Pelayaran rakyat merupakan salah satu sarana angkutan yang dapat menjangkau wilayah-wilayah kepulauan. Pada perkembangannya, saat ini keberadaan pelayaran rakyat itu telah terpinggirkan oleh beroperasinya kapal-kapal modern, serta kebijakan yang menyertainya, sehingga mengalami keterpurukan. Berkaitan dengan keterpurukan tersebut, menarik untuk dipertanyakan, faktor-faktor apa saja yang telah menyebabkannya? Penelitian dilakukan dengan pendekatan kualitatif, pengumpulan data dilakukan melalui wawancara mendalam, FGD dan observasi lapangan. Hasil penelitian menunjukkan bahwa terpingirkannya pelayaran rakyat di Maluku Tengah adalah karena sarana pelayaran rakyat yang ada kalah bersaing dengan beroperasinya kapal cepat dari perusahaan angkutan laut dan kapal perintis (kapal ferry) yang disediakan oleh pemerintah. Keberadaan pelabuhan yang lebih suka bongkar muat dengan mesin juga merupakan permasalahan tersendiri yang dihadapi oleh pelayaran rakyat, sehingga pelayaran rakyat ditolak karena melakukan bongkar muat dengan tenaga manusia. Di samping itu, kebijakan pemerintah juga merupakan faktor yang kurang mendukung perkembangan pelayaran rakyat di Maluku. Padahal pelayaran rakyat berupa kapal kecil masih dibutuhkan oleh masyarakat kepulauan. Destyanto","doi":"10.25104/transla.v23i1.1700","DOIUrl":"https://doi.org/10.25104/transla.v23i1.1700","url":null,"abstract":"As a maritime country whose water area is three times wider than its land, Indonesia has one of the ways to increase the logistic activities especially in adjusting to the development of the industry 4.0 by enhancing the productivity of maritime logistics in a way of streamlining the action at unit terminal containers. Stevedoring is a one of very important logistics activities in port operational ecosystem. In order to optimize the performance of the port, the efficiency of the stowage planning process is done. Some factors which can be evolved in stowage planning are processing time, ship stability, and minimum over stow. This research uses the stowage planning algorithm to develop an application in Python programming language. This application will eventually be used to create a stowage plan map for general cargo ship and cargo barge vessel in by prioritizing the ship stability, as well avoiding low over stow in a short time. The biggest challenge to implementing the Program of Sea Tollway are port infrastructure readiness, collector and feeder ports for the movement of goods into a node. Tanjung Ringgit Port must serve as a feeder port for Makassar's main port to support the program. The approach used in this research is quantitative. Data collection consists of primary data through interviews, field observations and secondary data. This research used port performance analysis to analyze the needs of port performance facilities such as container field facilities, warehouses and jetty, and SWOT analysis to determine port development policies and strategies. The findings of the study show that more warehouse space will be required until 2035.
