based on institutions, in general ship and cargo services are considered quite good, with an average value above 80%, meanwhile, in terms of ship service with an average value above 80% and in terms of goods service with an average value above 65% to 80%. The results concluded that the research showed that there is still no integrated level of understanding, knowledge, compliance, benefits to regulatory rules related to PSBB as well as a lack of intense coordination with the Task Force for The Acceleration for COVID-19 Handling.
