Housing authorities use this new form of housing to change the demographic profile of deteriorating inner city neighborhoods. The purpose of this study was to examine the conversion of public housing to mixed-income/mixed-use communities through a case analysis of the Broad Creek Renaissance Plan in Norfolk, Virginia. The researcher analyzed Broad Creek’s land-use patterns and socioeconomic factors to determine if the HOPE VI initiative is meeting its goals and objectives. {"title":"The Use of Management by Objectives in Municipalities: Still Alive?","authors":"Alvin Holliman, Marcia Bouchard","doi":"10.4172/2315-7844.1000150","DOIUrl":"https://doi.org/10.4172/2315-7844.1000150","url":null,"abstract":"While Management by Objectives (MBO) has essentially been ignored in the past twenty years by researchers, particularly regarding its use and/or usefulness by municipalities, Holliman explored its relevance along with other management models in his doctoral dissertation. Findings included exclusive use by 3% of the 893 survey respondents and use in combination with other models by 14% of the respondents. In effect, MBO is used in some form by 17% of the municipalities. Furthermore, its usefulness as a model for enhancing management control was found to be slightly useful with a mean rating of 4.06 on a six point Likert scale, based on all responses, and 4.54 (between slightly useful and moderately useful) when considering valid responses for cities using that system only. The IT faculty team, under the direction and leadership of the Associate Dean, created the Information Technology Pathways model. The Associate Dean invested significantly in infrastructure and planning to ensure cross-team knowledge exchange. We also wanted to enhance awareness and increase student engagement via social media platforms like Facebook, Twitter, LinkedIn, YouTube, and MeetUp. This study was designed to create pathways and curriculum that other programs could replicate; other departments can now benefit from the template and design strategies developed to enhance the IT curriculum and pathways. These pathways and the dialogues have led to increased training requests and pooled training. Our MATC case study is a good example that identifies and shares pathways, curriculum development, and partnering with advisory committees to gain input for incorporating instructional technology in the classroom based on student needs. \u0000Purpose: This article describes a dynamic and innovative pathway model for instructors to service student, parents, counselor, and employer needs around digital and social technologies that support student enrollment, retention and provide collaborative learning opportunities for improved job placement. The goal is to produce graduates that bring relevant and reliable skill sets that match current business and industry needs. The two primary reasons for enrolling are preparing for a job and career change. In addition, it provides training for a career ladder for training employees who need to advance, many employers are moving incumbent workers along this career path as well. \u0000Methodology/Approach: A case study \u0000Findings: The integration of pathways including certificates, embedded technical diplomas, associate degrees, online community through digital, mobile and social technologies, MeetUp, LinkedIn, Google Apps, groups, Netlab, Blackboard Learn & Internships.com, have a positive influence on student advising, enrollment, retention and job placement. Many of the social media tools are free so they did not involve increased funding but mostly involved legwork, making them effective tools for reaching new students. \u0000Research Limitations: The research was limited to the IT faculty population at MATC, and did not include data collected from students outside the USA to find out what role cultural mores, attitudes and gender play in the learning process. \u0000Practical Implications: Workplace employers are increasingly experiencing a skills mismatch and the growing retirement gap. Thus, institutions of higher education are under increased scrutiny regarding the preparedness of their graduates for the workforce. The purpose of this paper is to identify practical approaches to the application of emotional intelligence skills to the complexity of the innovation process. Additionally, the behaviours most often identified with emotional intelligence may be learned and applied in a practical manner to improve the overall quality of creative and innovative processes. Design/Methodology/Approach: Goleman’s and Boyatzis’ et al. four essential elements of emotional intelligence and their associated 20 behavioural competencies are utilized to develop a methodology for the practical application of emotional intelligence skills to innovation. A series of questions, observations and action steps are outlined to improve emotional intelligence awareness, as well as the utilization of emotional intelligence skills to enhance innovation processes. Findings: Organizations and individuals may benefit from the development and utilization of behaviours attributed to emotional intelligence. The practical application of emotional intelligence skills can enhance individual and group innovation processes and outcomes. Despite being a matter of semantics, WoG builds its framework on three questions to differentiate it from the others and making it look unique. Situating Ghana’s Public Sector reform experience into administration reforms and development cooperation literature blended with a string of African cultural history the answers are constructed in Africanised context. This nascent WoG Approach granted its uniqueness, development partners’ overarching influence could hinder its progress as they have demonstrated with earlier reforms. By employing a primarily qualitative embedded research design, semi-structured interviews and exit surveys were conducted in three New Jersey public schools to study a sample of teachers and similarly situated professional staff to investigate these topics. This study is the first of its kind to examine FRD, as opposed to gender discrimination, in relation to public sector employees, specifically public school professionals. The results of the analysis of the data, consisting of qualitative themes extracted from the interviews and descriptive statistics from the exit surveys, show that current organizational factors not only fail to mitigate effects of FRD on the work/family balancing act but sometimes contribute to them, and that there is a lack of awareness of the legal concept of FRD, despite knowledge of the existence of discrimination against people with family responsibilities.
